The Department of Commerce (the Department) is conducting an administrative review of the countervailing duty order on certain magnesia carbon bricks (MCBs) from the People's Republic of China (PRC), covering the period of review (POR) January 1, 2012, through December 31, 2012. We preliminarily determine that the application of adverse facts available (AFA) to the sole mandatory respondent, Fengchi Imp. and Exp. Co., Ltd. of Haicheng City and Fengchi Refractories Co., of Haicheng City (collectively, Fengchi), and the Government of the PRC (GOC), is necessary because they failed to cooperate to the best of their ability in this proceeding. The Department also preliminarily finds that certain companies made no shipments of subject merchandise to the United States during the POR. Interested parties are invited to comment on these preliminary results.

The United States Department of Commerce's International Trade Administration is amending the FR Notice published at 79 FR 30547, May 28, 2014, regarding the 7th Annual U.S. Industry Program at the International Atomic Energy Agency (IAEA) General Conference scheduled for September 21-24, 2014, to revise the dates of the application deadline from June 14, 2014 to the new deadline of June 27, 2014.

On March 28, 2014, the United States Court of International Trade (``CIT'') issued its final judgment affirming the Department of Commerce's (``the Department'') final results of redetermination pursuant to second remand of the tenth antidumping duty administrative review of fresh garlic from the People's Republic of China.\1\ Consistent with the decision of the Court of Appeals for the Federal Circuit (``CAFC'') in Timken Co. v. United States, 893 F.2d 337 (Fed. Cir. 1990) (``Timken''), as clarified by Diamond Sawblades Mfrs. Coalition v. United States, 626 F.3d 1374 (CAFC 2010) (``Diamond Sawblades''), the Department is notifying the public that the final judgment in this case is not in harmony with the Department's final results and is amending the final results of the tenth administrative review of fresh garlic from the People's Republic of China (``PRC'') with respect to the margins assigned to Jinan Yipin Corporation (``Jinan Yipin''), Sunny Import & Export Ld. (``Sunny''), and Linshu Dading Private Agricultural Products Co., Ltd. (``Linshu Dading'') (collectively, ``Respondents'') covering the period of review (``POR'') November 1, 2003, through October 31, 2004.\2\

On May 20, 2014, the United States Court of International Trade (``CIT'') sustained the Department of Commerce's (``the Department'') final results of redetermination pursuant to remand of the 2008-2009 antidumping duty administrative review of certain frozen warmwater shrimp from the People's Republic of China (``Remand Redetermination'').\1\ Consistent with the decision of the United States Court of Appeals for the Federal Circuit (``CAFC'') in Timken Co. v. United States, 893 F.2d 337 (Fed. Cir. 1990) (``Timken''), as clarified by Diamond Sawblades Mfrs. Coalition v. United States, 626 F.3d 1374 (CAFC 2010) (``Diamond Sawblades''), the Department is notifying the public that the final judgment in this case is not in harmony with the Department's final results and is amending the final results of the administrative review of certain frozen warmwater shrimp from the People's Republic of China (``PRC'') with respect to the margin assigned to Hilltop International (``Hilltop'') covering the period of review (``POR'') February 1, 2008, through January 31, 2009.\2\

On February 3, 2014, the Department of Commerce (the ``Department'') initiated the second five-year (``sunset'') review of the antidumping duty order on barium carbonate from the People's Republic of China (``PRC'') pursuant to section 751(c) of the Tariff Act of 1930, as amended (the ``Act'').\1\ As a result of this sunset review, the Department finds that revocation of the antidumping duty order on barium carbonate from the PRC would be likely to lead to continuation or recurrence of dumping at the levels indicated in the ``Final Results of Review'' section of this notice.

On May 19, 2014, the United States Court of International Trade (the Court) issued final judgment in Blue Field (Sichuan) Food Indus. Co., Ltd. v. United States, Court No. 12-00320, sustaining the Department of Commerce's (the Department) final results of redetermination pursuant to remand.\1\ In the Remand Results, under protest, the Department recalculated the surrogate values for rice straw and cow manure reported by Blue Field (Sichuan) Food Indus. Co., Ltd. (Blue Field).\2\ Consistent with the decision of the United States Court of Appeals for the Federal Circuit (Federal Circuit) in Timken Co. v. United States, 893 F.2d 337 (Fed. Cir. 1990) (Timken), as clarified by Diamond Sawblades Mfrs. Coalition v. United States, 626 F.3d 1374 (Fed. Cir. 2010) (Diamond Sawblades), the Department is notifying the public that the final judgment in this case is not in harmony with the Department's final results of the antidumping duty administrative review of certain preserved mushrooms from the People's Republic of China covering the period February 1, 2010, through January 31, 2011, and is amending the final results with respect to the weighted-average dumping margin assigned to Blue Field.\3\

This notice sets forth the schedule and proposed agenda for a meeting of the CINTAC.

On November 25, 2013, the Department of Commerce (``the Department'') published the Preliminary Results of the fourth administrative review and new shipper review (``NSR'') of the antidumping duty order on steel wire garment hangers from the People's Republic of China (``PRC'').\1\ We invited parties to comment on the Preliminary Results. Based on our analysis of the comments and information received, we made changes to the final margin calculations of Shanghai Wells Hanger Co., Ltd. (``Shanghai Wells'') \2\ and Hangzhou Yingqing Material Co. Ltd. (``Yingqing''), as noted below. Listed below in the ``Final Results of the Administrative and New Shipper Reviews'' section of this notice are the final dumping margins. The period of review (``POR'') is October 1, 2011, through September 31, 2012.

The Department of Commerce (``Department'') determines that welded stainless pressure pipe (``WSPP'') from Thailand is being, or is likely to be, sold in the United States at less than fair value (``LTFV''), as provided in section 735 of the Tariff Act of 1930, as amended (the ``Act''). The final dumping margins for this investigation are listed in the ``Final Determination'' section below.

The Department of Commerce (``Department'') determines that welded stainless pressure pipe (``WSPP'') from Malaysia is being, or is likely to be, sold in the United States at less than fair value (``LTFV''), as provided in section 735 of the Tariff Act of 1930, as amended (``the Act''). The final weighted-average dumping margins of sales at LTFV are shown in the ``Final Determination'' section of this notice.

The Department of Commerce (the Department) is conducting the 19th administrative review of the antidumping duty order on fresh garlic from the People's Republic of China (PRC) covering the period of review November 1, 2012, through October 31, 2013. The Department is rescinding the review for 94 companies for which Petitioners and/or the companies withdrew their request(s) in a timely manner.

The Department of Commerce (``Department'') hereby publishes a list of scope rulings and anticircumvention determinations made between January 1, 2014, and March 31, 2014. We intend to publish future lists after the close of the next calendar quarter.

The Department of Commerce (the ``Department'') is conducting the fourth administrative review of the antidumping duty order on certain steel threaded rod (``STR'') from the People's Republic of China (``PRC''),\1\ for the period of review (``POR''), April 1, 2012, to March 31, 2013. The Department preliminarily determines that RMB Fasteners Ltd., IFI & Morgan Ltd., and Jiaxing Brother Standard Part Co., Ltd. (collectively ``the RMB/IFI Group'') sold subject merchandise in the United States at prices below normal value (``NV''). If these preliminary results are adopted in the final results, the Department will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties on all appropriate entries of subject merchandise during the POR. Interested parties are invited to comment on these preliminary results.

The Department of Commerce (the Department) preliminarily determines that countervailable subsidies are being provided to producers/exporters of calcium hypochlorite from the People's Republic of China (PRC). The period of investigation is January 1, 2012, through December 31, 2012. Interested parties are invited to comment on this preliminary determination.

The Department of Commerce, as part of its continuing effort to reduce paperwork and respondent burden, invites the general public and other Federal agencies to take this opportunity to comment on proposed and/or continuing information collections, as required by the Paperwork Reduction Act of 1995.

The Department of Commerce (``Department'') preliminarily determines that non-oriented electrical steel (``NOES'') from Taiwan is being, or is likely to be, sold in the United States at less than fair value (``LTFV''), as provided in section 733(b) of the Tariff Act of 1930, as amended (``the Act''). The period of investigation (``POI'') is July 1, 2012, through June 30, 2013. The estimated weighted-average dumping margins are listed in the ``Preliminary Determination'' section of this notice. Interested parties are invited to comment on this preliminary determination.

The Department of Commerce (the Department) preliminarily determines that non-oriented electrical steel (NOES) from the People's Republic of China (the PRC) is being, or is likely to be, sold to the United States at less than fair value (LTFV), as provided in section 733(b) of the Tariff Act of 1930, as amended (the Act). The period of investigation (POI) is January 1, 2013, through June 30, 2013. The dumping margin is shown in the ``Preliminary Determination and Suspension of Liquidation'' section of this notice. Interested parties are invited to comment on this preliminary determination.

In response to requests from interested parties, the Department of Commerce (``Department'') is conducting the administrative review of the antidumping duty order on certain activated carbon from the People's Republic of China (``PRC'') for the period of review (``POR'') April 1, 2012, through March 31, 2013. The Department preliminarily determines that sales have been made below normal value (``NV''). Interested parties are invited to comment on these preliminary results.

The Department of Commerce (the Department) is rescinding the administrative review of the antidumping duty order on carbazole violet pigment 23 (CVP-23) from the People's Republic of China (the PRC) covering the period of review of December 1, 2012 through November 30, 2013.
