Energy Conservation Program: Energy Conservation Standards for Consumer Conventional Cooking Products
On February 1, 2023, the U.S. Department of Energy (DOE) published a supplemental notice of proposed rulemaking (SNOPR), in which DOE proposed new and amended energy conservation standards for consumer conventional cooking products. In this NODA, DOE is publishing additional data and information to clarify the analysis for conventional cooking tops. DOE requests comments, data, and information regarding the data.
Energy Conservation Program: Energy Conservation Standards for Refrigerators, Refrigerator-Freezers, and Freezers
The Energy Policy and Conservation Act, as amended (``EPCA''), prescribes energy conservation standards for various consumer products and certain commercial and industrial equipment, including refrigerators, refrigerator-freezers, and freezers. EPCA also requires the U.S. Department of Energy (``DOE'' or ``the Department'') to periodically determine whether more stringent standards would be technologically feasible and economically justified, and would result in significant energy savings. In this notice of proposed rulemaking (``NOPR''), DOE proposes amended energy conservation standards for refrigerators, refrigerator-freezers, and freezers, and also announces a public meeting to receive comment on these proposed standards and associated analyses and results.

Clean Energy for New Federal Buildings and Major Renovations of Federal Buildings; Reopening of Comment Period
On December 21, 2022, the U.S. Department of Energy (DOE) published in the Federal Register a supplemental notice of proposed rulemaking and announcement of a public webinar regarding revised energy performance standards for the construction of new Federal buildings and Federal buildings undergoing major renovations. DOE has received multiple requests to extend the public comment period, has reviewed these requests, and is reopening the public comment period to allow comments to be submitted until March 23, 2023.
Bonneville Power Administration Klickitat Hatchery Upgrades Environmental Impact Statement (EIS) Termination
This notice advises the public that BPA is terminating the preparation of the Klickitat Hatchery Upgrades EIS and instead will prepare an EA. This EIS would have considered BPA's decision whether to fund the Confederated Tribes and Bands of the Yakama Nation's (Yakama Nation) proposal to upgrade facilities at the Klickitat Hatchery to facilitate a possible increase in production of spring Chinook salmon in the Klickitat River Basin. The change in National Environmental Policy Act (NEPA) analysis is due to a refinement of project scope and design that would minimize resource effects and extensive agency coordination that has shown existing permits are sufficient to address the proposed changes.

Energy Conservation Program: Energy Conservation Standards for Distribution Transformers; Extension of Public Comment Period
On January 11, 2023, the U.S. Department of Energy (``DOE'') published a notice of proposed rulemaking and announcement of public meeting (``NOPR'') proposing amended energy conservation standards for distribution transformers, and also to announce a public meeting to receive comment on the proposed standards and associated analyses and results. The notice provided an opportunity for submitting written comments, data, and information by March 13, 2023. DOE received a request from Cleveland-Cliffs, Inc.; a joint request from the American Public Power Association (APPA), Edison Electric Institute (EEI) and the National Rural Electric Cooperative Association (NRECA); and a request from the International Union, United Automobile, Aerospace, and Agricultural Implement Workers of America (UAW) to extend the written comment period. DOE has reviewed these requests and is granting an extension of the comment period for 14 days to allow public comments to be submitted until March 27, 2023.
