Under the provisions of 10 U.S.C. 175 and 10301, the Federal Advisory Committee Act of 1972, (5 U.S.C. Appendix), the Government in the Sunshine Act of 1976 (5 U.S.C. 552b), and 41 CFR 102-3.50, the Department of Defense gives notice that it is renewing the charter for the Reserve Forces Policy Board (hereafter referred to as the ``Board''). The Board is a non-discretionary federal advisory committee that shall provide the Secretary of Defense, through the Under Secretary of Defense (Personnel and Readiness) and the Assistant Secretary of Defense (Reserve Affairs), independent advice and recommendations on matters relating to the Reserve Components. The Board shall act on those matters referred to it by the Chairman and, in addition, on any matter raised by a member of the Board. The Under Secretary of Defense (Personnel and Readiness) may act upon the Board's advice and recommendations. The Board, pursuant to 10 U.S.C. 10301(a), shall be composed of: a. A civilian chairman appointed by the Secretary of Defense; b. The Assistant Secretary of the Army for Manpower and Reserve Affairs, the Assistant Secretary of the Navy for Manpower and Reserve Affairs, and the Assistant Secretary of the Air Force for Manpower and Reserve Affairs; c. An officer of the Regular Army designated by the Secretary of the Army; d. An officer of the Regular Navy and an officer of the Regular Marine Corps each designated by the Secretary of the Navy; e. An officer of the Regular Air Force designated by the Secretary of the Air Force; f. Four reserve officers designated by the Secretary of Defense upon the recommendation of the Secretary of the Army, two of whom must be members of the Army National Guard of the United States, and two of whom must be members of the Army Reserve; g. Four reserve officers designated by the Secretary of Defense upon the recommendation of the Secretary of the Navy, two of whom must be members of the Navy Reserve, and two of whom must be members of the Marine Corps Reserve; h. Four reserve officers designated by the Secretary of Defense upon the recommendation of the Secretary of the Air Force, two of whom must be members of the Air National Guard of the United States, and two of whom must be members of the Air Force Reserve; i. A reserve officer of the Army, Navy, Air Force, or Marine Corps who is a general officer or flag officer designated by the Chairman of the Board with the approval of the Secretary of Defense, and who serves without vote as military adviser to the Chairman and as executive officer of the Board; and j. An officer of the Regular Army, Regular Navy, Regular Air Force, or Regular Marine Corps serving in a position on the Joint Staff who is designated by the Chairman of the Joint Chiefs of Staff. In addition to the aforementioned Board members, the Secretary of Homeland Security, whenever the U.S. Coast Guard is not operating as a service in the U.S. Navy, may designate two officers of the U.S. Coast Guard, Regular or Reserve, to serve as voting members of the Board. Board members appointed by the Secretary of Defense, who are not full-time or permanent part-time federal employees, shall be appointed as experts and consultants under the authority of 5 U.S.C. 3109 and shall serve as special government employees. The Secretary of Defense shall renew their appointments on an annual basis. With the exception of travel and per diem for official travel, Board members shall serve without compensation. The Assistant Secretaries of the Military Departments listed above are ex officio members and serve based upon their positions in the Department of Defense. The regular government employees listed in subparagraphs f, g, h, and i are designated or appointed by the Secretary of Defense and shall be renewed on an annual basis. With DoD approval, the Board is authorized to establish subcommittees, as necessary and consistent with its mission. These subcommittees shall operate under the provisions of the Federal Advisory Committee Act of 1972, the Government in the Sunshine Act of 1976 (5 U.S.C. 552b), and other governing Federal statutes and regulations. Such subcommittees shall not work independently of the chartered Board, and shall report all their recommendations and advice to the Board for full deliberation and discussion. Subcommittees have no authority to make decisions on behalf of the chartered Board; nor can they report directly to the Department of Defense or any Federal officers or employees who are not Board members. Subcommittee members, who are not Board members, shall be appointed in the same manner as the Board members. Such individuals, if not full- time or part-time government employees, shall be appointed to serve as experts and consultants under the authority of 5 U.S.C. 3109, and serve as special government employees, whose appointments must be renewed on an annual basis. With the exception of travel, subcommittee members shall serve without compensation.

This effort is being proposed under Section 203 of the Flood Control Act of 1968 (Pub. L. 90-483) and is necessary to provide the authorized level of reduced flood risk to the town of Wailuku. The County of Maui, Department of Public Works (DPW) is the non-Federal sponsor and the lead agency for compliance with the Hawai`i law on Environmental Impact Statements.

This bulletin lists revisions in the per diem rates prescribed for U.S. Government employees for official travel in Alaska, Hawaii, Puerto Rico, the Northern Mariana Islands and Possessions of the United States. AEA changes announced in Bulletin Number 194 remain in effect. Bulletin Number 275 is being published in the Federal Register to assure that travelers are paid per diem at the most current rates.

Reference Federal Register Notice (FRN), Docket ID: DOD-2010- OS-0034, published 1 April 2010, DOD has updated portions of the Phase III draft Business Rules for the Defense Personal Property Program (DP3) in the Defense Transportation Regulation (DTR) Part IV (DTR 4500.9R). The updates/revisions to the Phase III business rules include the elimination of the Domestic and International Local Move (dLM and iLM) and Intra-Country Move (iCM) Tender of Service. Requirements for Domestic Local Moves (dLM) can be met using the existing DP3 domestic ``dHHG'' market using intrastate/interstate domestic shipment code ``D'' and the 400NG solicitation. In addition, Phase III development efforts will incorporate International Local Moves (iLM) into the DP3 international ``iHHG'' market using a new shipment code of service (COS) ``C'' and the SDDC International Tender (IT). Implementation timelines will be based on completion of Defense Personal Property System (DPS) Phase III programming to account for the above efforts projected for FY14.

Under the provisions of the Federal Advisory Committee Act of 1972 (5 U.S.C., Appendix, as amended), the Government in the Sunshine Act of 1976 (5 U.S.C. 552b, as amended), and 41 CFR 102-3.150, the Department of Defense announces that the United States Air Force Scientific Advisory Board (SAB) meeting will take place on 5 April 2011 at the Ogden Air Logistics Center, Club Hill Building 450, 7420 Miller Street, Hill Air Force Base, Utah, 84056. The meeting will be from 8:00 am4:30 pm. The purpose of the meeting is to hold the SAB quarterly meeting to conduct classified discussions on the various missions of Hill Air Force Base, how capabilities are used in the field, and how this information relates to the FY11 SAB studies tasked by the SECAF. Under the provisions of section 10 U.S.C. 2113a and the Federal Advisory Committee Act of 1972, (5 U.S.C. Appendix), the Government in the Sunshine Act of 1976 (5 U.S.C. 552b), and 41 CFR 102- 3.50(a), the Department of Defense gives notice that it is renewing the charter for the Board of Regents of the Uniformed Services University of the Health Sciences (hereafter referred to as the Board). The Board is a non-discretionary federal advisory committee that shall assist the Secretary of Defense in an advisory capacity in carrying out his responsibility to conduct the business of the Uniformed Services University of the Health Sciences. The Board shall provide advice and recommendations on academic and administrative matters critical to the full accreditation and successful operation of the University. The Board shall report to the Secretary of Defense through the Under Secretary of Defense for Personnel and Readiness. The Under Secretary of Defense for Personnel and Readiness may act upon the Board's advice and recommendations. Pursuant to 10 U.S.C. 2113a(b), the Board is composed of no more than fifteen members that shall include: a. Nine persons outstanding in the field of health care, higher education administration, or public policy shall be appointed from civilian life by the Secretary of Defense; b. The Secretary of Defense, or his designee, who shall be an ex officio member; c. The surgeons general of the Uniformed Services, who shall be ex officio members; d. The President of the University, who shall be a non-voting ex officio member. The terms of office for each member of the Board (other than ex officio members) shall be six years except that: a. Any member appointed to fill a vacancy occurring before the expiration of the term for which his predecessor was appointed shall be appointed for the remainder of such term; and b. Any member whose term of office has expired shall continue to serve until his successor is appointed. One of the appointed members of the Board shall be designated as Chairman by the Secretary of Defense and shall be presiding officer of the Board. Board members that are not ex officio members shall be appointed by the Secretary of Defense. Those members, who are not full-time or permanent part-time federal officers or employees, shall be appointed as experts and consultants under the authority of 5 U.S.C. 3109, and serve as a special government employee. Pursuant to 10 U.S.C. 2113a(c) and (e), these special government employees shall serve a term of service of six years and shall be entitled to receive compensation at a rate fixed by the Secretary of Defense, in addition to travel expenses and per diem while serving away from their place of residence. With DoD approval, the Board is authorized to establish subcommittees, as necessary and consistent with its mission and these subcommittees shall operate under the provisions of the Federal Advisory Committee Act of 1972, the Government in the Sunshine Act of 1976 (5 U.S.C. 552b), and other appropriate federal statutes and regulations. Such subcommittees shall not work independently of the chartered Board, and shall report all their recommendations and advice to the Board for full deliberation and discussion. The Assistant Deputy Chief of Staff of the Army, G-3/5/7, has reviewed the ``Final Programmatic Environmental Impact Statement (FPEIS) for Realignment, Growth, and Stationing of Army Aviation Assets'' and has made the decision to proceed with the implementation of Alternative 3 (preferred alternative). Specific details of the decision are captured in the Army's ROD for this action. This ROD explains the Army will activate and station a new Combat Aviation Brigade (CAB) at Fort Carson, Colorado, resulting in a total growth of approximately 2,700 Soldiers and 113 helicopters. As part of this decision, Joint Base Lewis-McChord (JBLM), Washington, will receive existing aviation units that will be realigned from other locations and will gain approximately 1,400 new Soldiers and 44 helicopters. Implementation of this decision will include CAB training at each installation and at their respective satellite maneuver training areas: Pi[ntilde]on Canyon Maneuver Site (PCMS) for Fort Carson and Yakima Training Center (YTC) for JBLM. This alternative best supports the need for realignment, growth, and realignment of aviation units.

Renewal of Department of Defense Federal Advisory Committees

Under the provisions of 33 U.S.C. 2251 and the Federal Advisory Committee Act of 1972, (5 U.S.C. Appendix), the Government in the Sunshine Act of 1976 (5 U.S.C. 552b), and 41 CFR 102-3.50(a), the Department of Defense gives notice that it is renewing the charter for the Inland Waterways Users Board (hereafter referred to as the Board). The Board is a non-discretionary federal advisory committee that shall provide the Secretary of Defense through the Secretary of the Army and the Assistant Secretary of the Army for Civil Works, independent advice and recommendations on matters relating to construction and rehabilitation priorities and spending levels on the commercial navigation features and components of the U.S. inland waterways and inland harbors as defined in Public Law 95-502 and amended by Public Law 99-662. The Board shall annually file their recommendations with the Secretary of the Army and with the Congress. The Secretary of the Army may act upon the Board's advice and recommendations. Pursuant to 33 U.S.C. 2251(a), the Board shall be composed of eleven members appointed by the Secretary of Defense. The members shall be selected so as to represent various regions of the country and a spectrum of the primary users and shippers utilizing the inland and intra-coastal waterways for commercial purposes. Due considerations shall be given to assure a balance among the members based on the ton- mile shipment of the various categories of commodities shipped on inland waterways. Board members appointed by the Secretary of Defense, who are not full-time federal officers or employees, shall be appointed as experts and consultants under the authority of 5 U.S.C. 3109, and these individuals shall serve as Special Government Employees. Board members shall, with the exception of travel and per diem for official travel, serve without compensation. Board members shall serve two-year terms, with their appointments renewed on an annual basis by the Secretary of Defense. No member, unless otherwise selected by the Secretary of the Army and approved by the Secretary of Defense, shall serve more than four consecutive years on the Board. Appointments vacated prior to the expiration of the term of appointment shall be filled only for the remainder of the term. The Secretary of the Army shall select the Board's Chairperson and Vice-Chairperson from the total membership, and these individuals shall serve at the discretion of the Secretary of the Army. The Vice Chairperson will act as Chairperson in the absence or incapacity of the Chairperson, or in the event of a vacancy in the office of the Chairperson. The Secretary of the Army shall designate, and the Secretaries of Agriculture, Transportation and Commerce may designate, representatives to act as non-voting observers of the Board. In addition, the Secretary of the Army through the Secretary of Defense may appoint consultants with special expertise to assist the Board on an ad hoc basis. With DoD approval, the Board is authorized to establish subcommittees, as necessary and consistent with its mission and these subcommittees shall operate under the provisions of the Federal Advisory Committee Act of 1972, the Government in the Sunshine Act of 1976 (5 U.S.C. 552b), and other appropriate federal regulations. Such subcommittees shall not work independently of the chartered Board, and shall report all their recommendations and advice to the Board for full deliberation and discussion. Subcommittees have no authority to make decisions on behalf of the chartered Board; nor can they report directly to the Department of Defense or any Federal officers or employees who are not Board members. Subcommittee members, who are not Commission members, shall be appointed in the same manner as the Board members. Such individuals, if not full-time or part-time government employees, shall be appointed to serve as experts and consultants under the authority of 5 U.S.C. 3019, and serve as special government employees, whose appointments must be renewed by the Secretary of Defense on an annual basis.

Pursuant to the National Environmental Policy Act (NEPA), the U.S. Army Corps of Engineers, Honolulu District has prepared a Draft Environmental Impact Statement (DEIS) to inform a decision on an application from Honolulu Seawater Air Conditioning, LLC to construct a seawater air conditioning system (SWAC) at Kaka`ako on the south shore of O`ahu. The applicant's overall project purpose is to provide a renewable-energy air conditioning system for downtown Honolulu buildings. In order to obtain deep, cold seawater to chill fresh water that would circulate through the SWAC system and return it to the ocean after it has passed through onshore heat exchangers, the applicant proposes to construct intake and return pipelines in adjacent coastal waters. The proposed pipeline staging and installation sites are located within the navigable waters of the United States and the proposed activity is subject to the jurisdiction of the U.S. Army Corps of Engineers. Proposed onshore improvements and upland infrastructure are briefly described to provide an overview of the project, but their impacts to terrestrial environmental resources are not a primary focus of the document. Of primary federal concern are potential effects of proposed in- water construction, including the discharge of fill material at the offshore pipeline receiving pit, and operation of the system on the quality of the human environment. The DEIS considers alternative cooling technologies, cooling station designs and locations, pipeline installation methods, diffuser location and depth, and intake design. It evaluates two alternatives involving different pipeline alignments. Identified environmental resources potentially affected include marine biota and habitat; water quality; navigation and other human use; noise; and air quality.
