Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port Sector Southeastern New England or a designated representative.
Safety Zone; Washington Channel, Upper Potomac River, Washington, DC
The Coast Guard will enforce a safety zone for a fireworks display at "The Wharf DC," in Washington, DC, on June 14, 2024, with a rain date of June 19, 2024, to provide for the safety of life on navigable waterways during this event. Recordkeeping and Reporting Requirements To Document Environmental Compliance on Certain Commercial Vessels
The Coast Guard seeks information about the recordkeeping and reporting procedures required under the Coast Guard ballast water regulations issued in 2012 and 2015 and the monitoring, recordkeeping, and reporting required under the U.S. Environmental Protection Agency (EPA) 2013 Vessel General Permit (VGP). The Coast Guard plans to use this information to evaluate new and updated solutions that inform data-driven policymaking, reduce the reporting and record-keeping burden on industry, and confirm environmental compliance.
Safety Zone; Ludington Harbor, Ludington, MI
The Coast Guard is establishing a temporary safety zone for certain waters of Ludington Harbor in Ludington, MI. This rule is necessary to protect personnel, vessels, and the marine environment from potential hazards associated with a light show by restricting persons and vessels within the safety zone. At no time during the effective period may vessels transit the waters of Ludington Harbor, MI, in the vicinity of a triangular shaped safety zone enclosed by the following three coordinates: 43[deg]57.213 N, 086[deg]28.336 W to 43[deg]57.177 N, 086[deg]27.808 W to 43[deg]57.558 N, 086[deg]27.730 W then back to the starting point. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port, Sector Lake Michigan.
Special Local Regulations Northern California and Lake Tahoe Area Annual Marine Events; Escape From Alcatraz Swim, San Francisco, CA
The Coast Guard will enforce the special local regulations for the annual Escape From Alcatraz Swim on June 9, 2024, to provide for the safety of life on navigable waterways in the San Francisco Bay during this event. Our regulation for marine events in Northern California identifies the regulated area for this event in San Francisco, CA. During the enforcement period, unauthorized persons or vessels are prohibited from entering, transiting, or loitering in the regulated area, unless authorized by the Captain of the Port San Francisco (COTP) designated Patrol Commander (PATCOM) enforcing the regulated area.

Southern California Annual Firework Events for the Los Angeles Long Beach Captain of the Port Zone
The Coast Guard will enforce safety zones for annually reoccurring firework events taking place the first week of July 2024 in the Los Angeles-Long Beach Captain of the Port Zone. This action is necessary and intended to provide for the safety of life and property on the navigable waterways during these events. During enforcement periods, the operator of any vessel in the regulated area must comply with direction from the Patrol Commander or any official patrol vessels displaying a Coast Guard ensign.
Safety Zone; Gulf of Mexico and South Bay, Boca Chica Beach, TX
The Coast Guard is establishing two temporary safety zones to protect personnel, vessels, and the marine environment from potential hazards created by commercial spaceflight activities. One safety zone is in the navigable waters of South Bay TX and the other is in the navigable waters of the Gulf of Mexico, within 12 nautical miles of the first. Digital Certificate of Number for State Numbered Vessels
This final rule is intended to amend the Coast Guard's requirements for a Certificate of Number (CON) for vessels to allow any CON to be carried in hard copy or digital form. This aligns our current CON requirements with statutory changes made by the James M. Inhofe National Defense Authorization Act for Fiscal Year 2023.

Drawbridge Operation Regulation; Sloop Channel, Nassau County, NY
The Coast Guard is temporarily modifying the operating schedule that governs the Meadowbrook State Parkway Bridge across Sloop Channel, mile 12.8, at Nassau County, NY. The bridge is currently operating under single leaf openings to complete a bridge rehabilitation; however, during repairs, the Meadowbrook State Parkway Bridge experienced electrical failure in the submarine cables. Until the bridge repairs are complete the bridge openings must be minimized.

The Coast Guard will enforce various safety zones for maritime events in the Captain of the Port Northern Great Lakes. Enforcement of these safety zones is necessary to protect the safety of life and property on the navigable waters immediately prior to, during, and immediately after this event. During the period, the Coast Guard will enforce restrictions upon, and control movement of, vessels in a specified area immediately prior to, during, and immediately after events. During each enforcement period, vessels must stay out of the established safety zone and may only enter with permission from the designated representative of the Captain of the Port Northern Great Lakes.
Safety Zone; Delaware River, Philadelphia, PA
The Coast Guard is establishing a temporary safety zone for all navigable waters of the Delaware River within a 500-yard radius of the EX-USS NEW JERSEY during active dead ship tow operations from Philadelphia, PA to Paulsboro, NJ, and then to Camden, NJ. The temporary safety zone, which will only be enforced during active towing operations, is needed to protect personnel, vessels, and the marine environment from potential hazards created by the dead ship tow. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port, Sector Delaware Bay (COTP).
Special Local Regulation; Marine Events Within the Eleventh Coast Guard District-Great Western Tube Float
The Coast Guard will enforce the Great Western Tube Float special local regulation on the waters of Parker, Arizona on June 8, 2024. This special local regulation is necessary to provide for the safety of the participants, crew, sponsor vessels, and general users of the waterway. During the enforcement period, persons and vessels are prohibited from entering, transiting through, or anchoring within this regulated area unless authorized by the Captain of the Port, or his designated representative.
Safety Zone; Hurricanes, Tropical Storms, and Other Storms With High Winds; Captain of the Port Zone Sector Delaware Bay
The Coast Guard is proposing to establish a safety zone for the navigable waters of the Sector Delaware Bay Captain of the Port (COTP) Zone, to be enforced in the event of hurricanes, tropical storms, and other storms with high winds. This action is necessary to ensure the safety of the waters of the Sector Delaware Bay COTP Zone. It would establish actions to be completed by industry and vessels within the COTP Zone before and after hurricanes, tropical storms, and other storms with high winds threatening the States of Delaware, New Jersey, and Pennsylvania make landfall. Drawbridge Operation Regulation; Cuyahoga River, Cleveland, OH
The Coast Guard is creating a new operating schedule to govern all movable bridges over the Cuyahoga River. The Coast Guard is also establishing new rules that will assist mariners signal for and anticipate bridge openings. These changes are expected to ensure the safe and efficient flow of traffic on the Cuyahoga River.

On May 2, 2024, the Coast Guard published a temporary interim rule and request for comments extending the effective period for the 63 temporary 500-meter safety zones around the construction of each facility during the development of the Vineyard Wind 1 Wind Farm project area. That rule contained an incorrect phone number for the First Coast Guard District Command Center. This document corrects the phone number in the regulatory text of the rule. This document also withdraws a correction that we issued on May 14, 2024, that proceeded to fix the wrong phone number in the temporary interim rule.
Regulated Navigation Area; Cuyahoga River, Cleveland, OH
The Coast Guard is proposing to establish a temporary Regulated Navigation Area for certain waters of the Cuyahoga River. This action is necessary to provide for the safety of life on these navigable waters near the "Irishtown Bend" in Cleveland, Ohio, during a bank stabilization construction project from August 15, 2024, through November 30, 2025. Drawbridge Operation Regulation; Atlantic Intracoastal Waterway; West Palm Beach, FL
The Coast Guard proposes to modify the operating schedule that governs the Flagler Memorial (SR A1A) Bridge, mile 1021.8, the Royal Park (SR 704) Bridge, mile 1022.6, and the Southern Boulevard (SR 700/ 80) Bridge, mile 1024.7, across Atlantic Intracoastal Waterway (AICW), at West Palm Beach, FL. Palm Beach County and the communities surrounding the bridges have requested the Coast Guard consider placing additional weekday restrictions during peak traffic hours to assist with alleviating vehicle congestion. This proposed modification will allow the drawbridges to operate in concert and determine whether a permanent change to the schedules is needed. We invite your comments on this proposed rulemaking.
