The United States Air Force published a meeting notice on the Public Interface Control Group (ICWG) on June 2, 2011 Vol. 76, No. 106. Due to scheduling conflicts, the meeting has been rescheduled to September 13-15, 2011. This amended notice informs the public that the Global Positioning Systems Directorate (GPSD) will be hosting a Public Interface Control Working Group (ICWG) meeting for the NAVSTAR GPS public signals in space (SiS) documents; IS-GPS-200 (Navigation User Interfaces), IS-GPS-705 (User Segment L5 Interfaces), and IS-GPS-800 (User Segment L1C Interface). The purpose of this meeting will be twofold: (1) to resolve the comments against the public signals in space (SiS) documents with respect to the seven issues outlined below, and (2) to collect issues/comments outside the scope of the issues outlined below for analysis and possible integration into the following release. The U.S. Army Corps of Engineers (Corps) is proposing to amend its regulations for two existing danger zones that are located adjacent to the rifle range and pistol range at the U.S. Marine Corps Recruit Depot Parris Island in Beaufort County, South Carolina. These danger zones were established in the 1960s. The proposed amendments include reformatting the existing regulations for clarity, modifying the boundaries of the danger zones, and modifying the hours of range operations from 6:30 a.m. to 5 p.m. to 6 a.m. to 5 p.m. Monday through Friday. These amendments will enhance the ability of the U.S. Marine Corps to provide for the safe operation of the existing rifle and pistol ranges.

In September 2009, the Los Angeles District of the U.S. Army Corps of Engineers (Corps) and the Los Angeles Harbor Department published a joint final Environmental Impact Statement/Environmental Impact Report (EIS/EIR), including the Corps' draft general conformity determination (Section 3.2 and Appendix D.7), for the Federal action associated with the San Pedro Waterfront Project (Project) in the Port of Los Angeles, Los Angeles County, California. Comments were received on the final EIS/EIR and included draft general conformity determination until October 29, 2009. A general conformity determination was necessary because Project construction would require Federal action (i.e., issuance of a Corps permit for work and structures in and over navigable waters, discharges of fill into waters of the U.S., and transport and disposal of dredged material in ocean waters) and not all the Federal action's direct and indirect emissions would be below specified de minimis thresholds (40 CFR 93.153(b)). On May 9, 2011 and May 11, 2011, the Corps made a final general conformity determination and completed its environmental review and executed the Record of Decision (ROD), respectively, for the Federal action associated with the Project. The Corps considered and responded to all comments received in making the final general conformity determination and executing the ROD. Notice of Intent To Prepare an Environmental Impact Statement/Legislative Environmental Impact Statement for Renewal of the Naval Air Weapons Station China Lake Public Land Withdrawal, California and To Announce Public Scoping Meetings

Pursuant to section 102(2)(c) of the National Environmental Policy Act (NEPA) of 1969 as implemented by the Council on Environmental Quality Regulations (40 Code of Federal Regulations [CFR] parts 1500-1508), the Department of the Navy (DoN), with the cooperation of the Bureau of Land Management (BLM), announces its intent to prepare an Environmental Impact Statement/Legislative Environmental Impact Statement (EIS/LEIS) to evaluate the potential environmental effects associated with the continued withdrawal of approximately 1.1 million acres of public land in Kern, Inyo, and San Bernardino counties, California. This public land withdrawal comprises the current North and South ranges at Naval Air Weapons Station China Lake (NAWSCL). The proposed land withdrawal extension will allow the DoN to continue defense-related research, development, test and evaluation (RDT&E) and training missions at NAWSCL, in addition to other land uses. The California Military Lands Withdrawal and Overflights Act of 1994 (Pub. L. 103-433, part of the California Desert Protection Act) withdrew and reserved the lands known then as the China Lake Naval Weapons Center (subsequently renamed NAWSCL) for defense-related purposes for a period of 20 years (until October 14, 2014). The Act provides that the DoN may seek extension of the withdrawal of such lands. As a part of the withdrawal process, the Secretary of the Navy is required to publish a draft EIS addressing the effects of continued withdrawal and hold public hearings in order to receive public comments on the proposal by October 12, 2012. The NAWSCL EIS/LEIS will examine current and proposed land uses in support of the DoN's military mission. The EIS/LEIS will specifically focus on those military land uses granted to the DoN under Public Law 103-433 that include: (1) Use as an RDT&E laboratory; (2) use as a range for air warfare weapons and weapons systems; (3) use as a high hazard training area for aerial gunnery, rocketry, electronic warfare and countermeasures, and tactical maneuvering and air support; (4) geothermal leasing and development, and related power production activities; and, (5) other defense-related purposes. The environmental analysis in the EIS/LEIS will be incorporated in an update to the May 2005 NAWSCL Comprehensive Land Use Management Plan (CLUMP). The CLUMP facilitates NAWSCL in planning for and managing land use and environmental resources on the withdrawn public lands in accordance with the Federal Land Policy and Management Act of 1976 (FLPMA) (43 U.S.C. 1701). The updated CLUMP will include an examination of both military land uses authorized under Public Law 103- 433 and those mission-compatible non-military land uses authorized in the 2005 CLUMP. Dates and Addresses: The DoN is initiating a 90-day public scoping process to identify community interests and specific issues to be addressed in the EIS/LEIS. This public scoping process starts with the publication of this Notice of Intent. Three public scoping meetings will be held to receive oral and/or written comments on issues to be addressed in the EIS/LEIS: 1. Tuesday, July 19, 2011, 6 p.m. to 8 p.m., Historic USO Building, 230 West Ridgecrest Boulevard, Ridgecrest, California 93555; 2. DoD is issuing a final rule to amend the Defense Federal Acquisition Regulation Supplement (DFARS) to implement a policy memorandum of the Undersecretary of Defense for Acquisition, Technology and Logistics dated February 6, 2007, which required definition of the requirements to track warranties for Item Unique Identification- required items in the DoD Item Unique Identification Registry. This final rule stresses that the enforcement of warranties is essential to the effectiveness and efficiency of DoD's material readiness.

The Department of the Navy (DoN) announces the cancellation of its Notice of Intent to prepare a Programmatic Environmental Impact Statement (PEIS) for the proposed Geothermal Development Program, Naval Air Facility El Centro, Imperial County, CA, as published in the Federal Register, May 5, 2008 (73 FR 87). It has been determined that preparation of a PEIS is not appropriate at this time when considering the current project scale and stage of geothermal energy development at Superstition Mountain on Naval Air Facility El Centro. The DoN will develop an internal document known as an environmental and operational feasibility study. This internal document will analyze the environmental and operational framework within which a geothermal development may proceed and will provide the DoN with information required to determine the DoN's geothermal energy program needs at Naval Air Facility El Centro. Should geothermal development be indicated as feasible and a project to be developed, the appropriate level of National Environmental Policy Act analysis and process will be performed.

The Department of the Navy (DoN) is amending its certifications and exemptions under the International Regulations for Preventing Collisions at Sea, 1972 (72 COLREGS), to reflect that the Deputy Assistant Judge Advocate General (DAJAG) (Admiralty and Maritime Law) has determined that USS SAN DIEGO (LPD 22) is a vessel of the Navy which, due to its special construction and purpose, cannot fully comply with certain provisions of the 72 COLREGS without interfering with its special function as a naval ship. The intended effect of this rule is to warn mariners in waters where 72 COLREGS apply.

Pursuant to Section 10(a), Public Law 92-463, as amended, notice is hereby given of a forthcoming meeting of the Defense Department Advisory Committee on Women in the Services (DACOWITS). The purpose of the meeting is for the Committee to receive briefings from the Sexual Assault Prevention and Response Office on their annual report results and comments on the FY11 NDAA. The Defense Manpower Data Center will give the Committee a briefing on the results of their Workplace and Gender Relations survey. Additionally, the Committee will also receive a status update briefing from the Navy on the integration of women into submarines. Finally, OUSD Military Personnel Policy will brief on the laws and policies that restrict the service of female members and the plans for a new Working Group on women's issues. The meeting is open to the public, subject to the availability of space.
