Energy Conservation Program: Test Procedures for Packaged Terminal Air Conditioners and Packaged Terminal Heat Pumps
On March 13, 2014, the U.S. Department of Energy (DOE) issued a notice of proposed rulemaking (NOPR) to amend the test procedures for packaged terminal air conditioners (PTACs) and packaged terminal heat pumps (PTHPs). That NOPR serves as the basis for this final rule regarding the test method for PTACs and PTHPs. The amendments adopted here do not affect measured energy use. These changes incorporate by reference certain sections of the latest versions of industry test procedures AHRI Standard 310/380-2014, ANSI/ASHRAE Standard 16-1983 (RA 2014), ANSI/ASHRAE Standard 37-2009, and ANSI/ASHRAE Standard 58-1986 (RA 2014), and specify additional testing provisions that must be followed including an optional break-in period, require that cooling capacity tests be conducted using electricity measuring instruments accurate to +/- 0.5% of reading, explicitly require that wall sleeves be sealed, allow for the pre-filling of the condensate drain pan, and require testing with 14-inch deep wall sleeves and the filter option most representative of a typical installation.
Venture Global Calcasieu Pass, LLC; Application for Long-Term, Multi-Contract Authorization To Export Liquefied Natural Gas to Non-Free Trade Agreement Nations for a 25-Year Period
The Office of Fossil Energy (FE) of the Department of Energy (DOE) gives notice of receipt of an application (Application), filed on February 9, 2015, by Venture Global Calcasieu Pass, LLC (Calcasieu Pass), requesting long-term, multi-contract authorization to export liquefied natural gas (LNG) produced from domestic sources in a volume equivalent to approximately 132.8 billion cubic feet per year (Bcf/yr) of natural gas (0.36 Bcf/day). Calcasieu Pass seeks authorization to export the LNG by vessel from the proposed Venture Global Calcasieu Pass Project, a natural gas liquefaction and LNG export terminal to be located on the Calcasieu Ship Channel in Cameron Parish, Louisiana (Project). Calcasieu Pass requests authorization to export this LNG to any country with which the United States does not have a free trade agreement (FTA) requiring national treatment for trade in natural gas, and with which trade is not prohibited by U.S. law or policy (non-FTA countries).\1\ Calcasieu Pass states that the requested export volume (132.8 Bcf/yr) is incremental and therefore additive to the volume of LNG requested for export in its two non-FTA export applications currently pending in DOE/FE Docket Nos. 13-69-LNG and 14-88-LNG (originally filed by Venture Global).\2\ In the current Application, Calcasieu Pass requests the authorization for a 25-year term to commence on the earlier of the date of first export or seven years from the date the authorization is granted. Calcasieu Pass seeks to export this LNG on its own behalf and as agent for other entities who hold title to the LNG at the time of export. The Application was filed under section 3 of the Natural Gas Act (NGA). Air Flow North America Corp.; Application for Long-Term, Multi-Contract Authorization To Export Liquefied Natural Gas to Non-Free Trade Agreement Countries
The Office of Fossil Energy (FE) of the Department of Energy (DOE) gives notice of receipt of an application (Application), filed by Air Flow North America Corp. (Air Flow), on December 16, 2014, and subsequently amended. In the Application, Air Flow requests long-term, multi-contract authorization to export domestically produced liquefied natural gas (LNG) by use of approved ISO IMO7-TVAC-ASME LNG (ISO) containers transported on ocean-going carriers to any country located within South America, Central America, the Caribbean, or Africa with which the United States does not have a free trade agreement (FTA) that requires national treatment for trade in natural gas, and with which trade is not prohibited by U.S. law or policy (non-FTA countries). Air Flow seeks authorization to export the LNG on its own behalf in a volume equivalent to approximately 0.67 billion cubic feet (Bcf) per year of natural gas, or 0.002 Bcf per day. Air Flow states that it will obtain its LNG supplies from Clean Energy Fuel Corp. (Clean Energy), and seeks authorization to export the LNG by vessel from Clean Energy's existing LNG production facility located in Willis, Texas, which Air Flow states has the capability to load LNG onto trucks and ISO containers.\1\ Air Flow states that the LNG would be loaded into its ISO containers; transported via trucks to a seaport in Houston, Texas; then exported by ocean-going cargo vessel from one or more ports in the Southeastern United States (including ports in Texas, Florida, and Louisiana). Air Flow also requests authorization to load at any other U.S. port that is now or in the future will be capable of loading ISO containers. Air Flow asks for the requested authorization to be effective on the date when the order is signed, and to extend until July 31, 2021.\2\ The Application was filed under section 3(a) of the Natural Gas Act (NGA). Commission Information Collection Activities (FERC-725B); Comment Request
In compliance with the requirements of the Paperwork Reduction Act of 1995, 44 U.S.C. 3507(a)(1)(D), the Federal Energy Regulatory Commission (Commission or FERC) is submitting its information collection [FERC-725B, Mandatory Reliability Standards for Critical Infrastructure Protection] to the Office of Management and Budget (OMB) for review of the information collection requirements. Any interested person may file comments directly with OMB and should address a copy of those comments to the Commission as explained below. The Commission previously issued a Notice in the Federal Register (80 FR 21230, 4/17/ 2015) requesting public comments. The Commission received one public comment on the FERC725B. The public comment and FERC's response are provided later in this notice.
Notice of Availability (NOA) for the Draft Environmental Impact Statement (EIS) and Announcement of Public Hearings for the Proposed Great Northern Transmission Line (GNTL) Project
The U.S. Department of Energy (DOE) announces the availability of the ``Great Northern Transmission Line Project Draft Environmental Impact Statement'' (DOE/EIS-0499) for public review and comment. DOE is also announcing eight public hearings to receive comments on the Draft EIS. The Draft EIS evaluates the environmental impacts of DOE's proposed Federal action of issuing a Presidential permit to the Applicant: Minnesota Power, a regulated utility division of ALLETE, Inc., to construct, operate, maintain, and connect a new electric transmission line across the U.S./Canada border in northern Minnesota. It also addresses the potential human and environmental impacts of the project, and possible mitigation measures, including route, alignment, and site alternatives required for a transmission line route permit from the Minnesota Public Utilities Commission under the Minnesota Power Plant Siting Act. The EIS was jointly prepared by DOE with the Minnesota Department of CommerceEnvironmental Energy Review and Analysis (MN DOC-EERA) acting as state co-lead in order to avoid duplication, and to comply with the environmental review requirements under both federal and state regulations. Region 5 of the U.S. Environmental Protection Agency (USEPA), the St. Paul District Office of the U.S. Army Corps of Engineers (USACE), and the Twin Cities Ecology Field Office of the U.S. Fish and Wildlife Service (USFWS) are cooperating agencies in preparing the GNTL Project EIS.
Agency Information Collection Extension
The Department of Energy (DOE) has submitted an information collection request to OMB for extension under the provisions of the Paperwork Reduction Act of 1995. The information collection requests a three-year extension of its Labor Relations Report collection. The collection requests information from the Department of Energy Management and Operation (M&O) and Facilities Management Contractors for contract administration, management oversight, and cost control. The information collection will assist the Department in evaluating the implementation of the contractors' work force collective bargaining agreements, and apprise the Department of significant labor-management developments at DOE contractor sites. This information is used to ensure that Department contractors maintain good labor relations and retain a workforce in accordance with the terms of their contract and in compliance with statutory and regulatory requirements as identified by contract.
Agency Information Collection Extension
The Nuclear Waste Policy Act (NWPA) of 1982 required that DOE enter into Standard Contracts with all generators or owners of spent nuclear fuel and high-level radioactive waste of domestic origin. EIA, pursuant to the Paperwork Reduction Act of 1995, intends to extend for three years, Form NWPA-830G, ``Appendix G-Standard Remittance Advice for Payment of Fees (including Annex A to Appendix G),'' with the Office of Management and Budget (OMB). Form NWPA-830G is part of the Standard Contract for Disposal of Spent Nuclear Fuel and/or High-Level Radioactive Waste. Generators and owners of spent nuclear fuel and high-level radioactive waste of domestic origin paid fees into the nuclear waste fund based on net electricity generated and sold as defined in the Standard Contract. In November 2013, a federal appeals court ruled that DOE must cease collection of the Spent Nuclear Fuel Disposal Fee. DOE determined that, effective May 16, 2014, the fee is reduced from 1.0 Mil per kilowatt- hour ($1 per megawatt-hour) to 0.0 Mil per kilowatt-hour ($0 per megawatt-hour), ultimately reducing to zero the quarterly collection of fees from domestic generators of nuclear electricity. However, through its Office of the General Counsel, DOE has directed EIA to continue activities associated with the collection and verification of net electricity generation data and estimation of the spent nuclear fuel disposal fees that would otherwise accrue from this generation. Comments are invited on: (a) Whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; (b) the accuracy of the agency's estimate of the burden of the proposed collection of information, including the validity of the methodology and assumptions used; (c) ways to enhance the quality, utility, and clarity of the information to be collected; and (d) ways to minimize the burden of the collection of information on respondents, including through the use of automated collection techniques or other forms of information technology.

Transmission Operations Reliability Standards and Interconnection Reliability Operations and Coordination Reliability Standards
The Commission proposes to approve revisions to the Transmission Operations and Interconnection Reliability Operations and Coordination Reliability Standards, developed by the North American Electric Reliability Corporation, which the Commission has certified as the Electric Reliability Organization responsible for developing and enforcing mandatory Reliability Standards.
Revisions to Emergency Operations Reliability Standards; Revisions to Undervoltage Load Shedding Reliability Standards; Revisions to the Definition of “Remedial Action Scheme” and Related Reliability Standards
The Commission proposes to approve Reliability Standards and definitions of terms submitted in three related petitions by the North American Electric Reliability Corporation (NERC), the Commission- approved Electric Reliability Organization. The Commission proposes to approve Reliability Standards EOP-011-1 (Emergency Operations) and PRC- 010-1 (Undervoltage Load Shedding). According to NERC, the proposed Reliability Standards consolidate, streamline and clarify the existing requirements of certain currently-effective Emergency Preparedness and Operations (EOP) and Protection and Control (PRC) standards. The Commission also proposes to approve NERC's revised definition of the term ``Remedial Action Scheme'' as set forth in the NERC Glossary of Terms Used in Reliability Standards, and modifications of specified Reliability Standards to incorporate the revised definition. Further, the Commission proposes to approve the proposed implementation plans, and the retirement of certain currently-effective Reliability Standards. The Commission discusses concerns regarding several of NERC's proposals and, depending on the comments provided in response, the Commission may direct NERC to develop further modifications to address the concerns and possibly delay the retirement of one currently-effective standard.
Revised Exhibit Submission Requirements for Commission Hearings
In this Final Rule, the Federal Energy Regulatory Commission (Commission) is amending Rule 508 of the Commission's Rules of Practice and Procedure to eliminate the requirement that participants in Commission trial-type evidentiary hearings must provide paper copies of all exhibits introduced as evidence. The Final Rule will facilitate a shift toward electronic hearing procedures which should improve the efficiency and administrative convenience of the Commission hearing process, reduce the burden and expense associated with paper exhibits, and facilitate the compilation and transmittal of the hearing record to the Commission in electronic format.

Energy Efficiency Program for Consumer Products: Energy Conservation Standards for Fluorescent Lamp Ballasts
The U.S. Department of Energy (DOE) is initiating this rulemaking and data collection process to consider amending energy conservation standards for fluorescent lamp ballasts. To inform interested parties and to facilitate this process, DOE has prepared a Framework Document that details the analytical approach and scope of coverage for the rulemaking, and identifies several issues on which DOE is particularly interested in receiving comments. DOE will hold a public meeting to discuss and receive comments on its planned analytical approach and issues it will address in this rulemaking proceeding. DOE welcomes written comments and relevant data from the public on any subject within the scope of this rulemaking. Agency Information Collection Activities: Proposed Collection; Comment Request; Landowner Release for Poles Removed From BPA Transmission System
BPA is seeking comments on a proposed submission to the Office of Management and Budget (OMB) for clearance of a collection of information under the Paperwork Reduction Act of 1995. BPA collects information from landowners or other members of the public who accept treated wood utility transmission poles. These poles are removed from the transmission system when they are no longer of use to BPA. The information collected will document and facilitate transfer of the poles, which minimizes BPA's environmental liability. At the time of information collection, BPA also provides the recipients with consumer information regarding treated wood and use restrictions required by the U.S. Environmental Protection Agency (EPA).
Energy Conservation Program: Test Procedures for Commercial Prerinse Spray Valves
The U.S. Department of Energy (DOE) proposes to amend the test procedures for commercial prerinse spray valves to consider the latest version of the industry standard that is incorporated by reference and to consider a procedure for measuring the spray force. DOE also proposes to revise the definition of commercial prerinse spray valve and the current test procedure as they relate to various spray valves currently on the market, including those with multiple spray patterns. DOE does not believe the proposed changes will affect the measured water use. As part of this proposal, DOE is announcing a public meeting to collect comments and data on its proposal.

BPA is seeking comments on a proposed submission to the Office of Management and Budget (OMB) for clearance of a collection of information under the Paperwork Reduction Act of 1995. BPA proposes to collect information on lost, stolen, or damaged badges that control access to BPA facilities. The information collected will help BPA control access to BPA facilities and track identification badges issued under the authority of BPA's Personnel Security office.
