The Bureau of Land Management (BLM) will file the plat of survey of the lands described below in the BLM Montana State Office, Billings, Montana, thirty (30) days from the date of publication in the Federal Register.

We, the Fish and Wildlife Service (Service), announce the availability of our final comprehensive conservation plan (CCP) and finding of no significant impact (FONSI) for Holla Bend National Wildlife Refuge (NWR). In the final CCP, we describe how we will manage this refuge for the next 15 years.

The Bureau of Land Management (BLM) announces the availability of the Record of Decision (ROD)/Approved Resource Management Plan (RMP) for the Canyons of the Ancients National Monument located in Montezuma and Dolores counties in southwest Colorado. The Colorado State Director signed the ROD on June 14, 2010, which constitutes the final decision of the BLM and makes the Approved RMP effective immediately.

This order partially revokes five Secretarial Orders insofar as they affect 2,865.86 acres of public lands previously withdrawn for reclamation project purposes on the Colorado River. The lands are no longer needed for reclamation purposes and the Bureau of Reclamation has relinquished the lands accordingly. This order opens the lands to the Act of Congress dated January 12, 1891, as amended by the Act of Congress dated March 1, 1907, to facilitate the issuance of a trust patent to the Chemehuevi Indian Tribe. The lands will remain withdrawn from all forms of settlement and entry under the terms of an Order of the Secretary of the Interior dated February 2, 1907.

In accordance with the Federal Advisory Committee Act, the Bureau of Indian Affairs is announcing that the No Child Left Behind School Facilities and Construction Negotiated Rulemaking Committee will hold its third meeting in Rapid City, South Dakota. The purpose of the meeting is to continue working on reports and recommendations to Congress and the Secretary as required under the No Child Left Behind Act of 2001.

We, the U.S. Fish and Wildlife Service (Service), determine endangered status under the Endangered Species Act of 1973, as amended (Act), for two species of Hawaiian damselflies, the flying earwig Hawaiian damselfly (Megalagrion nesiotes) on the island of Maui and the Pacific Hawaiian damselfly (M. pacificum) on the islands of Hawaii, Maui, and Molokai. This final rule implements the Federal protections provided by the Act for these species. We also determine that critical habitat for these two Hawaiian damselflies is prudent, but not determinable at this time.

We, the U.S. Fish and Wildlife Service (Service), propose to list Ipomopsis polyantha (Pagosa skyrocket), a plant species from southwestern Colorado, as endangered throughout its range, and Penstemon debilis (Parachute beardtongue) and Phacelia submutica (DeBeque phacelia), two plant species from western Colorado, as threatened throughout their ranges under the Endangered Species Act of 1973, as amended (Act). This proposal, if made final, would extend the Act's protections to these species throughout their ranges. The Service seeks data and comments from the public on this proposal.

The Bureau of Land Management (BLM) proposes to sell three parcels of public land totaling approximately 243.82 acres in Tehama County, California. The sale will be subject to the Federal Land Policy and Management Act of 1976 (FLPMA), and BLM land sale and mineral conveyance regulations. The sales will be conducted as a competitive bid auction in which interested bidders must submit written sealed bids equal to, or greater than, the appraised fair market value of the land. Bidders who submit written sealed bids will have the opportunity to increase their bids in a silent auction to be held after BLM opens all written sealed bids.

We, the U.S. Fish and Wildlife Service, invite the public to comment on the following applications to conduct certain activities with endangered species. With some exceptions, the Endangered Species Act (ESA) prohibits activities with listed species unless a Federal permit is issued that allows such activities. The ESA requires that we invite public comment before issuing these permits.

We, the U.S. Fish and Wildlife Service (Service), announce a 12-month finding on a petition to list the least chub (Iotichthys phlegethontis), a fish, as threatened or endangered and to designate critical habitat under the Endangered Species Act of 1973, as amended (Act). After review of all available scientific and commercial information, we find that listing the least chub as threatened or endangered under the Act is warranted. Currently, however, listing the least chub is precluded by higher priority actions to amend the Lists of Endangered and Threatened Wildlife and Plants. Upon publication of this 12-month petition finding, we will add the least chub to our list of candidate species with a listing priority number (LPN) of 7. We will develop a proposed rule to list this species as our priorities and funding allow. We will make any determination on critical habitat during development of the proposed listing rule. San Rafael Cattle Company (Applicant) has applied to the U.S. Fish and Wildlife Service (Service) for an incidental take permit (ITP) under the Endangered Species Act of 1973, as amended (Act). The Applicant has been assigned a permit number TE-12133A-0. If approved, the ITP would be in force for a period of 30 years, and would authorize incidental take of two species currently listed under the Endangered Species Act (Act), and two species that may become listed under the Act in the future (``covered species''). The proposed incidental take would occur in Santa Cruz County, Arizona, as a result of impacts on covered species and occupied habitat from specified actions conducted under the authority of the San Rafael Cattle Company. We invite public comment on the permit application and the associated documents.

Under the provisions of the Mineral Lands Leasing Act of 1920, as amended, the Bureau of Land Management (BLM) received a petition for reinstatement from Trident Oil & Gas LLC for competitive oil and gas lease WYW175014 for land in Niobrara County, Wyoming. The petition was timely filed and was accompanied by all the rentals due since the date the lease terminated under the law.

The BLM is publishing this notice in accordance with the Federal Land Policy and Management Act (FLPMA) and the Federal Advisory Committee Act (FACA). The Bureau of Land Management (BLM) gives notice that the Secretary of the Interior is establishing four resource advisory councils in New Mexico to represent the four BLM districts in the State. This notice is also to solicit public nominations for each of the four New Mexico Resource Advisory Councils (RAC). The RACs provide advice and recommendations on land use planning and management of the public lands within their geographic area.

The Bureau of Land Management (BLM) proposes to sell a parcel of public land totaling 40 acres in Lincoln County, Idaho, to the owner of the surrounding private land for the appraised fair market value of $14,000. The private land surrounding the public land is owned by Alan Woodland.

Basin School District 72 in Boise County, Idaho, has filed an application to purchase 98.06 acres of public land under the Recreation and Public Purposes Act (R&PP), as amended, to be used for school facilities. The Bureau of Land Management (BLM) has examined the land and found it suitable to be classified for lease and/or conveyance under the provisions of the R&PP Act, as amended.

Under the Class II provisions of the Federal Oil and Gas Royalty Management Act of 1982, the Bureau of Land Management (BLM) received a petition for reinstatement of oil and gas lease TXNM 107314 from the lessee, Southern Bay Energy LLC, for lands in Washington County, Texas. The petition was filed on time and was accompanied by all the rentals due since the date the lease terminated under the law.

Under the Class II provisions of the Federal Oil and Gas Royalty Management Act of 1982, the Bureau of Land Management (BLM) received a petition for reinstatement of oil and gas leases TXNM 107307 and TXNM 107313 from the lessee, Southern Bay Energy, LLC, for lands in Burleson and Washington Counties, Texas. The petition was filed on time and was accompanied by all the rentals due since the date the leases terminated under the law.

OSM is announcing the receipt of a proposed amendment to the Pennsylvania regulatory program (the ``Pennsylvania program'') under the Surface Mining Control and Reclamation Act of 1977 (SMCRA or the Act). The proposed amendment (Administrative Record Number PA 837.111) consists of a recent statutory amendment to Pennsylvania's Coal Refuse Disposal Control Act (CRDA), 52 Pennsylvania Statute Section 30.51 et seq. Section 4.1(a) of the CRDA was amended by adding subsection (6) to section 4.1(a), which added another category of sites to the list of ``preferred sites'' currently found in section 4.1.
