The Coast Guard is establishing a temporary safety zone for navigable waters of the Willamette River in the vicinity of George Rogers Park in Lake Oswego, OR. This action is necessary to provide for the safety of life on these navigable waters during a fireworks display on September 9, 2017. This regulation prohibits persons and vessels from being in the safety zone unless authorized by the Captain of the Port Sector Columbia River or a designated representative.
Safety Zone; St. Marys River, Sault Ste. Marie, MI
The Coast Guard is establishing a temporary safety zone for navigable waters within a 200-yard radius of the position of the grounded vessel, M/V CALUMET on the north end of Sugar Island. The safety zone is needed to provide for the safety of life and property on the navigable waters during emergency salvage operations onboard a bulk carrier that ran aground. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port, Sault Ste. Marie.

The deviation is necessary to allow the bridge owner to conduct emergency repairs. This deviation allows the bridge to remain in the closed-to-navigation position during the deviation period.
Drawbridge Operation Regulation; Atlantic Intracoastal Waterway, Palm Beach, FL
The Coast Guard has issued a temporary deviation from the operating schedule that governs the operation of the Flagler Memorial (SR A1A), Royal Park (SR 704), and the Southern Boulevard (SR 700/80) bridges, across the Atlantic Intracoastal Waterway (AICW), miles 1020.8, 1022.6 and 1024.7 at Palm Beach, Florida. This deviation will test for 180 days a change to the drawbridge operation schedules to determine whether a permanent change to the schedules is needed. This deviation is necessary to reduce traffic congestion and ensure the safety of the roadways, while meeting the needs of waterways users, whenever the President of the United States, members of the First Family, or other persons under the protection of the Secret Service are present or expected to be visiting Mar-a-Lago. This deviation allows the Flagler Memorial and Royal Park bridges to open once an hour during a 4 hour period on weekdays when the President is staying at Mar-a-Lago, and the Southern Boulevard Bridge to remain closed to navigation when the presidential motorcade is in transit.
Safety Zone; Port Huron Float-Down, St. Clair River, Port Huron, MI
The Coast Guard is establishing a temporary safety zone on the waters of the St. Clair River in the vicinity of Port Huron, MI. This zone is intended to restrict and control movement of vessels in a portion of the St. Clair River. Though this is an unsanctioned, non- permitted marine event, this zone is necessary to provide for the safety of life on the navigable waters near Port Huron, MI, during a float down event.
Special Local Regulation, Islamorada Grand Prix of the Seas, Islamorada, FL
The Coast Guard is establishing a special local regulation on the waters of the Atlantic Ocean in the vicinity of Islamorada, FL during the Islamorada Grand Prix of the Seas high-speed boat race. Approximately 70 high-speed boats and personal watercraft are expected to participate in the race, in addition to spectators. The special local regulation is necessary to ensure the safety of race participants, participant vessels, spectators, and the general public on navigable waters of the United States during the event. The special local regulation will establish two regulated areas: a race area and buffer zone; and a spectator area. This special local regulation prohibits non-participant persons and vessels from entering, transiting through, anchoring in, or remaining within the race area or buffer zone and prohibits vessels from transiting in excess of wake speed within the spectator area unless authorized by the Captain of the Port Key West or a designated representative.
Drawbridge Operation Regulation; Atlantic Intracoastal Waterway, New Smyrna Beach, FL
The Coast Guard is modifying the operating schedule that governs the Coronado Beach (George Musson) Bridge across the Atlantic Intracoastal Waterway, mile 845, at New Smyrna Beach, FL. This rule will change the existing 20 minute opening schedule to a 30 minute opening schedule between 7 a.m. and 7 p.m. The rule will also add the local bridge name to the regulation published in the Code of Federal Regulations, George Musson/Coronado Beach (SR44).
Special Local Regulation; Mobile River, Mobile, AL
The Coast Guard is establishing a temporary special local regulation on the Mobile River, Mobile, AL. The special local regulation is needed to protect the persons participating in the Rubber Ducky Regatta marine event. This rule restricts transit into, through, and within the regulated area unless specifically authorized by the Captain of the Port Mobile.
Drawbridge Operation Regulation; Housatonic River, Stratford, CT
The Coast Guard has issued a temporary deviation from the operating schedule that governs the Metro-North (Devon) Bridge across the Housatonic River, mile 3.9, at Stratford, Connecticut. The deviation is necessary to complete repairs to the movable span and allows the bridge to remain in the closed position for approximately one month during weekdays and weeknights while opening during weekends if provided 24 hours of advance notice.
Security Zone; Protection of Military Cargo, Captain of the Port Zone Puget Sound, WA
The Coast Guard will enforce the Sitcum Waterway Security Zone, Commencement Bay, Washington, from Noon on August 12, 2017, through 11:59 p.m. on August 19, 2017, unless cancelled sooner by the Captain of the Port. This action is necessary for the security of Department of Defense assets and military cargo in the navigable waters of Puget Sound and adjacent waters. Entry into this security zone is prohibited unless authorized by the Captain of the Port or their Designated Representative, or is otherwise provided by exemption or waiver provisions in these security zone regulations.

The Coast Guard has issued a temporary deviation from the operating schedule that governs the 3rd Street Drawbridge across China Basin, mile 0.0, at San Francisco, CA. The deviation is necessary to allow participants to cross the bridge during the San Francisco Giant Race Half Marathon. This deviation allows the bridge to remain in the closed-to-navigation position during the deviation period.
Anchorage Grounds; Galveston Harbor, Bolivar Roads Channel, Galveston, Texas
The Coast Guard proposes to establish a new anchorage area, Anchorage Area Alpha (A) East in Bolivar Roads near Galveston, Texas. Waterway Suitability Assessment for Operation of Liquefied Hazardous Gas Terminal; Port Arthur, TX
In accordance with Coast Guard regulations, Lynx Terminals LLC (Lynx Terminals) has submitted a Letter of Intent and Preliminary Waterway Suitability Assessment to the Coast Guard Captain of the Port, Port Arthur, TX (COTP) regarding the company's plans to handle and transport Liquefied Hazardous Gas (LHG) at the Port of Port Arthur docks in Port Arthur, TX. The Coast Guard is notifying the public of this proposed increase in LHG marine traffic on the Sabine-Neches Waterway and is soliciting comments relevant to the Coast Guard's preparation of a Letter of Recommendation (LOR) for issue to the federal, state or local agency with jurisdiction over the proposed facility.
Great Lakes-Regulated Navigation Areas and Safety Zones
The Coast Guard is amending its Great Lakes Regulated Navigation Areas to include one additional regulated navigation area in Green Bay, WI and safety zones in the Lake Erie Islands, OH and Saginaw Bay, MI. These zones will apply during the winter months and are necessary to protect waterway users, vessels, and mariners from hazards associated with winter conditions and navigation.
Safety Zone; Demolition of SC-41 Bridge, Wando River, Charleston, SC
The Coast Guard is establishing a temporary safety zone for navigable waters of the Wando River within a 500-yard radius of SC-41 Bridge, vessels and machinery in Charleston, South Carolina. The safety zone is needed to ensure the safety of persons, vessels, and the marine environment from potential hazards created by demolition work on the SC-41 Bridge. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port Charleston or a designated representative.
Safety Zone; Cleveland National Air Show, Cleveland, OH
The Coast Guard will enforce a safety zone for the Cleveland National Air Show, Lake Erie and the Cleveland Harbor, Cleveland, OH from 8:00 a.m. until 6:00 p.m. each day from August 31, 2017 through September 4, 2017. This action is necessary to provide for the safety of life and property on navigable waters during this event. During the enforcement period, no person or vessel may enter the respective safety zone without the permission of the Captain of the Port Buffalo.

Safety Zones; Recurring Events in Captain of the Port Duluth Zone-Superior Man Triathlon
The Coast Guard will enforce the safety zone for the Superior Man Triathlon in Duluth, MN from 5:30 a.m. through 10 a.m. on August 27, 2017. This action is necessary to protect participants and spectators during the Superior Man Triathlon. During the enforcement period, entry into, transiting, or anchoring within the safety zone is prohibited unless authorized by the Captain of the Port Duluth or her designated on-scene representative.
Certificate of Alternative Compliance for Viking Yacht Company's 92C Enclosed Bridge Yacht, HIN: VKY92111I617
The Coast Guard announces that the District Five Prevention Division (Dp) has issued a Certificate of Alternate Compliance (COAC) from the International Regulations for Preventing Collisions at Sea, 1972 (72 COLREGS), for Viking Yacht Company's 92C Enclosed Bridge yacht, HIN: VKY92111I617, as required by statue. Due to the construction and placement of the pilothouse aft of amidships, the vessel cannot fully comply with the masthead light provisions of the 72 COLREGS without interfering with the vessel's design and construction, as there are no structures forward of amidships on which a masthead light could be affixed. This notice promotes the Coast Guard's maritime safety and stewardship missions.
Drawbridge Operation Regulation; Norwalk River, Norwalk, CT
The Coast Guard has issued a temporary deviation from the operating schedule that governs the Washington Street S136 Bridge across the Norwalk River, mile 0.0 at Norwalk, Connecticut. This deviation is necessary to facilitate electrical repairs and will allow the owner to temporarily close the draw for a period not to exceed 10 hours.
Special Local Regulation; Ohio River; Louisville, KY
The Coast Guard is establishing a special local regulation for certain navigable waters of the Ohio River from mile marker (MM) 602.0 to MM 604.0. This action is necessary to provide for the safety of life on the navigable waters near Louisville, KY, during a regatta between August 18 and 20, 2017. Safety Zone; Upper Mississippi River, Crystal City, MO
The Coast Guard proposes to establish a temporary safety zone for navigable waters of the Upper Mississippi River (UMR) from mile 147.5 to 148.5. This action is necessary to protect persons, property, and infrastructure from potential damage and safety hazards associated with work being completed on new power lines across the river. Safety Zone; Stampede TLP, Green Canyon 468, Outer Continental Shelf on the Gulf of Mexico
The Coast Guard is establishing a safety zone around the Stampede Tension Leg Platform (TLP) facility located in Green Canyon Block 468 on the Outer Continental Shelf (OCS) in the Gulf of Mexico. The purpose of the safety zone is to protect the facility from all vessels operating outside the normal shipping channels and fairways that are not providing services to or working with the facility. Placing a safety zone around the facility will significantly reduce the threat of allisions, collisions, oil spills, releases of natural gas, and thereby protect the safety of life, property, and the environment.
Public Workshop on Marine Technology and Standards
The American Society of Mechanical Engineers, in coordination with the United States Coast Guard, is sponsoring a two-day public workshop on marine technology and standards in Washington, DC. This document provides information regarding the workshop, including registration information. The workshop will provide a unique opportunity for industry groups, classification societies, standards development organizations, government organizations, and other interested members of the public to come together for a professional exchange of information on topics ranging from technological impacts on the marine industry, corresponding coverage in related codes and standards, and government regulations.
Special Local Regulation for Marine Events; Back River, Hampton, VA
The Coast Guard will enforce special local regulations for the Poquoson Seafood Festival Workboat Race held on the Back River on October 15, 2017, with a rain date of October 29, 2017. This action is necessary to provide for the safety of life on navigable waterways during the power boat race. Our regulation for recurring marine events in Captain of the PortSector Hampton Roads zone identifies the regulated area for this regatta. During the enforcement period, no vessel may transit this regulated area without approval from the Captain of the Port or a designated representative.
Drawbridge Operation Regulation; Mill River, New Haven, CT
The Coast Guard has modified a temporary deviation from the operating schedule that governs the Chapel Street Bridge across the Mill River, mile 0.4 at New Haven, Connecticut. This modified deviation is necessary to accommodate delays to the bridge deck replacement and various repairs. This modified deviation allows the bridge to open for the passage of vessels upon two hours of advance notice as well as a twelve day closure of the draw to all vessel traffic.

Drawbridge Operation Regulation; Lake Washington Ship Canal, Seattle, WA
The Coast Guard has issued a temporary deviation from the operating schedule that governs the Montlake Bridge, across the Lake Washington Ship Canal, mile 5.2, at Seattle, WA. The deviation is necessary to accommodate vehicular traffic attending football games at Husky Stadium at the University of Washington, Seattle, WA. The deviation is necessary to allow the bridge to remain in the closed-to- navigation position two and a half hours before and two and a half hours after each game. The game times for five of the seven games scheduled for Husky Stadium have not yet been determined due to NCAA television scheduling.

The Coast Guard has issued a temporary deviation from the operating schedule that governs Oregon Department of Transportation's (ODOT) Isthmus Slough Bridge, mile 1.0 across Isthmus Slough at Coos Bay, OR. This deviation is necessary to accommodate painting and preservation and upgrading electrical systems. The deviation allows the bridge to operate in single leaf mode or one half of the bascule span, and reduce the vertical clearance of the non-functional leaf.

The modified deviation changes the period the bridge may operate the double bascule span one side at a time, single leaf, and reduce the vertical clearance to install and test new equipment.
