Energy Conservation Program: Energy Conservation Standards for Fluorescent Lamp Ballasts
The Energy Policy and Conservation Act of 1975, as amended (EPCA), prescribes energy conservation standards for various consumer products and certain commercial and industrial equipment, including fluorescent lamp ballasts. EPCA also requires the U.S. Department of Energy (DOE) to periodically determine whether more-stringent, amended standards would be technologically feasible and economically justified, and would result in significant energy savings. In this notice of proposed determination (NOPD), DOE has initially determined that energy conservation standards for fluorescent lamp ballasts do not need to be amended and also asks for comment on this proposed determination and associated analyses and results.

Formal Requirements for Filings in Proceedings Before the Commission
The Federal Energy Regulatory Commission (Commission or FERC) published a final rule on September 4, 2019, to require that hand deliveries of filings and submissions other than by the United States Postal Service be sent to an off-site facility for security screening and processing. The final rule indicated that the new regulation would take effect 60 days after the date of publication in the Federal Register, which is November 4, 2019. After issuance of the final rule, the Commission has determined that the effective date for this new regulation should be indefinitely postponed to ensure that the public and the Commission may make an effective transition to utilizing the off-site facility.

Notice of Meeting on Beneficial Reuse Options for Used Lubricating Oil
The Office of Oil and Natural Gas will host a meeting on the subject of beneficial reuse options for used lubricating oil, including ways to increase the responsible collection and use of used oil (current and future use options); disseminate public information concerning sustainable reuse options for used oil; and promote sustainable reuse of used oil by Federal agencies, recipients of Federal grant funds, entities contracting with the Federal Government, and the general public.
