Safety Zone: Port of Los Angeles, Main Channel
The Coast Guard is establishing a temporary safety zone around a firework display platform located in the Port of Los Angeles. The safety zone will encompass the navigable waters within a 1,000-foot radius of the pyrotechnic platform located in the main channel of the Port of Los Angeles, CA. The safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards created by the firework show. Entry of vessels or persons into these zones is prohibited unless specifically authorized by the Captain of the Port, Los Angeles-Long Beach.
Civil Monetary Penalty Adjustments for Inflation
In this final rule, DHS adjusts for inflation its civil monetary penalties for 2024, in accordance with the Federal Civil Penalties Inflation Adjustment Act Improvements Act of 2015 and Executive Office of the President (EOP) Office of Management and Budget (OMB) guidance. DHS is also accounting for additional civil monetary penalties that the U.S. Coast Guard is statutorily authorized to collect. The new penalty amounts will be effective for penalties assessed after June 28, 2024 whose associated violations occurred after November 2, 2015.
Safety Zone; San Francisco Giants Fireworks, San Francisco Bay, San Francisco, CA
The Coast Guard will enforce the safety zone for the San Francisco Giants Fireworks in the Captain of the Port San Francisco area of responsibility during the dates and times noted in the SUPPLEMENTARY INFORMATION section. This action is necessary to protect personnel, vessels, and the marine environment from the hazards associate with the fireworks display. During the enforcement period unauthorized persons and vessels are prohibited from entering into, transiting through, or remaining in the safety zone unless authorized by the patrol Commander (PATCOM), or any Official Patrol defined as other law enforcement agencies on scene.
Safety Zone; Laguna Madre, South Padre Island, TX
The Coast Guard is establishing a temporary safety zone for certain navigable waters in the Laguna Madre. The safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards created by a firework display launched from a barge in the Laguna Madre, South Padre Island, Texas. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port Sector Corpus Christi or a designated representative.
Safety Zones; Annual Fireworks Displays Within the Puget Sound
The Coast Guard will enforce 13 safety zones for annual firework displays in the Captain of the Port, Sector Puget Sound area of responsibility to provide for the safety of life on navigable waterways during these events. Our regulation for marine events within the Thirteenth Coast Guard District identifies the regulated area for these events. During the enforcement periods, the operator of any vessel in the regulated area must comply with directions form the Patrol Commander or any Official Patrol displaying a Coast Guard ensign.
Safety Zones; Savannah River, Savannah, GA
The Coast Guard is establishing two temporary safety zones for navigable waters of the Savannah River, within a 500-yard radius around Motor Vessel (M/V) BIGLIFT BAFFIN. The safety zones are needed to protect personnel, vessels, and the marine environment from potential hazards created by the transit through the Savannah River to Georgia Port Authority Ocean Terminal Berth No. 3 while carrying oversized intermodal cranes, and for the offload of those intermodal cranes to the facility. Entry of vessels or persons into the safety zones are prohibited unless specifically authorized by the Captain of the Port Savannah or a designated representative.
Special Local Regulations; Annual Events Within the Captain of the Port Eastern Great Lakes Zone
The Coast Guard will enforce certain safety zones located in the federal regulations for Annual Events in the Captain of the Port Eastern Great Lakes Zone. This action is necessary and intended to protect the safety of life and property on navigable waters prior to, during, and immediately after these events. The Coast Guard is establishing a temporary safety zone on the waters of the Monongahela River from mile marker 23.5 to mile marker 24.5. Cooperative Research and Development Agreement: Incident Driven Video Recording Systems (IDVRS) in the Form of Body-Worn Cameras (BWC), Various Accessories, Docking Stations, Video Management System (VMS) Software, and Cloud Storage Technology
The Coast Guard is announcing its intent to enter into a Cooperative Research and Development Agreement (CRADA) with Axon Enterprise, Inc. to evaluate Incident Driven Video Recording Systems (IDVRS) in the form of body-worn cameras (BWC), various accessories, docking stations, video management system (VMS) software, and cloud storage technology. While the Coast Guard is currently considering partnering with Axon Enterprise, Inc., we are soliciting public comment on the possible nature of and participation of other parties in the proposed CRADA. In addition, the Coast Guard also invites other potential Federal participants, who have the interest and capability to bring similar contributions to this type of research, to consider submitting proposals for consideration in similar CRADAs.
Cooperative Research and Development Agreement: Payload Incorporated With Computer Vision and Machine Learning
The Coast Guard is announcing its intent to enter into a Cooperative Research and Development Agreement (CRADA) with AeroVironment, Inc. to evaluate payload(s) that can accelerate autonomy to fielded assets and uncrewed platforms, and automated overhead imagery analysis tool software. The Coast Guard is currently considering partnering with AeroVironment, Inc. to investigate their payload that seamlessly integrates with current AeroVironment UAS in use by the Coast Guard and solicits public comment on the possible participation of other parties in the proposed CRADA, and the nature of that participation. While the Coast Guard is currently considering partnering with AeroVironment, Inc., we are soliciting public comment on the possible nature of and participation of other parties in the proposed CRADA. The Coast Guard will enforce various safety zones for maritime events in the Captain of the Port Northern Great Lakes. Enforcement of these safety zones is necessary to protect the safety of life and property on the navigable waters immediately prior to, during, and immediately after this event. During the period, the Coast Guard will enforce restrictions upon, and control movement of, vessels in a specified area immediately prior to, during, and immediately after events. The Coast Guard is establishing a temporary special local regulation in the Upper Bay of New York Harbor in support of Sail Grand Prix 2024 from June 21, 2024, through June 23, 2024. This special local regulation is necessary to provide for the safety of life from the dangers associated with high-speed sailing during the event. Drawbridge Operation Regulation; Townsend Gut, Southport, ME
The Coast Guard proposes to temporarily modify the operating schedule that governs the Southport (SR27) Bridge at mile 0.7 across Townsend Gut between Boothbay Harbor and Southport, ME. The bridge owner, Maine Department of Transportation (ME DOT), has submitted a request to allow the bridge to remain closed to vessel traffic. ME DOT is conducting rehabilitation of the swing bridge and the bridge will be unable to open to marine traffic due to an operational imbalance while the work is being conducted. We invite your comments on this proposed rulemaking.
Implementation of Training Requirements for Personnel Serving on U.S.-Flagged Passenger Ships That Carry More Than 12 Passengers on International Voyages
The Coast Guard proposes to amend its merchant mariner training regulations to implement amendments to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, and the Seafarers' Training, Certification and Watchkeeping Code, to require personnel serving on U.S.-flagged passenger ships carrying more than 12 passengers on international voyages to complete passenger ship emergency familiarization. The proposed rule would expand the applicability of the existing crowd management training requirement to include specified ratings on passenger ships. These required trainings would promote the safety of life at sea.
Safety Zone; Kemah Fireworks; Sector Houston-Galveston Captain of the Port
The Coast Guard will enforce safety zone regulations for the Kemah Board Walk Summer Season Fireworks Display every Friday night in June and July 2024, and Thursday, July 4, 2024, to provide for the safety of life on navigable waterways during the events. Updates to Marine Engineering Standards
The Coast Guard is updating marine engineering standards that are incorporated by reference and eliminating outdated or unnecessarily prescriptive regulations in the Code of Federal Regulations. Safety Zone; Chesapeake Bay, Approaches to Baltimore Harbor, MD
The Coast Guard is establishing a temporary safety zone for navigable waters within a 2,000-yard radius of the center span of the Francis Scott Key Bridge in Baltimore, MD. The safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards associated with salvage work on the bridge, which partially collapsed when it was hit by the M/V DALI, and on the M/V DALI itself. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port, Sector Maryland National Capital Region.
