On May 22, 2009, Hydrodynamics,
Inc. filed an application for a
preliminary permit, pursuant to section
4(f) of the Federal Power Act, proposing
to study the feasibility of the Fresno
Reservoir Hydroelectric Project, which
would be located at the U.S. Bureau of
Reclamation’s (Reclamation) existing
Fresno dam on the Milk River, in Hill
County, Montana. The sole purpose of a
preliminary permit, if issued, is to grant
the permit holder priority to file a
license application during the permit
term. A preliminary permit does not
authorize the permit holder to perform
any land disturbing activities or
otherwise enter upon lands or waters
owned by others without the owners’
express permission.
The proposed project would consist of
the following: (1) A new 72-inchdiameter, 80-foot-long steel pipe
bifurcating from the existing dam outlet
works; (2) a new powerhouse containing
two generating units with a combined
installed capacity of 2.0 megawatts; (3)
a new tailrace discharging flows into the
Milk River; (4) a new substation; (5) a
new 69-kilovolt, 2.6-mile-long
transmission line; and (6) appurtenant
facilities. The proposed project would
have an average annual generation of 7.7
gigawatt-hours.
