The Coast Guard is establishing a temporary 500-yard moving security zone around the U.S. Forces vessel SBX-1 during transit and sea trials within the Honolulu Captain of the Port Zone. This zone is necessary to protect the SBX-1 from hazards associated with vessels and persons approaching too close during transit and sea trials. Entry of persons or vessels into this temporary security zone while it is activated and enforced is prohibited unless authorized by the Captain of the Port (COTP).

The Coast Guard has approved a temporary deviation from the regulations governing the operation of the Jordan Bridge across the Southern Branch of the Elizabeth River, at mile 2.8, in Chesapeake, Virginia. This deviation allows the drawbridge to be maintained in the limited open-to-navigation position at 90 feet above mean high water each day from 8 a.m. to 8 p.m. on May 13, May 14, May 20, and May 21, 2006. Mariners requiring openings in excess of 90 feet above mean high water are requested to provide at least two hours advance notice to the Jordan Bridge Office at (757) 545-4695. This deviation is necessary to facilitate the completion of repairs to the counterweight system.

A Final Programmatic Environmental Assessment (PEA) and Finding of No Significant Impact (FONSI) for the United States Visitor and Immigrant Status Indicator Technology (US-VISIT) program are available to the public for electronic download. The Final PEA examines the potential environmental impacts of four strategic approaches to enhance immigration and border management processes and addresses the substantive comments received on the Draft PEA during the public comment period. These four approaches are aimed at improving information available to determine the identity and immigration status of individuals traveling to and from the United States. The Final PEA resulted in a FONSI that selected the proposed action, or Hybrid Alternative, as the approach to enhance the immigration and border management enterprise. The Final PEA and FONSI are made available to the public in accordance with the National Environmental Policy Act of 1969 (NEPA) and the Council on Environmental Quality (CEQ) regulations for implementing NEPA.

This notice announces a revision to and expansion of a previously-established Privacy Act system of records, the Global Enrollment System, to facilitate the creation of a consolidated database to collect biometric and biographic data for individuals who voluntarily exchange personally identifiable information in return for expedited transit at U.S. border entry points. The Global Enrollment System will enhance transportation security by affording United States Customs and Border Protection, the system owner, the opportunity to perform advanced screening on low-risk trusted travelers and to expedite the security screening process of these trusted travelers as their low-risk status is confirmed.

The new port of entry consists of all the area surrounded by the continuous outer boundaries of the Montgomery, Pulaski and Roanoke counties in the Commonwealth of Virginia, including New River Valley Airport, which currently is operated as a user-fee airport. These changes will assist the Bureau of Customs and Border Protection in its continuing efforts to provide better service to carriers, importers and the general public.

This rule adopts, without change, the interim rule published by the former Immigration and Naturalization Service (Service) in the Federal Register on October 11, 2001, that established procedures under which the International Broadcasting Bureau of the United States Broadcasting Board of Governors, or a grantee organization, could file immigrant visa petitions for foreign language alien broadcasters. The rule explained the requirements that alien broadcasters must meet in order to be the beneficiary of an immigrant visa petition. The public did not submit any comments to the interim rule.
