Notice of Orders Issued Under Section 3 of the Natural Gas Act During October 2018
The Office of Fossil Energy (FE) of the Department of Energy gives notice that during October 2018, it issued orders granting authority to import and export natural gas, to import and export liquefied natural gas (LNG), and vacating prior authorization. These orders are summarized in the attached appendix and may be found on the FE website at https://www.energy.gov/fe/listing- doefe-authorizationsorders-issued-2018-0. They are also available for inspection and copying in the U.S. Department of Energy (FE-34), Division of Natural Gas Regulation, Office of Regulation, Analysis, and Engagement, Office of Fossil Energy, Docket Room 3E-033, Forrestal Building, 1000 Independence Avenue SW, Washington, DC 20585, (202) 586-9478. The Docket Room is open between the hours of 8:00 a.m. and 4:30 p.m., Monday through Friday, except Federal holidays.
Implementation of Amended Section 203(a)(1)(B) of the Federal Power Act
Pursuant to ``An Act to amend section 203 of the Federal Power Act'' (Act), the Federal Energy Regulatory Commission (Commission) proposes to revise its regulations relating to mergers or consolidations by a public utility. Specifically, the Commission proposes to revise its regulations to establish that a public utility must seek authorization under amended section 203(a)(1)(B) of the Federal Power Act to merge or consolidate, directly or indirectly, its facilities subject to the jurisdiction of the Commission, or any part thereof, with the facilities of any other person, or any part thereof, that are subject to the jurisdiction of the Commission and have a value in excess of $10 million, by any means whatsoever. In addition, as required by the Act, the Commission proposes to establish a notification requirement for mergers or consolidations by a public utility if the facilities to be acquired have a value in excess of $1 million and such public utility is not required to secure Commission authorization under amended section 203(a)(1)(B).
Notice of Request for Information (RFI)-Technology Commercialization Fund
The U.S. Department of Energy (DOE) invites public comment on its Request for Information (RFI) regarding the Technology Commercialization Fund (TCF). The purpose of this RFI is to seek input on how the Office of Technology Transitions (OTT) might improve the TCF through changes to the program and its structure.
Energy Conservation Program: Extension of Waiver to Apple Inc. from the Department of Energy External Power Supply Test Procedure
The U.S. Department of Energy (``DOE'') is granting a waiver extension (Case No. 2018-010) to Apple Inc. (``Apple'') to waive certain requirements of the DOE external power supply test procedure for determining the energy efficiency of the Apple brand external power supply basic models A1947 and A1720. Apple is required to test and rate these basic models in accordance with the alternate test procedure specified.
Geomagnetic Disturbance Reliability Standard; Reliability Standard for Transmission System Planned Performance for Geomagnetic Disturbance Events
The Federal Energy Regulatory Commission (Commission) approves Reliability Standard TPL-007-2 (Transmission System Planned Performance for Geomagnetic Disturbance Events). The North American Electric Reliability Corporation (NERC), the Commission-certified Electric Reliability Organization, submitted Reliability Standard TPL- 007-2 for Commission approval. The Commission also directs NERC to develop and submit modifications to Reliability Standard TPL-007-2: To require the development and implementation of corrective action plans to mitigate assessed supplemental GMD event vulnerabilities; and to authorize extensions of time to implement corrective action plans on a case-by-case basis. In addition, the Commission accepts the revised GMD research work plan submitted by NERC.
