Tapered Roller Bearings and Parts Thereof, Finished and Unfinished, From the People's Republic of China: Rescission of Antidumping Duty New Shipper Review
On June 17, 2011, the Department of Commerce (``Department'') issued its preliminary intent to rescind the new shipper review (``NSR'') of Xiang Yang Automobile Bearing Co., Ltd. (``ZXY'').\1\ We gave interested parties an opportunity to comment on the Intent to Rescind Memorandum. We did not receive any comments from the interested parties. We are rescinding this NSR because we have found that ZXY exported subject merchandise to the United States more than one year prior to its request for an NSR.
Brass Sheet and Strip From Germany: Notice of Rescission of Antidumping Duty Administrative Review
On April 27, 2011, the Department of Commerce (``the Department'') published a notice of initiation of an administrative review of the antidumping duty order on brass sheet and strip from Germany. The review covers one producer/exporter of brass sheet and strip from Germany, Wieland-Werke AG (``Wieland''). Based on a timely withdrawal of the request for review from the petitioners \1\ we are now rescinding this administrative review in full.
Certain Hot-Rolled Carbon Steel Flat Products From India: Final Results of Antidumping Duty Administrative Review
In response to requests from domestic interested parties,\1\ the Department of Commerce (``the Department'') conducted an administrative review of the antidumping duty order on certain hot- rolled carbon steel flat products from India manufactured by Essar Steel Limited (``Essar''), Ispat Industries Limited (``Ispat''), JSW Steel Limited (``JSW''), and Tata Steel Limited (``Tata''). The period of review (``POR'') covers December 1, 2008, through November 30, 2009. We determine that Essar, Ispat, JSW, and Tata had no reviewable entries of subject merchandise during the POR.
China Biotech Life Sciences Trade Mission-Clarification and Amendment
The United States Department of Commerce, International Trade Administration, U.S. and Foreign Commercial Service (CS) is publishing this supplement to the Notice of the Biotech Life Science Trade Mission to China, 76 FR 17,621, Mar. 30, 2011, to clarify eligibility and amend the Notice to revise the dates and provide for selection of applicants on a rolling basis.
Purified Carboxymethylcellulose From Mexico: Final Results of Antidumping Duty Administrative Review
On April 12, 2011, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on purified carboxymethylcellulose from Mexico. See Purified Carboxymethylcellulose From Mexico: Notice of Preliminary Results of Antidumping Duty Administrative Review, 76 FR 20313 (April 12, 2011) (Preliminary Results). The review covers one producer/ exporter, Quimica Amtex S.A. de C.V. The period of review (POR) is July 1, 2009, through June 30, 2010. We invited interested parties to comment on our Preliminary Results. The Department received no comments concerning our Preliminary Results; therefore, our final results remain unchanged from our Preliminary Results. The final results are listed in the section ``Final Results of Review'' below.
Polyethylene Terephthalate Film, Sheet, and Strip From the People's Republic of China: Extension of Preliminary Results of Antidumping Duty Administrative Review
The Department of Commerce (``the Department'') is extending the time limit for the preliminary results of the administrative review of polyethylene terephthalate film, sheet, and strip (``PET film'') from the People's Republic of China (``PRC''). This review covers the period November 1, 2009, through October 31, 2010.
Granular Polytetrafluoroethylene Resin From Italy: Continuation of Antidumping Duty Order
As a result of the determinations by the Department of Commerce (``Department'') and the International Trade Commission (``ITC'') that revocation of the antidumping duty order on granular polytetrafluoroethylene resin (``PTFE resin'') from Italy would likely lead to a continuation or recurrence of dumping and material injury to an industry in the United States, the Department is publishing a notice of continuation of the antidumping duty order.
North American Free-Trade Agreement, Article 1904 NAFTA Panel Reviews; Request for Panel Review
On July 8, 2011, Jungbunzlauer Canada Inc. filed a First Request for Panel Review with the United States Section of the NAFTA Secretariat pursuant to Article 1904 of the North American Free Trade Agreement. Panel Review was requested of the Final Results of the 2008- 2009 and 2009-2010 Antidumping Duty Administrative Review, made by the International Trade Administration, respecting Citric Acid and Certain Citrate Salts from Canada. This determination was published in the Federal Register (76 FR 34,044), on June 10, 2011. The NAFTA Secretariat has assigned Case Number USA-CDA-2011-1904-03 to this request.

Certain Tissue Paper Products From the People's Republic of China; Notice of Rescission of the 2010-2011 Antidumping Duty Administrative Review
The Department of Commerce (the Department) is rescinding the administrative review of the antidumping duty order on certain tissue paper products from the People's Republic of China (PRC) for the period of review (POR) of March 1, 2010, to February 28, 2011, with respect to Max Fortune Industrial Limited (Max Fortune Industrial), Max Fortune (FZ) Paper Products Co., Ltd. (formerly known as Max Fortune (FETDE) Paper Products Co., Ltd.) On March 4, 2011, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on certain frozen warmwater shrimp (shrimp) from India. This review covers 201 producers/exporters \1\ of the subject merchandise to the United States. The period of review (POR) is February 1, 2009, through January 31, 2010.
Tapered Roller Bearings and Parts Thereof, Finished or Unfinished, From the People's Republic of China: Preliminary Results of the 2009-2010 Administrative Review of the Antidumping Duty Order and Intent To Rescind Administrative Review, in Part
In response to requests from interested parties, the Department of Commerce (``Department'') is currently conducting the 2009-2010 administrative review of the antidumping duty order on tapered roller bearings and parts thereof, finished and unfinished (``TRBs''), from the People's Republic of China (``PRC''), covering the period June 1, 2009, through May 31, 2010. We have preliminarily determined that sales have been made below normal value (``NV'') by certain companies subject to this review. Additionally, we are announcing that we intend to rescind the review with respect to entries of TRBs exported by Tainshui Hailin Import and Export Corporation (``Hailin I&E'') produced by any manufacturer other than Hailin Bearing Factory (``HB Factory''). We have preliminarily determined that Gansu Hailin Zhongke Science & Technology Co., Ltd. (``Hailin Zhongke'') is successor-in-interest to HB Factory. If these preliminary results are adopted in our final results of this review, we will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties on entries of subject merchandise during the period of review (``POR'') for which the importer-specific assessment rates are above de minimis. Interested parties are invited to comment on these preliminary results. We will issue the final results no later than 120 days from the date of publication of this notice.
Certain Cased Pencils From the People's Republic of China: Continuation of Antidumping Duty Order
As a result of the determinations by the Department of Commerce (``Department'') and the International Trade Commission (``ITC'') that revocation of the antidumping duty order on certain cased pencils from the People's Republic of China (``PRC'') would likely lead to a continuation or recurrence of dumping and material injury to an industry in the United States, the Department is publishing a notice of continuation of the antidumping duty order.
Certain Frozen Warmwater Shrimp From Thailand: Final Results of Antidumping Duty Administrative Review and Final No Shipment Determination
On March 4, 2011, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on certain frozen warmwater shrimp (shrimp) from Thailand. This review covers 152 producers/exporters of the subject merchandise to the United States. The period of review (POR) is February 1, 2009, through January 31, 2010. Based on our analysis of the comments received on the preliminary results, we have made certain changes in the margin calculations. Therefore, the final results differ from the preliminary results. The final weighted-average dumping margins for the reviewed firms are listed below in the section entitled ``Final Results of Review.''
Chlorinated Isocyanurates From the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review
In response to requests from interested parties, the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on chlorinated isocyanurates (chlorinated isos) from the People's Republic of China (PRC). The period of review (POR) for this administrative review is June 1, 2009, through May 31, 2010. This administrative review covers four producers/exporters of the subject merchandise, i.e., Hebei Jiheng Chemical Co., Ltd. (Jiheng); Zhucheng Taisheng Chemical Co., Ltd. (Zhucheng); Juancheng Kangtai Chemical Co., Ltd. (Kangtai); and Arch Chemicals (China) Co., Ltd. (Arch China). Jiheng is the only producer/exporter being individually examined as a mandatory respondent. We preliminarily determine that Jiheng made sales in the United States at prices below normal value (NV). With respect to the three remaining respondents in this administrative review, we preliminarily determine that Zhucheng, Kangtai, and Arch China have demonstrated that they are entitled to a separate rate, and we are assigning to these companies Jiheng's calculated rate. If these preliminary results are adopted in our final results of review, we will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties on entries of subject merchandise during the POR for which the importer-specific assessment rates are above de minimis. We invite interested parties to comment on these preliminary results.
Polyethylene Terephthalate Film, Sheet, and Strip From the Republic of Korea: Preliminary Results of Antidumping Duty Administrative Review
The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on polyethylene terephthalate film, sheet and strip (PET film) from the Republic of Korea (Korea). This review covers one company, Kolon Industries Inc. (Kolon) for the period of review (POR) of June 1, 2009, through May 31, 2010. We preliminarily determine that Kolon has made sales below normal value (NV). The final results of this review shall be the basis for the assessment of antidumping duties on entries of merchandise covered by the final results of this review and for future deposits of estimated duties, where applicable. Interested parties are invited to comment on these preliminary results. We will issue the final results no later than 120 days from the date of publication of this notice.
Certain Polyester Staple Fiber From the People's Republic of China: Notice of Preliminary Results of the Antidumping Duty Administrative Review, and Intent To Revoke Order in Part

(``Ningbo Dafa'') and Cixi Santai Chemical Fiber Co., Ltd. (``Cixi Santai'') during the POR. Antidumping and Countervailing Duty Proceedings: Electronic Filing Procedures; Administrative Protective Order Procedures
The Department of Commerce (``the Department'') is amending its regulations governing the submission of information to the Department in antidumping duty (``AD'') and countervailing duty (``CVD'') proceedings. These amendments will incorporate changes resulting from the Department's implementation of an electronic filing and documents management program. Certain Polyester Staple Fiber From the Republic of Korea and Taiwan: Final Results of the Expedited Sunset Reviews of the Antidumping Duty Orders
On March 1, 2011, the Department of Commerce (the Department) initiated the second sunset reviews of the antidumping duty orders on polyester staple fiber (PSF) from the Republic of Korea (Korea) and Taiwan, pursuant to section 751(c) of the Tariff Act of 1930, as amended (the Act). See Initiation of Five-Year (``Sunset'') Review, 76 FR 11202 (March 1, 2011) (Notice of Initiation). The Department has conducted expedited (120-day) sunset reviews of these orders. As a result of these sunset reviews, the Department finds that revocation of the antidumping duty orders would be likely to lead to continuation or recurrence of dumping as indicated in the ``Final Results of Reviews'' section of this notice.
Initiation of Five-Year (“Sunset”) Review
In accordance with section 751(c) of the Tariff Act of 1930, as amended (``the Act''), the Department of Commerce (``the Department'') is automatically initiating a five-year review (``Sunset Review'') of the antidumping and countervailing duty orders and suspended investigation listed below. The International Trade Commission (``the Commission'') is publishing concurrently with this notice its notice of Institution of Five-Year Review which covers the same orders.
