On November 18, 2009, the Department of Education published a notice in the Federal Register (74 FR 59836) inviting applications for new awards for FY 2010 for the Race to the Top Fund (NIA). Included as Appendix B to the November 18 NIA was the Scoring Rubric that the Department developed for the scoring of State applications submitted under this program. This notice makes several corrections to Appendix B to the November 18 NIA.

On November 18, 2009, the Department of Education published a document in the Federal Register announcing final priorities, requirements, definitions, and selection criteria (``Final Rule'') for the Race to the Top Fund. Included as Appendix B to the November 18 Final Rule was the Scoring Rubric that the Department developed for the scoring of State applications submitted under this program. This document makes several corrections to Appendix B to the November 18 Final Rule.

Office of Special Education and Rehabilitative Services; List of Correspondence
The Secretary is publishing the following list pursuant to section 607(f) of the Individuals with Disabilities Education Act (IDEA). Under section 607(f) of the IDEA, the Secretary is required, on a quarterly basis, to publish in the Federal Register a list of correspondence from the U.S. Department of Education (Department) received by individuals during the previous quarter that describes the interpretations of the Department of the IDEA or the regulations that implement the IDEA.
Office of Innovation and Improvement; Notice Extending the Deadline Date for Transmittal of Applications for the Excellence in Economic Education Program Fiscal Year (FY) 2010 Competition
On December 21, 2009, we published in the Federal Register (74 FR 67862) a notice inviting applications for the Excellence in Economic Education program's FY 2010 competition. The original notice established a February 16, 2010, deadline date for eligible applicants to apply for funding under this program. For this competition, applicants are required to submit their applications electronically through the Department's Electronic Grant Application System (e- Application). However, e-Application will not be available to users beginning Wednesday, February 10, 2010 at 3:00 p.m. until 6:00 a.m. Tuesday, February 16, 2010. During this time the Department will transition the e-application process from the current system (GAPS) to a new system. Because e-Application will be unavailable for several days prior to the original deadline date, we are extending the deadline date for transmittal of applications for the Excellence in Economic Education program FY 2010 competition.
School Improvement Grants; American Recovery and Reinvestment Act of 2009 (ARRA); Title I of the Elementary and Secondary Education Act of 1965, as Amended (ESEA)
The U.S. Secretary of Education (Secretary) amends the final requirements for School Improvement Grants (SIG) authorized under section 1003(g) of Title I of the ESEA and funded through both the Consolidated Appropriations Act, 2009 (Pub. L. 111-8) and the ARRA to incorporate new authority included in the Consolidated Appropriations Act, 2010 (Pub. L. 111-117) applicable to fiscal year (FY) 2010 SIG funds and FY 2009 ARRA SIG funds. Specifically, the Consolidated Appropriations Act, 2010 expands the group of schools that are eligible to receive SIG funds. In addition, the Consolidated Appropriations Act, 2010 raises the maximum amount of SIG funds that a State educational agency (SEA) may award to a local educational agency (LEA) for each participating school from $500,000 to $2,000,000. This notice incorporates these changes into the final SIG requirements that the Department published on December 10, 2009.

The notice specified a deadline date of February 16, 2010 for the submission of applications. Since publication, however, we have learned that the Department's e-Application system will be shut down for a system update from February 10, 2010 through February 15, 2010. Therefore, in order to give applicants adequate time to upload their application packages, we are changing the deadline for the submission of applications to February 19, 2010. With this change in the deadline date, we are also changing the deadline date for intergovernmental review. The specific changes to be made are as follow:

National Institute on Disability and Rehabilitation Research (NIDRR)-Disability and Rehabilitation Research Projects and Centers Program-Rehabilitation Research and Training Centers (RRTCs)-Employer Practices Related to Employment Outcomes Among Individuals With Disabilities
The Assistant Secretary for Special Education and Rehabilitative Services proposes a funding priority for the Disability and Rehabilitation Research Projects and Centers Program administered by NIDRR. Specifically, this notice proposes a priority for RRTCs on Employer Practices Related to Employment Outcomes Among Individuals with Disabilities. The Assistant Secretary may use this priority for competitions in fiscal year (FY) 2010 and later years. We take this action to focus research attention on areas of national need. We intend this priority to improve rehabilitation services and outcomes for individuals with disabilities.
