For fiscal year (FY) 2008, HUD will require Continuums of Care to submit their applications electronically, using e-snaps, an electronic system separate from Grants.gov. This Notice provides detailed instructions on completing the Continuum of Care (CoC) registration process for e-snaps. This Notice also provides applicants important information, including definitions and the necessary CoC planning process, that CoC and project applicants should be familiar with prior to applying for FY2008 CoC Homeless Assistance funding. Finally, today's Notice provides information about the major changes that HUD will make to the FY2008 CoC Homeless Assistance competition.

Today's publication establishes the funding criteria for the FY2008 Rural Housing and Economic Development Program. Because HUD is required by statute to competitively award RHED assistance by September 1, 2008, HUD has decided to publish this NOFA separately and in advance of its FY2008 Notice of Funding Availability for HUD's Discretionary Programs (SuperNOFA). Publishing the RHED NOFA separately will permit potential applicants additional time to prepare and submit their applications. Today's publication is governed by the information and instructions found in the Notice of HUD's Fiscal Year 2008 Notice of Funding Availability (NOFA) Policy Requirements and General Section (General Section) to the SuperNOFA that HUD published on March 19, 2008 and the FY 2008 Opportunity to Register Early and Other Important Information for Electronic Application Submission Via Grants.gov (FY2008 Early Registration Notice) that was published on March 10, 2008. Application Deadline Date: The application deadline date is May 30, 2008. Applications submitted through https://www.grants.gov must be received and validated by Grants.gov no later than 11:59:59 Eastern time on the application deadline date. Purpose of Program: This funding opportunity is available for a demonstration program to provide assistance for intergenerational dwelling units for intergenerational families in connection with the supportive housing program under Section 202 of the Housing Act of 1959 (12 U.S.C. 1701q). The purpose of the program is to expand the supply of intergenerational dwelling units for very low-income grandparent(s) or relative(s) heads of household 62 years of age or older raising a child.

HUD proposes to establish a new Privacy Act record system to add to its inventory of systems of records subject to the Privacy Act of 1974 (5 U.S.C. 552a), as amended. The proposed new system of records is the TAAG case management system. This record system will be used for program implementation activities related to the Disaster Housing Assistance Program (DHAP) case management services. DHAP is a Federal Emergency Management Agency (FEMA) pilot grant program to provide temporary rental subsidies and case management for non-HUD assisted individuals and families displaced by Hurricanes Katrina or Rita. HUD is the servicing agency that administers the DHAP program for FEMA.

The Mortgagor's Certificate of Actual Cost is submitted by the mortgagor to certify actual costs of development in order to make an informed determination of mortgage insurance acceptability and to prevent windfall profits. Its use provides a base for evaluating housing programs, labor costs, and physical improvements in connection with the construction of multifamily housing.

Renewal Communities are required to submit annual reports to HUD on the progress of their Tax Incentive Utilization Plan in assisting State and local governments and community-based organizations in their outreach to the business community and residents.

The Bidder Qualifications Statement solicits from prospective bidders the basic qualifications required for bidding including but not limited to, purchaser information (name of purchaser, corporation entity, address, tax ID), business type, net worth and equity size. By executing the Qualification Statement, the purchaser certifies, represents and warrants to HUD that each of the statements included are true and correct as to the purchaser and thereby qualifies them to bid.
