Parental Information and Resource Centers
The Assistant Deputy Secretary for Innovation and Improvement proposes priorities and eligibility requirements under the Parental Information and Resource Centers (PIRC) program. The Assistant Deputy Secretary may use one or more of the priorities for and apply these eligibility requirements to competitions in fiscal year (FY) 2006 and in later years. We intend these priorities and requirements to help ensure that funded projects will effectively address the purposes of the PIRC program.

The notice contained incomplete information about the submission of applications. The following language should be inserted on page 72798, column one, as the fourth bulleted paragraph: ``You will not receive additional point value because you submit your application in electronic format, nor will we penalize you if you qualify for an exception to the electronic submission requirement, as described elsewhere in this section, and submit your application in paper format.''

The Individuals With Disabilities Education Act Paperwork Waiver Demonstration Program
The Assistant Secretary for Special Education and Rehabilitative Services proposes requirements and selection criteria for a competition in which the Department will select up to 15 States to participate in a pilot program, the Paperwork Waiver Demonstration Program (Paperwork Waiver Program). State proposals approved under this program would create opportunities for participating States to reduce paperwork burdens and other administrative duties in order to increase time for instruction and other activities to improve educational and functional results for children with disabilities. The proposed requirements and selection criteria focus on an identified national need to reduce the paperwork burden associated with the requirements of Part B of the Individuals with Disabilities Education Act, as amended, while preserving students' civil rights and promoting academic achievement. The requirements and selection criteria proposed in this notice will be used for a single, one-time-only competition under this program.
The Individuals With Disabilities Education Act Multi-Year Individualized Education Program Demonstration Program
The Assistant Secretary for Special Education and Rehabilitative Services proposes requirements and selection criteria for a competition in which the Department will select up to 15 States to participate in a pilot program, the Multi-Year Individualized Education Program (IEP) Demonstration Program (Multi-Year IEP Program). State proposals approved under this program would create opportunities for participating local educational agencies (LEAs) to improve long- term planning for children with disabilities through the development and use of comprehensive multi-year IEPs. Additionally, the proposed requirements and selection criteria focus on an identified national need to reduce the paperwork burden associated with IEPs while preserving students' civil rights and promoting academic achievement. The requirements and selection criteria proposed in this notice will be used for a single, one-time-only competition under this program.
Privacy Act of 1974; System of Records
In accordance with the Privacy Act of 1974, as amended (Privacy Act), 5 United States Code (U.S.C.) 552a, the Department of Education (Department) publishes this notice of a new system of records entitled ``Follow Up Evaluation of the Gear Up Program (18-17-02).'' This system will contain information about middle school students who participated in the GEAR UP program in 2000-01 and a matched comparison of middle school students who did not participate in the program. The students' expected high school completion year is 2006 and the follow- up information will be collected in spring of 2006. This system consists of the name, address, and social security number of the study participants as well as demographic information such race/ethnicity and age; educational background, transcript information, service participation information, high school graduation, and preliminary postsecondary enrollment information; and financial aid application and award. The information will be collected from students and their parents. The Department seeks comment on this new system of records described in this notice, in accordance with the requirements of the Privacy Act.

On December 9, 2005, a 60-day notice inviting comment from the public was inadvertently published for the ``2004/06 Beginning Postsecondary Students Longitudinal Study (BPS:04/06)'' in the Federal Register (70 FR 236) dated December 9, 2005. This notice amends the public comment period for this program to 30 days. The Leader, Information Management Case Services Team, Regulatory Information Management Services, Office of the Chief Information Officer, hereby issues a correction notice as required by the Paperwork Reduction Act of 1995.
Office of English Language Acquisition, Language Enhancement, and Academic Achievement for Limited English Proficient Students
On December 7, 2005, we published in the Federal Register (70 FR 72791) a notice inviting applications for new awards for FY 2006 for the Native American and Alaska Native Children in School Program under section 3112 of Title III of the Elementary and Secondary Education Act of 1965 (ESEA), as amended by the No Child Left Behind Act of 2001 (Pub. L. 107-110)(NCLB). The notice incorrectly specified that applications would be available on December 5, 2005. On page 72791, third column, and page 72792, third column, the date listed under Applications Available is corrected to read ``December 7, 2005''.

Title I-Improving the Academic Achievement of the Disadvantaged; Individuals With Disabilities Education Act (IDEA)-Assistance to States for the Education of Children With Disabilities
The Secretary proposes to amend the regulations governing programs administered under Title I of the Elementary and Secondary Education Act of 1965 (ESEA), as amended by the No Child Left Behind Act of 2001 (NCLB) (referred to in these proposed regulations as the Title I program) and the regulations governing programs under Part B of the Individuals with Disabilities Education Act (IDEA) (referred to in these proposed regulations as the IDEA program). The proposed regulations would provide States with additional flexibility regarding State, local educational agency (LEA), and school accountability for the achievement of a group of students with disabilities who can make significant progress, but may not reach grade-level achievement standards within the same time frame as other students, even after receiving the best-designed instructional interventions from highly trained teachers.
National Institute on Disability and Rehabilitation Research-Disability and Rehabilitation Research Projects and Centers Program-Spinal Cord Injury Model Systems Centers (SCIMS Centers) and Disability Rehabilitation Research Projects (DRRPs)
The Assistant Secretary for Special Education and Rehabilitative Services proposes certain funding priorities and a selection criterion for the Disability and Rehabilitation Research Projects and Centers Program administered by the National Institute on Disability and Rehabilitation Research (NIDRR). Specifically, this notice proposes a priority for Spinal Cord Injury Model Systems Centers (SCIMS centers) and a priority and selection criterion for Disability and Rehabilitation Research Projects (DRRPs). The Assistant Secretary may use these priorities and selection criterion for competitions in fiscal year (FY) 2006 and later years. We take this action to focus research attention on areas of national need. We intend these priorities and selection criterion to improve rehabilitation services and outcomes for individuals with disabilities.

Publication of Year 2005 Form M-1 With Electronic Filing Option, Notice
This document announces the availability of the Year 2005 Form M-1, Annual Report for Multiple Employer Welfare Arrangements and Certain Entities Claiming Exception. A copy of this new form is attached. It is substantively identical to the 2004 Form M-1. The Form M-1 may again be filed electronically over the Internet.
Office of Special Education and Rehabilitative Services; Special Education-Training and Information for Parents of Children With Disabilities-Parent Training and Information Centers
On November 8, 2005, we published in the Federal Register (70 FR 67675) a notice inviting applications for new awards for FY 2006 for the Training and Information for Parents of Children with DisabilitiesParent Training and Information Centers competition. The notice contained incomplete funding information and did not include Nebraska among the States for which the Department will accept applications for a 5-year award to establish a parent training and information center (PTI Center). To create a unified system of service delivery, and provide the broadest coverage for the parents and families in every State, the Department makes awards in five-year cycles to each State. Nebraska should have been included in the list of States for which the Department intends to fund one PTI Center to serve the entire State in FY 2006. On page 67675, third column, and page 67677, first column, the following corrections are necessary: (1) Under Estimated Available Funds, the estimated funding amount for the Parent Training and Information Centers competition is corrected to read ``$5,417,915''; (2) the Estimated Average Size of Awards is corrected to read ``$285,153''; and (3) the Estimated Number of Awards is corrected to read ``19''. In addition, on page 67677, second column, the second and fourth paragraphs are corrected to include Nebraska in (1) the list of States for which we will be accepting applications for 5-year awards, and (2) the list of States for which one award may be made to a qualified applicant for a PTI Center to serve the entire State. The chart on page 67677, third column, is also corrected to include Nebraska with a maximum funding amount of $230,625.

The Department expects to hold competitions for new State and Partnership grants under the GEAR UP program in FY 2006. This notice provides information about four one-day technical assistance workshops to assist institutions of higher education, local educational agencies, and States interested in preparing grant applications for FY 2006 new awards under the Gaining Early. Program staff will present information about the purpose of the GEAR UP Program, selection criteria, application content, submission procedures, and reporting requirements. Although the Department has not yet announced an application deadline date in the Federal Register for the FY 2006 competitions, the Department is holding these workshops to give potential applicants guidance for preparing applications for the competitions we expect to conduct in FY 2006. Specific requirements for the FY 2006 competitions will be published in a separate Federal Register notice. This notice announces the technical assistance workshops only.
