In response to requests from several organizations, the Department of State (DOS) is extending the public comment period for the Keystone XL Pipeline Project Draft Environmental Impact Statement (DEIS). The Department of State had originally set the end of the comment period at May 31, 2010. The Department has decided, in response to the requests noted above, to extend the comment period until Wednesday, June 16, 2010. The original notice of availability of the DEIS was published by EPA in the Federal Register on April 16, 2010 [75 FR 19969]. A second notice that listed the public comment meetings and additional information on the DEIS was published in the Federal Register on April 20, 2010 [75 FR 20653].

The U.S. Department of State's Bureau of Educational and Cultural Affairs (ECA) seeks an organization with a strong Washington presence to assist the Office of Citizen Exchanges, Cultural Programs Division, in the implementation of short-term, high- visibility cultural exchanges taking place during calendar years 2010, 2011 and 2012. Approximately 60 visitors from countries around the world will participate in initiatives/projects in the United States designed to promote interaction between foreign participants and their American peers. Cultural Visitors will include artists and arts professionals as well as youth with a special interest in the arts. I. Funding Opportunity Description

The Office of Global Educational Programs of the U.S. Department of State's Bureau of Educational and Cultural Affairs (ECA) announces an open competition to administer the Community College Faculty and Administrator Program with Indonesia. Community college consortia and other associations of accredited U.S. community colleges meeting the provisions described in Internal Revenue Code section 501(c)3 may submit proposals to cooperate with the Bureau to administer and implement a four-month exchange program for participants from post- secondary vocational and technical institutions in Indonesia. Key components of the Program will include professional development, leadership training, and the experience of U.S. society and culture.

The Office of Citizen Exchanges of the Bureau of Educational and Cultural Affairs announces an open competition for ``TechWomen''. Public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 U.S.C. 501(c)(3) may submit proposals to conduct a professional mentorship exchange program. This initiative champions two distinct but key themes of President Obama's June 2009 speech in Cairo by supporting development in the field of technology and enabling women to reach their full potential in the technology industry. Applicants should plan to recruit and select a total of approximately 20-40 women from Algeria, Egypt, Jordan, Lebanon, Morocco, the West Bank and Gaza to participate in a four- to six-week peer mentoring program in the United States. The mentoring experience will focus on bolstering the status of professional women in the field of technology, will provide networking opportunities for the participants, and will support activities in the participants' home countries that encourage the interest of girls in technology-based careers.

The Department of State (DOS) has prepared a draft Environmental Impact Statement (EIS) for the Proposed TransCanada Keystone XL Pipeline Project. On September 19, 2008, TransCanada Keystone Pipeline, LP (Keystone) filed an application for a Presidential permit for the construction, operation, and maintenance of pipeline facilities at the border of the U.S. and Canada for the transport of crude oil across the U.S.-Canada international boundary. The Secretary of State is designated and empowered to receive all applications for Presidential permits, as referred to in Executive Order 13337, as amended, for the construction, connection, operation, or maintenance, at the borders of the United States, of facilities for the exportation or importation of petroleum, petroleum products, coal, or other fuels to or from a foreign country. Keystone has requested authorization to construct and operate border crossing facilities at the U.S.-Canadian border in Phillips County, near Morgan, Montana, in connection with its proposed international pipeline project (the Keystone XL Pipeline Project) that is designed to transport Canadian crude oil production from the Western Canadian Sedimentary Basin (WCSB) to destinations in the south central United States, including to an existing oil terminal in Cushing, Oklahoma, and to existing delivery points in the Port Arthur and East Houston areas of Texas.

The Department invites the public, including NGOs, educational institutions, private sector enterprises and other interested persons, to submit written comments or suggestions regarding items for inclusion in a new Work Program for implementing the United States-Peru Environmental Cooperation Agreement (ECA), which entered into force in August 2009. The ECA Work Program will focus in particular on the implementation of the Annex on Forest Sector Governance of the U.S.- Peru Trade Promotion agreement (PTPA). Please review the Annex carefully when preparing your ideas and suggestions. In his December 1, 2009, speech in West Point, New York, President Obama said that a new diplomatic initiative in Afghanistan would be part of the U.S. strategy to bring peace and stability in the Afghanistan/Pakistan region. As part of this initiative, ECA is seeking proposals for a new program, called ``The U.S./Afghanistan Professional Partnership Program.'' This program will bring young professionals from the two countries together to develop cross cultural relationships and develop professional skills that will positively impact people's lives and will result in stronger ties between the two nations.

The purpose of this announcement is to notify interested members of the public of the opportunity to submit comments to the draft fifth National Communication on U.S. climate change actions for the United Nations Framework Convention on Climate Change (UNFCCC). In June 1992, the United States signed, and later ratified, the UNFCCC. Pursuant to the national communication reporting requirements under Articles 4.2 and 12 of the Convention and to guidelines later adopted by the UNFCCC Conference of the Parties (COP), the United States submitted the first U.S. Climate Action Report (CAR) to the UNFCCC Secretariat in 1994, and subsequent reports in 1997, 2002, and 2006. The U.S. Government has prepared an initial draft of the fifth National Communication for public review. This report reflects the U.S. Government commitment to the UNFCCC to transparently communicate U.S.
