Certain Hardwood Plywood Products From the People's Republic of China: Postponement of Final Determination of Sales at Less Than Fair Value Investigation
The Department of Commerce (the Department) is postponing the deadline for issuing the final determination in the less-than-fair- value (LTFV) investigation of certain hardwood plywood products (hardwood plywood) from the People's Republic of China (PRC) until November 6, 2017, and is extending the provisional measures from a four-month period to a period of not more than six months.

Crystalline Silicon Photovoltaic Cells, Whether or Not Assembled Into Modules, From the People's Republic of China: Final Results of Antidumping Duty Administrative Review and Final Determination of No Shipments; 2014-2015
On December 22, 2016, the Department of Commerce (the Department) published the preliminary results of the third administrative review of the antidumping duty (AD) order on crystalline silicon photovoltaic cells, whether or not assembled into modules (solar cells) from the People's Republic of China (PRC). The period of review (POR) is December 1, 2014, through November 30, 2015. The review covers two mandatory respondents: (1) Canadian Solar International Limited, which we have treated as a single entity with five affiliated companies identified below, and (2) the collapsed entity Trina Solar, consisting of Changzhou Trina Solar Energy Co., Ltd., and Trina Solar (Changzhou) Science and Technology Co., Ltd., which we have continued to treat as a single entity with four additional affiliated companies identified below. We received comments from interested parties on our Preliminary Results. Based on our analysis of the comments received, we made changes to the margin calculations for the Final Results of this administrative review. The final weighted-average dumping margins are listed below in the ``Final Results of Review'' section of this notice.

2017 Fee Schedule for National Travel and Tourism Office for the Advance Passenger Information System (APIS)/I-92 Program, I-94 International Arrivals Program, and Survey of International Air Travelers Program
Consistent with the guidelines in OMB Circular A-25, federal agencies are responsible for conducting a biennial review of all programs to determine the types of activities subject to user fees and the basis upon which user fees are to be set. The U.S. Department of Commerce, International Trade Administration (ITA), National Travel and Tourism Office (NTTO) is raising the fees for 2017 data for the monthly, quarterly or annual data from the APIS/I-92 Program, the I-94 International Arrivals Program, and the annual custom reports, data tables or files from the Survey of International Air Travelers Program. As part of the fee review process, the NTTO is providing industry with the opportunity to comment on the fee schedule and to provide any suggestions for reducing the costs of NTTO programs. NTTO may reassess the fees as appropriate.

The Secretary of Commerce, through the Office of Trade and Economic Analysis (OTEA), issued an amended Export Trade Certificate of Review to CAEA on June 12, 2017. A previous amended Export Trade Certificate of Review was issued to CAEA on November 24, 2015, and a notice of its issuance was published in the Federal Register on December 10, 2015 (80 FR 76663).

Drawn Stainless Steel Sinks From the People's Republic of China: Final Results of Antidumping Duty Administrative Review and Final Determination of No Shipments; 2015-2016
On May 5, 2017, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on drawn stainless steel sinks (drawn sinks) from the People's Republic of China (PRC). The period of review (POR) is April 1, 2015, through March 31, 2016. No interested party submitted comments on the preliminary results. Therefore, for the final results, we continue to find that Guangdong Dongyuan Kitchenware Industrial Co., Ltd. (Dongyuan) and Guangdong Yingao Kitchen Utensils Co. Ltd. (Yingao) made sales at of subject merchandise at prices below normal value (NV) during the period of review (POR). We also continue to grant separate rates to ten companies which demonstrated eligibility for separate rate status but were not selected for individual examination. Finally, we continue to find that New Shichu Import and Export Company Limited (New Shichu) made no shipments of subject merchandise during the POR.
Potassium Permanganate From the People's Republic of China: Final Results of Antidumping Duty Administrative Review; 2015
The Department of Commerce (Department) published the preliminary results of the administrative review of the antidumping duty order on potassium permanganate from the People's Republic of China (PRC) on December 13, 2016. We gave interested parties an opportunity to comment on the Preliminary Results, and based upon our analysis of the comments and information received, we made changes to the margin calculation for these final results. The final dumping margin for the reviewed firm is listed below in the ``Final Results of the Administrative Review'' section of this notice. The period of review (POR) is January 1, 2015, through December 31, 2015.
Potassium Permanganate From the People's Republic of China; Rescission of the Antidumping Duty Administrative Review; 2016
On March 15, 2017, the Department of Commerce (the Department) initiated an administrative review of the antidumping duty order on potassium permanganate from the People's Republic of China (PRC) for two companies. The period of review (POR) is January 1, 2016, to December 31, 2016. On April 27, 2017, the Department published a notice of a partial rescission of the administrative review with respect to Chongqing Changyuan Group Limited (Changyuan). Based on Pacific Accelerator Limited's (PAL) timely withdrawal of its request for review, we are now rescinding this administrative review in its entirety.
Certain Oil Country Tubular Goods From India: Amendment of Antidumping Duty Order
On March 16, 2017, the United States Court of International Trade (CIT) entered final judgment sustaining the final results of remand redetermination pursuant to court order by the Department of Commerce (Department) pertaining to the less-than-fair-value (LTFV) investigation of certain oil country tubular goods (OCTG) from India. This judgment was not appealed within the 60-day deadline, and became final and conclusive on May 15, 2017. The Department previously notified the public that the final judgment in this case is not in harmony with the Department's final determination in the LTFV investigation of OCTG from India. Because the judgement in this case is final and conclusive, the Department is now amending its antidumping duty order on OCTG from India covering the period of investigation (POI) of July 1, 2012, through June 30, 2013, to exclude GVN Fuels Limited (GVN) from the order and revise the dumping margin for Jindal SAW, Limited (Jindal SAW).

Based on comments from interested parties, the Department has further clarified the scope of this order.
Seamless Refined Copper Pipe and Tube From the People's Republic of China: Final Results of Antidumping Duty Administrative Review; 2014-2015
On December 14, 2016, the Department of Commerce (the Department) published in the Federal Register the preliminary results of the 2014-2015 administrative review of the antidumping duty order on seamless refined copper pipe and tube from the People's Republic of China (PRC). The period of review (POR) is November 1, 2014, through October 31, 2015. The review covers two mandatory respondents, the Hailiang Single Entity and the Golden Dragon (GD) Single Entity. We invited parties to comment on our preliminary results. Based on our analysis of the comments received, we made certain changes to the margin calculation for the Hailiang Single Entity. Interested parties did not comment on our margin calculation for the GD Single Entity, and we continue to find that the GD Single Entity did not sell subject merchandise in the United States at less than normal value during the POR. The final weighted-average dumping margins for this review are listed in the ``Final Results of Administrative Review'' section, below.
Stainless Steel Bar From Brazil: Final Results of Antidumping Duty Administrative Review; 2015-2016
On March 1, 2017, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on stainless steel bar (SSB) from Brazil. The period of review (POR) is February 1, 2015, through January 31, 2016. The review covers one producer/exporter of the subject merchandise, Villares Metals S.A. (Villares). For the final results of this review, we continue to find that subject merchandise has not been sold at less than normal value.
Initiation of Five-Year (Sunset) Review; Correction
On June 2, 2017, the Department of Commerce (the Department) published a notice in the Federal Register that inadvertently omitted the initiation for the sunset review of the antidumping duty order on Circular Welded Non-Alloy Steel pipe from Taiwan. This notice is a correction.
Chlorinated Isocyanurates From the People's Republic of China: Final Results of Countervailing Duty Administrative Review, and Partial Rescission of Countervailing Duty Administrative Review; 2014
The Department of Commerce (Department) has completed its administrative review of the countervailing duty (CVD) order on chlorinated isocyanurates (chloro isos) from the People's Republic of China (PRC) for the February 4, 2014, through December 31, 2014, period of review (POR). We have determined that mandatory respondents Heze Huayi Chemical Co., Ltd. (Heze) and Hebei Jiheng Chemical Co., Ltd. (Jiheng), and their cross-owned affiliates, where applicable, received countervailable subsidies during the POR. The final net subsidy rates are listed below in ``Final Results of Administrative Review.'' We are also rescinding the review for Juancheng Kangtai Chemical Co., Ltd. (Kangtai) that timely certified it made no shipments of subject merchandise during the POR.
Steel Concrete Reinforcing Bar From the Republic of Turkey: Notice of Partial Rescission of Countervailing Duty Administrative Review, 2015
On January 13, 2017, the Department of Commerce (the Department) initiated an administrative review of the countervailing duty (CVD) order on steel concrete reinforcing bar (rebar) from the Republic of Turkey (Turkey). Based on a timely withdrawal of requests for review, we are rescinding this administrative review with respect to the following three companies: DufEnergy Trading SA (formerly known as Duferco Investment Services SA) (DufEnergy), Duferco Celik Ticaret Limited (Duferco Celik), and Ekinciler Demir ve Celik Sanayi A.S. EU-U.S. Privacy Shield; Invitation for Applications for Inclusion on the List of Arbitrators
Under the EU-U.S. Privacy Shield Framework, the U.S. Department of Commerce (DOC) and the European Commission have committed to implement an arbitration mechanism to provide European individuals with the ability to invoke binding arbitration to determine, for residual claims, whether an organization has violated its obligations under the Privacy Shield Framework. The DOC and the European Commission will work together to implement the arbitration mechanism, including by jointly developing a list of at least 20 arbitrators. Parties to a binding arbitration under this Privacy Shield mechanism may only select arbitrators from this list. This notice announces the opportunity to apply for inclusion on the list of arbitrators developed by the DOC and the European Commission.
Steel Concrete Reinforcing Bar From Mexico: Final Results of Antidumping Duty Administrative Review; 2014-2015
On December 9, 2016, the Department of Commerce (the Department) published the Preliminary Results of the administrative review of the antidumping duty order on steel concrete reinforcing bar from Mexico (rebar). The period of review (POR) is April 24, 2014, through October 31, 2015. The review covers two mandatory respondents, Deacero S.A.P.I. de C.V. (Deacero) and Grupo Simec S.A.B. de C.V. (Grupo Simec). For these final results, we find that Deacero made sales of subject merchandise at less than normal value, while Grupo Simec did not make sales of subject merchandise at less than normal value. See the ``Final Results of the Review'' section below.
Certain New Pneumatic Off-the-Road Tires From the People's Republic of China: Amended Final Results of Antidumping Duty Administrative Review; 2014-2015
The Department of Commerce (Department) is amending its final results of the administrative review of the antidumping duty order on certain new pneumatic off-the-road tires (OTR Tires) from the People's Republic of China (PRC) for the period of September 1, 2014, through August 31, 2015, to correct a ministerial error. The amended final weighted-average dumping margins for the reviewed firms are listed below in the section entitled, ``Amended Final Results.''
Fresh Garlic From the People's Republic of China: Final Results and Partial Rescission of the 21st Antidumping Duty Administrative Review; 2014-2015
The Department of Commerce (the Department) published the Preliminary Results of the 21st administrative review of the antidumping duty order on fresh garlic from the People's Republic of China (PRC) on December 9, 2016. We gave interested parties an opportunity to comment on the Preliminary Results. The period of review (POR) is November 1, 2014, and October 31, 2015. The mandatory respondents in this review are: Zhengzhou Harmoni Spice Co., Ltd. (Harmoni) and Qingdao Tiantaixing Foods Co., Ltd. (QTF). Based upon our analysis of the comments and information received, we made no changes to the margin calculated for voluntary respondent, Shenzhen Xinboda Industrial Co., Ltd. (Xinboda). As discussed below, the Department continues to find that QTF withheld requested information, significantly impeded the administrative review, and did not cooperate to the best of its ability. Accordingly, we continue to use adverse facts available. However, in a change from the Preliminary Results, we find that QTF is not eligible for separate rate status, and thus, is a part of the PRC-wide entity. The Department is also rescinding the review with respect to Harmoni and Jinxiang Jinma Fruits Vegetables Products Co., Ltd. (Jinxiang Jinma), as discussed below. These determinations and the final dumping margins are discussed below in the ``Final Results'' section of this notice.
Citric Acid and Certain Citrate Salts From the People's Republic of China: Final Results of Antidumping Duty Administrative Review and Final Determination of No Shipments; 2015-2016
The Department of Commerce (the Department) published the Preliminary Results of the seventh administrative review of the antidumping duty order on citric acid and certain citrate salts (citric acid) from the People's Republic of China (PRC) on February 8, 2017. The period of review (POR) for the administrative review is May 1, 2015, through April 30, 2016. The review was initiated with respect to twenty companies. After rescinding the review with respect to RZBC Co., Ltd., RZBC Import & Export Co., Ltd., and RZBC (Juxian) Co., Ltd. (collectively, RZBC) at the Preliminary Results, seventeen companies remain under review. The Department finds that fifteen companies, including mandatory respondent Laiwu Taihe Biochemistry Co., Ltd. (Taihe), are part of the PRC-wide entity, and two companies had no shipments of subject merchandise during the POR. We gave interested parties an opportunity to comment on the Preliminary Results. No parties commented. Our final results remain unchanged from the Preliminary Results.
District Export Council Nomination Opportunity
The Department of Commerce is currently seeking nominations of individuals for consideration for appointment by the Secretary of Commerce to serve as members of one of the 60 District Export Councils (DECs) nationwide. On December 9, 2016, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on certain circular welded non- alloy steel pipe from Mexico. The period of review (POR) is November 1, 2014, through October 31, 2015. The review covers eight producers/ exporters of the subject merchandise, including the two respondents selected for individual examination: Maquilacero, S.A. de C.V. (Maquilacero) and Regiomontana de Perfiles y Tubos, S.A. de C.V. (Regiopytsa). Based on our analysis of the comments received, we made certain changes to our preliminary findings for Regiopytsa. The final weighted-average dumping margins for the reviewed producers/exporters are listed below in the section entitled ``Final Results of Review.''
Countervailing Duty Suspension Agreement on Sugar From Mexico: Rescission of 2014-2015 and 2015-2016 Administrative Reviews
On May 1, 2017, the Department notified the Government of Mexico (GOM) of its intent to terminate the Agreement Suspending the Antidumping Duty Investigation on sugar from Mexico (CVD Agreement) unless a new agreement was reached on or before June 5, 2017. The Department subsequently modified its notice of intent to terminate the CVD Agreement, stating its continued intent to terminate the CVD Agreement unless an amended agreement was reached on or before June 6, 2017. Because the Department intends to terminate the CVD Agreement, or, in the alternative, amend the CVD Agreement prior to the expiration of the termination period, the two ongoing administrative reviews of the original CVD Agreement are now moot, and the Department is rescinding both reviews.

Steel Concrete Reinforcing Bar From the Republic of Turkey: Final Results and Partial Rescission of Countervailing Duty Administrative Review; 2014
The Department of Commerce (the Department) has completed its administrative review of the countervailing duty (CVD) order on steel concrete reinforcing bar (rebar) from the Republic of Turkey (Turkey). The period of review (POR) is September 15, 2014, through December 31, 2014. This review covers 12 producers/exporters of subject merchandise, two of which the Department selected for individual examination: Icdas Celik Enerji Tersane ve Ulasim Sanayi A.S. (Icdas) and Kaptan Demir Celik Endustrisi ve Ticaret A.S. and Kaptan Metal Dis Ticaret ve Nakliyat A.S. (Kaptan Demir Companies) (collectively, the mandatory respondents). The ten firms that were not individually examined are included in the chart under the Final Results of Review section, below. We find that the mandatory respondents each received a de minimis net subsidy rate during the POR. See ``Final Results of Review'' section of this notice below for the rates calculated for the companies covered in this review.

On March 1, 2017, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on stainless steel bar (SSB) from India. The period of review (POR) is February 1, 2015, through January 31, 2016. This review covers two producers or exporters of the subject merchandise: Ambica Steels Limited (Ambica), and Bhansali Bright Bars Pvt. Ltd. (Bhansali). We determine that Bhansali had no shipments of subject merchandise during the POR and that Ambica did have an entry of subject merchandise during the POR.

On December 9, 2016, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on circular welded non-alloy steel pipe (CWP) from the Republic of Korea (Korea). This review covers one mandatory respondent, Husteel Co., Ltd. (Husteel) and three companies not selected for individual examination, which are listed in the chart under the Finals Results of Review section below. Based on our analysis of the comments received, we continue to find that subject merchandise has been sold at less than normal value.
