Notice of Class Deviation Approval
This notice announces the approval of a Class Deviation to the regulations at 10 CFR part 600. The Department is publicizing notice of the Class Deviation approval to satisfy the requirements of 10 CFR 600.4(d). The effect of this action is that the Department may require the submission of monthly performance reports on projects selected under the Clean Coal Power InitiativeRound 3 Funding Opportunity Announcement.
Bonneville Power Administration; Electrical Interconnection of the Kittitas Valley Wind Project
The Bonneville Power Administration (BPA) has decided to offer Sagebrush Power Partners, LLC, a Large Generator Interconnection Agreement for interconnection of up to 108 megawatts of power into the Federal Columbia River Transmission System. The power would be generated from their proposed Kittitas Valley Wind Project (Wind Project) in Kittitas County, Washington. To interconnect the Wind Project, BPA will construct a new substation (Bettas Road Substation) on the Columbia-Covington 230-kilovolt transmission line about 11 miles northeast of Ellensburg, Washington. This decision to interconnect the Wind Project is consistent with and tiered to BPA's Business Plan Environmental Impact Statement (DOE/EIS-0183, June 1995), and the Business Plan Record of Decision (BP ROD, August 1995).

Agency Information Collection Extension
The Department of Energy (DOE) has submitted an information collection request to OMB for extension under the provisions of the Paperwork Reduction Act of 1995. The information collection requests a three-year extension of its Chronic Beryllium Disease Prevention Program, OMB Control Number 1910-5112. This information collection request covers the information from DOE and DOE contractors that are subject to the Department's ``Chronic Beryllium Disease Prevention Program,'' title 10, Code of Federal Regulations, part 850 (10 CFR part 850). The regulations contained in the Chronic Beryllium Disease Prevention Program have been promulgated under authority of the Atomic Energy Act of 1954 and the Department of Energy Organization Act.

ConocoPhillips Company; Application for Blanket Authorization To Export Liquefied Natural Gas
The Office of Fossil Energy (FE) of the Department of Energy (DOE) gives notice of receipt of an application filed on August 31, 2009 by ConocoPhillips Company (ConocoPhillips), requesting blanket authorization to export liquefied natural gas (LNG) that previously had been imported from foreign sources on their own behalf or as agent for others on a short-term or spot market basis from existing facilities on Quintana Island, Texas in an amount up to the equivalent of 500 Billion cubic feet (Bcf) of natural gas to the United Kingdom, Belgium, Spain, Portugal, Turkey, Brazil, Argentina, Chile, Mexico, the Dominican Republic, Japan, South Korea, India, China, Taiwan, France, and/or Italy, as well as any country with the capacity to import ocean-going LNG, with which trade is not prohibited by U.S. law or policy. ConocoPhillips seeks to export the LNG over a two year period commencing on the date of the authorization.
