The Coast Guard is establishing a temporary safety zone around a firework display platform located in the Port of Los Angeles. The safety zone will encompass the navigable waters within a 1,000-foot radius of the pyrotechnic platform located in the main channel of the Port of Los Angeles, CA. The safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards created by the firework show. Entry of vessels or persons into these zones is prohibited unless specifically authorized by the Captain of the Port, Los Angeles-Long Beach.

The Coast Guard will enforce the safety zone for the San Francisco Giants Fireworks in the Captain of the Port San Francisco area of responsibility during the dates and times noted in the SUPPLEMENTARY INFORMATION section. This action is necessary to protect personnel, vessels, and the marine environment from the hazards associate with the fireworks display. During the enforcement period unauthorized persons and vessels are prohibited from entering into, transiting through, or remaining in the safety zone unless authorized by the patrol Commander (PATCOM), or any Official Patrol defined as other law enforcement agencies on scene.

The Coast Guard will enforce 13 safety zones for annual firework displays in the Captain of the Port, Sector Puget Sound area of responsibility to provide for the safety of life on navigable waterways during these events. Our regulation for marine events within the Thirteenth Coast Guard District identifies the regulated area for these events. During the enforcement periods, the operator of any vessel in the regulated area must comply with directions form the Patrol Commander or any Official Patrol displaying a Coast Guard ensign.

The Coast Guard will enforce certain safety zones located in the federal regulations for Annual Events in the Captain of the Port Eastern Great Lakes Zone. This action is necessary and intended to protect the safety of life and property on navigable waters prior to, during, and immediately after these events. During each enforcement period, no person or vessel may enter the respective safety zone without the permission of the Captain of the Port Eastern Great Lakes or their designated representative.

The Coast Guard is establishing a temporary safety zone for certain waters of the Lake Superior. This action is necessary to provide for the safety of life on these navigable waters near Canal Park in Duluth, MN during an air show on July 31, 2024. This rule prohibits persons and vessels from being in the safety zone unless authorized by the Captain of the Port Marine Safety Unit Duluth or a designated representative.

The Coast Guard will enforce a safety zone for the Madisonville Old Fashioned 4th of July fireworks display located on the navigable waters of the Tchefuncte River, in front of the Madisonville Town Hall. This action is necessary to provide for the safety of life on these navigable waterways during the event. During the enforcement period, entry into this safety zone is prohibited unless authorized by the Captain of the Port or a designated representative.

The Coast Guard is announcing its intent to enter into a Cooperative Research and Development Agreement (CRADA) with AeroVironment, Inc. to evaluate payload(s) that can accelerate autonomy to fielded assets and uncrewed platforms, and automated overhead imagery analysis tool software. The Coast Guard is currently considering partnering with AeroVironment, Inc. to investigate their payload that seamlessly integrates with current AeroVironment UAS in use by the Coast Guard and solicits public comment on the possible participation of other parties in the proposed CRADA, and the nature of that participation. While the Coast Guard is currently considering partnering with AeroVironment, Inc., we are soliciting public comment on the possible nature of and participation of other parties in the proposed CRADA. In addition, the Coast Guard also invites other potential Federal participants, who have the interest and capability to bring similar contributions to this type of research, to consider submitting proposals for consideration in similar CRADAs.

The Coast Guard will enforce safety zone for the Town of Swansboro Fireworks DisplayJuly 4 Celebration display on July 3, 2024, to provide for the safety of life on navigable waterways of the Atlantic Intracoastal Waterway during this event. Our regulation for marine events within the Fifth Coast Guard District identifies the regulated area for this event in Swansboro, NC. During the enforcement period, entry of vessels or persons into this safety zone is prohibited unless specifically authorized by the Captain of the Port (COTP) North Carolina or any Official Patrol displaying a Coast Guard ensign.

The Coast Guard will enforce regulations for annual fireworks display in the Eighth Coast Guard District to provide for the safety of life on navigable waterways on July 4, 2024. Our regulation for annual fireworks displays within the Eighth Coast Guard District identifies the regulated area for this event (Red, White, Blue, and You Fireworks Display/City of Lake Charles) in Lake Charles, LA. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port, Marine Safety Unit Port Arthur.

The Coast Guard is establishing a temporary safety zone for waters of the Chesapeake Bay, Thimble Shoal Channel, a portion of Norfolk Harbor, and a portion of the Elizabeth River. This action is necessary to protect personnel, vessels, and the marine environment from potential hazards created by the M/V Dali as it is transiting from the Port of Baltimore to Norfolk, Va. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port, Sector Virginia.

The Coast Guard is establishing a temporary safety zone for certain waters of Lake Erie off Mentor Headlands Beach State Park, Mentor, Ohio. This action is necessary to provide offshore safety for motion picture production activity on the Mentor Headlands Beach from June 17 through June 18, and June 20 through June 21, 2024. Entry of persons and vessels into this safety zone is prohibited unless authorized by the Captain of the Port Sector Eastern Great Lakes or a designated representative.

The Coast Guard is establishing a temporary safety zone for certain waters of the Chesapeake Bay and Patapsco River to provide for the safety of life on these navigable waters during the movement of the M/V Dali from the Port of Baltimore to Norfolk Va. M/V Dali is expected to leave Baltimore at 10 a.m. on June 20, 2024, and arrive at the Maryland/Virginia state line about 10 p.m. June 20, 2024. This rulemaking will prohibit persons and vessels from being in the safety zone unless authorized by the Captain of the Port Maryland-National Capital Region or a designated representative.

In compliance with the Paperwork Reduction Act of 1995, the U.S. Coast Guard intends to submit an Information Collection Request (ICR) to the Office of Management and Budget (OMB), Office of Information and Regulatory Affairs (OIRA), requesting an extension of its approval for the following collection of information: 1625-0082, Navigation Safety Information and Emergency Instructions for Certain Towing Vessels; without change. Our ICR describes the information we seek to collect from the public. Before submitting this ICR to OIRA, the Coast Guard is inviting comments as described below.

The Coast Guard will enforce the safety zone for the City of Bayfield Fireworks in Bayfield, WI from 9:00 p.m. through 10:00 p.m. on July 04, 2024. This action is necessary to protect participants and spectators during the City of Bayfield Fireworks. During the enforcement period, entry into, transiting, or anchoring within the safety zone is prohibited unless authorized by the Captain of the Port Duluth or designated on-scene representative.

The Coast Guard proposes to temporarily modify the operating schedule that governs the Southport (SR27) Bridge at mile 0.7 across Townsend Gut between Boothbay Harbor and Southport, ME. The bridge owner, Maine Department of Transportation (ME DOT), has submitted a request to allow the bridge to remain closed to vessel traffic. ME DOT is conducting rehabilitation of the swing bridge and the bridge will be unable to open to marine traffic due to an operational imbalance while the work is being conducted. We invite your comments on this proposed rulemaking.

The Coast Guard will enforce safety zone regulations for the Kemah Board Walk Summer Season Fireworks Display every Friday night in June and July 2024, and Thursday, July 4, 2024, to provide for the safety of life on navigable waterways during the events. Our regulation for marine events within the Eighth Coast Guard District identifies the regulated area for the events in Clear Lake, TX. During the enforcement periods, the operator of any vessel in the regulated area must comply with directions from the Captain of the Port or designated representative.

The Coast Guard is establishing a temporary safety zone for navigable waters on the Upper Mississippi River between 636-635, east of Island number one hundred seventy-two. The safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards created by high-speed power vessels. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port, Sector Upper Mississippi River.

The Coast Guard is establishing a temporary safety zone for navigable waters surrounding Key West, Florida, for a fireworks display. The safety zone will encompass all waters within a 800-foot radius of the White Street Pier in Key West, FL. The safety zone is needed to protect personnel, vessels, the marine environment from the potential hazards created by a fireworks display. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port (COTP) Key West or a designated representative.

The Coast Guard is establishing a temporary safety zone for navigable waters within a 1,000 foot radius of the Trenton DTE boiler. The safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards created by boiler demolition. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port Detroit.

In compliance with the Paperwork Reduction Act of 1995 the U.S. Coast Guard is forwarding an Information Collection Request (ICR), abstracted below, to the Office of Management and Budget (OMB), Office of Information and Regulatory Affairs (OIRA), requesting an extension of its approval for the following collection of information: 1625-0085, Streamlined Inspection Program; without change. The Coast Guard is establishing a temporary regulation for waters of the Elizabeth River, in Norfolk, Virginia to protect personnel, vessels, and the marine environment from potential hazards created by a boat parade that is scheduled for the afternoon of June 15, 2024. Parade participants operating within the regulated area must comply with all instructions given by the on-scene Patrol Commander (PATCOM). Vessels or persons entering the regulated area during the enforcement period are subject to the direction and control of the on- scene PATCOM as designated and specifically authorized by the Captain of the Port, Sector Virginia.

The Coast Guard is updating marine engineering standards that are incorporated by reference and eliminating outdated or unnecessarily prescriptive regulations in the Code of Federal Regulations. This regulatory action is consistent with the standards currently used by industry and supports the Coast Guard's maritime safety mission.
