In accordance with 10 U.S.C. Section 9355, the U.S. Air Force Academy (USAFA) Board of Visitors (BoV) will hold a meeting at the Longworth House Office Building, Room 1310, Washington, DC on December 3, 2014. The meeting will begin at 9:30 a.m. The meeting is scheduled to close to the public at 3:00 p.m. The purpose of this meeting is to review morale and discipline, social climate, curriculum, instruction, infrastructure, fiscal affairs, academic methods, and other matters relating to the Academy. Specific topics for this meeting include a Superintendent's Update; USAFA Budget Update; USAFA Master Plan (Infrastructure) Update; USAFA Diversity Panel Subcommittee Out-brief; and an USAFA Climate Survey Results Briefing. In accordance with 5 U.S.C. Section 552b, as amended, and 41 CFR Section 102-3.155, one session of this meeting shall be closed to the public because it involves matters covered by subsection (c)(6) of 5 U.S.C. Section 552b. Air Mobility Command (AMC) is providing notice that it intends to change Domestic Air Tender policy within the MFTURP NO. 1 to restrict registration in the FCRP for Domestic Air Tenders to Civil Reserve Air Fleet (CRAF) Transportation Service Providers (TSP) only. CRAF TSPs may, if they choose to, act through a freight forwarder, logistics company, or broker. This change only affects domestic air tender TSPs such as airlines, logistics companies, freight forwarders, and brokers. The purpose of the new policy is to strengthen the CRAF program in support of the national defense airlift objectives to ensure military and civil airlift resources are capable of meeting the defense mobilization and deployment requirements supporting U.S. Defense & Foreign Policy.

Record of Decision for the Second Main Operating Base KC-46A Beddown at Alternative Air National Guard Installations

On August 5, 2014, the United States Air Force signed the ROD for the Second Main Operating (MOB-2) Base KC-46A Beddown at Alternative Air National Guard (ANG) Installations Final Environmental Impact Statement (FEIS). The ROD states the Air Force decision to implement the Preffered Alternative to beddown up to twelve (12) KC-46A Primary aircraft authorized (PAA) under the National Guard Bureau for MOB-2 at Pease Air National Guard Station. The decision was based on matters discussed in the FEIS, inputs from the public and regulatory agencies, and other relevant factors. The FEIS was made available to the public on June 20, 2014 through a NOA in the Federal Register (Volume 79, Number 119, Page 35347) with a wait period that ended on July 20, 2014. The ROD documents only the decision of the Air Force with respect to the proposed Air Force actions analyzed in the FEIS. This notice informs the public that the Global Positioning Systems (GPS) Directorate will host the 2014 Public Open Forum on 22 August 2014 for the following NAVSTAR GPS public documents: IS-GPS-200 (Navigation User Interfaces), IS-GPS-705 (User Segment L5 Interfaces), IS-GPS-800 (User Segment L1C Interface), and ICD-GPS-870 (Navstar Next Generation GPS Operational Control Segment [OCX] to User Support Community Interfaces). Additional logistical details can be found below. The purpose of this forum is to collect issues/comments for analysis and possible integration into the next GPS public document revisions. The GPS Directorate has determined that for the public documents noted above, there will be no technical baseline changes processed this fiscal year. All outstanding comments on the GPS public documents will be considered along with the comments received at this year's open forum in the next revision cycle. On April 22, 2014, the United States Air Force signed the ROD for the KC-46A Formal Training Unit (FTU) and First Main Operating Base (MOB 1) Final Environmental Impact Statement (FEIS). The ROD states the Air Force decision to implement the Preffered Alternative to beddown eight (8) KC-46A Primary aircraft authorized (PAA) with associated construction at Altus Air Force Base (AFB) for the FTU and beddown thirtysix (36) KC-46A PAA with associated construction at McConnell AFB for MOB-1. The decision was based on matters discussed in the FEIS, inputs from the public and regulatory agencies, and other relevant factors. The FEIS was made available to the public on March 21, 2014 through a NOA in the Federal Register (Volume 79, Number 55, Page 15741) with a wait period that ended on April 21, 2014. The ROD documents only the decision of the Air Force with respect to the proposed Air Force actions analyzed in the FEIS.
