The REA notice included a procedural schedule that included preparation of a single Environmental Assessment (EA). Based on the comments received in response to the REA notice, Commission staff has determined that its analysis of the proposed relicensing action will require preparation of a Draft and Final EA.     On January 23, 2015, Soldier Canyon Filter Plant filed a notice of 
intent to construct a qualifying conduit hydropower facility, pursuant 
to section 30 of the Federal Power Act (FPA), as amended by section 4

proposed Soldier Canyon Micro Hydro Facility would have an installed
