In compliance with the Paperwork Reduction Act of 1995, this request for comments announces that the Coast Guard has forwarded three Information Collection Requests (ICRs)(1) 1625-0060, Vapor Control Systems for Facilities and Tank Vessels; (2) 1625-0081, Alternate Compliance Program; and (3) 1625-0083, Operational Measures for Existing Tank Vessels Without Double Hullsabstracted below, to the Office of Information and Regulatory Affairs (OIRA) of the Office of Management and Budget (OMB) for review and comment. Our ICR describes the information we seek to collect from the public. Review and comment by OIRA ensures that we impose only paperwork burdens commensurate with our performance of duties.
Security Zones; Port of Port Lavaca-Point Comfort, Point Comfort, TX and Port of Corpus Christi Inner Harbor, Corpus Christi, TX
The Coast Guard is removing an established security zone in the Port of Port Lavaca-Point Comfort. Under the Maritime Transportation Security Act of 2002, owners or operators of local facilities are required to take specific action to improve facility security. As such, a security zone around local facilities will no longer be necessary under normal conditions. This final rule removes an established security zone.
Implementation of Sector Lower Mississippi River
The Coast Guard announces the stand-up of Sector Lower Mississippi River. The Sector Lower Mississippi River Commanding Officer has the authority, responsibility and missions of the prior Group Commander, Captain of the Port (COTP), Officer in Charge, Marine Inspection (OCMI), Federal On Scene Coordinator (FOSC), Federal Maritime Security Coordinator (FMSC), and Search and Rescue Mission Coordinator (SMC) Lower Mississippi River. The Coast Guard has established a continuity of operations whereby all previous practices and procedures will remain in effect until superseded by an authorized Coast Guard official and/or document.
Drawbridge Operation Regulations; Kent Island Narrows, Kent Island, MD
The Coast Guard is changing the regulations that govern the operation of the S.R. 18-B Bridge, over Kent Island Narrows, mile 1.0, in Kent Island, MD. The final rule allows the S.R. 18-B Bridge to open on signal for vessel traffic on the hour and half-hour from 6 a.m. to 9 p.m., from May 1 through October 31, but need not be opened from 9 p.m. to 6 a.m. From November 1 through April 30, the draw shall open on signal from 6 a.m. to 6 p.m., but need not be opened from 6 p.m. to 6 a.m. The draw shall open on signal for public vessels of the United States, State, or local government vessels used for public safety purposes, and vessels in distress. This change will allow for a more efficient flow of vessel traffic.

Drawbridge Operation Regulations; Back Bay of Biloxi, Biloxi, Harrison County, MS
The Commander, Eighth Coast Guard District, has issued a temporary deviation from the regulation governing the operation of the Popps Ferry Road Bascule Span Bridge across the Back Bay of Biloxi, mile 8.0, at Biloxi, Harrison County, Mississippi. This deviation allows the north bascule span of the bridge to remain closed to navigation for twelve hours on July 26, 2005 with an alternate date of August 2, 2005 in case of inclement weather. This temporary deviation is necessary for the replacement of the hydraulic hoses of the drawbridge operating system.
Towing Safety Advisory Committee
The Licensing Working Group of the Towing Safety Advisory Committee (TSAC) will meet to discuss matters relating to specific issues of towing safety. The meetings will be open to the public.
Security Zone; Cleveland Harbor, Cleveland, Ohio
The Coast Guard is establishing a temporary security zone in Cleveland's inner harbor for the visit of the HMCS Toronto. The security zone is necessary to ensure the security of this vessel and dignitaries visiting Cleveland, Ohio. Entry into this security zone is prohibited without permission of the Captain of the Port Cleveland.
Merchant Marine Personnel Advisory Committee; Vacancies
The Coast Guard is seeking applications for appointment to membership on the Merchant Marine Personnel Advisory Committee (MERPAC). MERPAC provides advice and makes recommendations to the Coast Guard on matters related to the training, qualification, licensing, certification, and fitness of seamen serving in the U.S. merchant marine.
Merchant Marine Personnel Advisory Committee
A working group of the Merchant Marine Personnel Advisory Committee (MERPAC) will meet to discuss Task Statement 50 ``Recommendations on a Training and Assessment Program for Qualified Member of the Engine Department on Sea-Going Vessels.'' MERPAC advises the Secretary of Homeland Security on matters relating to the training, qualifications, licensing, certification, and fitness of seamen serving in the U.S. merchant marine. This meeting will be open to the public.
Port Access Routes Study: In the Waters of Montauk Channel and Block Island Sound
The Coast Guard is conducting a Port Access Route Study (PARS) to evaluate the applicability of and the need for modifications to current vessel routing measures in the approaches to Block Island Sound, between Montauk Channel and The Race, and the area from the Point Judith Pilot Boarding area to The Race. The goal of the study is to help reduce the risk of marine casualties and increase the efficiency of vessel traffic management in the study area. The recommendations of the study may lead to future rulemaking action or appropriate international agreements.
Safety Zone: Independence Day Celebration Fireworks-Ipswich, MA
The Coast Guard is establishing a temporary safety zone for the Independence Day Fireworks on July 3, 2005 on Ipswich Bay in Ipswich, Massachusetts. The safety zone will prohibit entry into or movement within a portion of Ipswich Bay during the closure period. The safety zone is necessary to protect the life and property of the maritime public from the potential hazards posed by a fireworks display.
Special Local Regulations for Marine Events; Humboldt Bay, San Francisco Bay, Monterey Bay, and Lake Tahoe
The Coast Guard is establishing special local regulations for the loading, transport, and launching of fireworks used during twenty two separate Fourth of July fireworks displays to be held in various locations in Northern California and Western Nevada. These special local regulations are intended to prohibit vessels and people from entering into or remaining within the regulated areas to ensure the safety of participants, spectators, and mariners transiting the event areas.
Security Zones; TAPS Terminal, Valdez Narrows, and Tank Vessels in COTP Prince William Sound
The Coast Guard proposes establishing security zones encompassing the Trans-Alaska Pipeline System (TAPS) Valdez Terminal Complex (Terminal) in Valdez, Alaska, the Valdez Narrows Tanker Optimum Track Line, and waters 200 yards around any tank vessel operating within the COTP Prince William Sound zone. These security zones are necessary to protect the TAPS Terminal and tank vessels from damage or injury from sabotage or other subversive acts. Entry of vessels into these security zones is prohibited unless specifically authorized by the Captain of the Port, Prince William Sound, Alaska.
Drawbridge Operation Regulations: Newtown Creek, Dutch Kills, English Kills, and Their Tributaries, NY
The Commander, First Coast Guard District, has issued a temporary deviation from the drawbridge operation regulations for the Metropolitan Avenue Bridge, mile 3.4, across English Kills at New York City, New York. Under this temporary deviation the bridge may remain in the closed position from July 8, 2005 through July 22, 2005 and from July 25, 2005 through August 31, 2005. This temporary deviation is necessary to facilitate bridge maintenance.
Safety Zone Regulations, Freedom Fair Air Show Performance, Commencement Bay, WA
The Coast Guard is establishing a temporary safety zone on the waters of Commencement Bay, Washington. The Coast Guard is taking this action to safeguard the participants and spectators from the safety hazards associated with the Freedom Fair Air Show. Entry into this zone is prohibited unless authorized by the Captain of the Port, Puget Sound or his designated representatives.
Drawbridge Operation Regulation; Bayou La Batre, Bayou La Batre, AL
The Coast Guard is changing the regulation governing the operation of the State Highway 188 vertical lift span bridge, across Bayou La Batre, mile 2.3, at Bayou La Batre, Alabama. This rule will allow the draw of the bridge to open on the hour during the predominant daylight hours, remain closed except for emergencies at night and remain closed to navigation at specific vehicular peak rush hour periods. This rule will allow for better coordination and facilitate movement of both vehicular and marine traffic at the bridge site due to an increase in commuter traffic Monday thru Friday.
Security Zone; Georgetown Channel, Potomac River, Washington, DC
The Coast Guard is establishing a temporary security zone on the waters of the upper Potomac River. This action is necessary to provide for the security of a large number of visitors to the annual July 4th celebration on the National Mall in Washington, DC. The security zone will allow for control of a designated area of the river and safeguard spectators and high-ranking officials.
Letter of Recommendation, Liquefied Natural Gas Facility, Long Beach, CA
The Coast Guard announces that the Captain of the Port (COTP) Los Angeles-Long Beach will hold a public meeting regarding the maritime safety and security aspects of the proposed San Pedro Bay, California liquefied natural gas (LNG) facility. The Coast Guard also requests public comments regarding the maritime safety and security aspects of the aforementioned proposed LNG facility.

The Coast Guard proposes a temporary special local regulation for ``Elizabeth City Jaycee Offshore Grand Prix'', a power boat race to be held over the waters of the Pasquotank River adjacent to Elizabeth City, NC. These special local regulations are necessary to provide for the safety of life on navigable waters during the event. This action is intended to restrict vessel traffic in the Pasquotank River during the event.
Application for Recertification of Cook Inlet Regional Citizens' Advisory Council
The Coast Guard announces the availability of and seeks comments on the application for recertification submitted by the Cook Inlet Regional Citizen's Advisory Council (CIRCAC) for September 1, 2005, through August 31, 2006. Under the Oil Terminal and Tanker Environmental Oversight Act of 1990, the Coast Guard may certify on an annual basis, an alternative voluntary advisory group in lieu of a Regional Citizens' Advisory Council for Cook Inlet, Alaska. The current certification for CIRCAC will expire August 31, 2005.
Special Local Regulation for Marine Events; Atlantic Ocean, Atlantic City, NJ
The Coast Guard is establishing temporary special local regulations for the OPA Atlantic City Grand Prix, a marine event to be held on the waters of the Atlantic Ocean adjacent to Atlantic City, New Jersey. These special local regulations are necessary to provide for the safety of life on navigable waters during the event. This action is intended to restrict vessel traffic in portions of the Atlantic Ocean adjacent to Atlantic City, New Jersey during the event.
Safety Zone; Mentor Harbor Offshore Powerboat Race, Mentor, OH
The Coast Guard is establishing a temporary safety zone for the 2005 Mentor Harbor Offshore Powerboat Race. The safety zone is necessary to ensure the safety of the people participating in this event on July 10, 2005. The safety zone will restrict vessels from portions of the southern shore of Lake Erie.

This notice explains the details associated with the establishment of Sectors in the First Coast Guard District. The date on which all boundaries of areas of responsibility will shift is June 30, 2005 set to coincide with the stand-up of Sector Northern New England, which is the final Sector being established in 2005. The Coast Guard is establishing temporary moving Safety Zones around the Tall Ships participating in the Tacoma Tall Ships 2005 Parade of Sail and simulated cannon battle events. The Safety Zones will be in effect in Quartermaster Harbor and Commencement Bay, Washington. These actions are necessary to provide for the safety of life and property on the navigable waters in Quartermaster Harbor and Commencement Bay, Washington for the participating Tall Ships during Tacoma Tall Ships 2005. This rule will temporarily restrict vessel traffic in portions of Quartermaster Harbor and Commencement Bay, Washington.

The Captain of the Port, Portland, Oregon, is taking this action to safeguard watercraft and their occupants from safety hazards associated with these displays. Entry into these safety zones is prohibited unless authorized by the Captain of the Port.
Special Local Regulations, Strait Thunder Performance, Port Angeles, WA
The Coast Guard proposes establishing permanent special local regulations for the Strait Thunder Race held on the waters of Port Angeles Harbor, Port Angeles, Washington. These special local regulations limit the movement of non-participating vessels in the regulated race area and provide for a viewing area for spectator craft. This proposed rule is needed to provide for the safety of life on navigable waters during the event.
Nontank Vessel Oil Response Plans
This notice informs the public of issues related to recent legislation requiring owners and operators of nontank vessels to prepare plans for responding to discharges of oil from their vessels. These issues include questions on the size of the population of vessels affected and enforcement of the legislation by the Coast Guard. The notice also discusses Coast Guard's efforts to engage the regulated community at the earliest stages and to encourage early public participation in the process of responding to this new legislation.

Navigation and Navigable Waters; Technical, Organizational, and Conforming Amendments
This rule makes non-substantive changes throughout Title 33 of the Code of Federal Regulations. The purpose of this rule is to make conforming amendments and technical corrections to Coast Guard navigation and navigable water regulations. This rule will have no substantive effect on the regulated public.
Exclusion Zones for Marine LNG Spills
In response to a request from the public, the Coast Guard is once again reopening the public comment period on a petition from the City of Fall River, Massachusetts. Fall River's petition asks the Coast Guard to promulgate regulations establishing thermal and vapor dispersion exclusion zones for marine spills of liquefied natural gas, similar to Department of Transportation regulations for such spills on land.

The Coast Guard is implementing safety zones for annual fireworks displays in the Captain of the Port Detroit Zone during June 2005. The Coast Guard published a document in the Federal Register on May 27, 2005, concerning a public meeting to provide a forum for citizens to provide oral comments relating to the ``2005 Piankatank River Race'', a marine event proposed to be held over the waters of the Piankatank River in Gloucester County, Virginia on July 23, 2005. This will restrict vessel traffic in portions of the East River, Hudson River, and Upper New York Bay during the duration of the Macy's July 4th fireworks event.

Freeport-McMoRan Energy LLC Main Pass Energy Hub Liquefied Natural Gas Deepwater Port License Application; Draft Environmental Impact Statement
The Coast Guard and the Maritime Administration (MARAD) announce the availability of the draft environmental impact statement (DEIS) on the Main Pass Energy Hub (MPEH) Deepwater Port License Application. The application describes a project that would be located in the Gulf of Mexico in Main Pass Lease Block 299 (MP 299), approximately 16 miles southeast of Venice, Louisiana. The Coast Guard and MARAD request public comments on the DEIS.
Drawbridge Operation Regulations; Duwamish Waterway, Seattle, WA
The Coast Guard has temporarily changed the operating regulations for the First Avenue South dual drawbridges across the Duwamish Waterway, mile 2.5, at Seattle, Washington. The change allows the bridge owner to keep the bridges closed during night hours from July 15 to November 15, 2005, between 9 p.m. and 5 a.m. Sunday through Friday. This will facilitate painting the structures while properly containing debris and paint.
Drawbridge Operation Regulations; Corpus Christi-Port Aransas Channel-Tule Lake, Corpus Christi, TX
The Commander, Eighth Coast Guard District, has issued a temporary deviation from the regulation governing the operation of the Tule Lake Vertical Lift Span Highway and Railroad Bridge across the Corpus ChristiPort Aransas Channel, mile 14.0, at Corpus Christi, Nueces County, TX. This deviation allows the bridge to remain closed to navigation for six hours each day for three consecutive days. This temporary deviation is necessary for the repair of the haul rope anchors of the drawbridge.

Special Local Regulations: Annual Offshore Super Series Boat Race, Fort Myers Beach, FL
The Coast Guard is establishing permanent special local regulations for the Offshore Super Series Boat Race in Fort Myers Beach Florida. This event will be held annually during the second consecutive Saturday and Sunday of June between 10 a.m. and 5 p.m. EDT (Eastern Daylight Time). Historically, there have been approximately 350 participant and spectator craft. The resulting congestion of navigable channels creates an extra or unusual hazard in the navigable waters of the United States. This rule is necessary to ensure the safety of life for the participating vessels, spectators, and mariners in the area on the navigable waters of the United States.
Draft Programmatic Environmental Impact Statement for Vessel and Facility Response Plans for Oil: 2003 Removal Equipment Requirements and Alternative Technology Revisions
The Coast Guard will hold four public hearings to solicit comments on the draft programmatic environmental impact statement (DPEIS) for the rulemaking on Vessel and Facility Response Plans for Oil: 2003 Removal Equipment Requirements and Alternative Technology Revisions. The DPEIS addresses the increase of the oil removal capacity requirements for tank vessels and marine transportation-related facilities and added requirements for new response technologies. We seek comments from any interested or affected stakeholders and encourage all stakeholders to attend these hearings.

The Coast Guard is establishing a temporary safety zone encompassing the navigable waters of Rochester Harbor and the Genesee River. This safety zone is intended to restrict vessel traffic from a portion of Rochester Harbor and the Genesee River, Rochester, New York during a boat parade. This safety zone is necessary to ensure the safety of spectators.
Drawbridge Operation Regulation; Tchoutacabouffa River, Cedar Lake, MS
The Commander, Eighth Coast Guard District, has temporarily changed the regulation governing the operation of the Cedar Lake Road Swing Span drawbridge across the Tchoutacabouffa River, mile 8.0, at Cedar Lake, Harrison County, Mississippi. The rule states that the draw of the bridge shall open on signal with twenty-four hours notice; except that the draw will remain closed to navigation Monday through Friday from June 27 through October 28, 2005 with the exception of July 4, 2005. However, from August 1 through September 23, 2005 it will open on signal with twenty-four hours notice every other weekend, beginning with the weekend of August 13, 2005. The closure is necessary for remedial structural repairs to be made to the bridge that are essential for the continued operation of the draw span.
Safety Zone: Boston Fourth of July Fireworks-Charles River, Boston, MA

The safety zone is necessary to protect the life and property of the maritime public from the potential hazards posed by a fireworks display. The safety zone will temporarily prohibit entry into or movement within this portion of the Charles River during its effective period.

The Coast Guard is establishing a temporary security zone in Duluth's inner harbor for the Commissioning ceremony of the Coast Guard Cutter ALDER. The security zone is necessary to ensure the security of dignitaries attending this ceremony on June 10, 2005. The security zone is intended to restrict vessels from a portion of Duluth Harbor in Duluth, Minnesota.
