Certain Frozen Warmwater Shrimp from the People's Republic of China: Preliminary Notice of Intent to Rescind Antidumping Duty New Shipper Review
The Department of Commerce (``the Department'') is currently conducting the semi-annual 2006 new shipper review of the antidumping duty order on certain frozen warmwater shrimp (``shrimp'') from the People's Republic of China (``PRC''). We preliminarily determine that Maoming Changxing Foods Co., Ltd. (``Maoming Changxing'') has failed to demonstrate its eligibility for a separate rate in this new shipper review. Therefore, we have preliminarily determined that this new shipper review should be rescinded. Interested parties are invited to comment on this preliminary notice of intent to rescind.
Initiation of Antidumping and Countervailing Duty Administrative Reviews and Request for Revocation in Part
The Department of Commerce has received requests to conduct administrative reviews of various antidumping and countervailing duty orders and findings with June anniversary dates. In accordance with the Department's regulations, we are initiating those administrative reviews. The Department also received a request to revoke one antidumping duty order in part.
Proposed Information Collection; Comment Request; Information on Articles for Physically or Mentally Handicapped Persons Imported Free of Duty

Surrogate Country Selection in Proceedings Involving Non-Market Economy Countries; Request for Comment
The Department of Commerce (``the Department'') is seeking a second round of public comment on an aspect of its non-market economy (``NME'') methodology in antidumping proceedings. The Department is requesting comment on certain aspects of the methodology by which it selects an economically comparable market economy country to serve as a surrogate for the NME country under investigation or review.
Imports of Certain Cotton Shirting Fabric: Implementation of Tariff Rate Quota Established Under the Tax Relief and Health Care Act of 2006
The Department of Commerce is issuing interim regulations implementing Section 406 of the Tax Relief and Health Care Act of 2006 (``the Act''), which President Bush signed into law on December 20, 2006 (Pub. L. 109-432). Section 406(b)(1) authorizes the Secretary of Commerce to issue licenses to eligible manufacturers under headings 9902.52.08 through 9902.52.19 of the Harmonized Tariff Schedule of the United States, specifying the restrictions under each such license on the quantity of cotton woven fabrics that may be entered each year by or on behalf of the manufacturer.

Stainless Steel Bar from India: Preliminary Results of Antidumping Duty New Shipper Review
The Department of Commerce is conducting a new shipper review of the antidumping duty order on stainless steel bar from India manufactured and exported by Ambica Steels Limited (``Ambica''). In these preliminary results, we find that Ambica made sales of subject merchandise below normal value. Interested parties are invited to comment on these preliminary results.
Notice of Preliminary Results of Antidumping Duty Administrative Review: Granular Polytetrafluoroethylene Resin From Italy
The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on granular polytetrafluoroethylene resin (PTFE) from Italy, covering the period August 1, 2005, through July 31, 2006. We preliminarily determine that sales of subject merchandise by Solvay Solexis, Inc. and Solvay Solexis S.p.A (collectively, Solvay) have been made below normal value (NV). If these preliminary results are adopted in our final results, we will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties on appropriate entries based on the difference between the export price (EP) and the NV. Interested parties are invited to comment on these preliminary results.
IQF Red Raspberries from Chile: Final Results of Sunset Review and Revocation of Order
On June 1, 2007, the Department of Commerce (Department) initiated this sunset review of the antidumping duty order on IQF red raspberries from Chile (72 FR 30544). Because the domestic interested parties did not participate in this review, the Department is revoking this antidumping duty order.
Amended Final Results of Antidumping Duty Administrative Review: Fresh Garlic From the People's Republic of China
On June 22, 2007, the Department of Commerce (``Department'') published in the Federal Register the final results of the eleventh administrative review and concurrent new shipper reviews of the antidumping duty order on fresh garlic from the Peoples Republic of China (``PRC''). See Fresh Garlic from the People's Republic of China: Final Results and Partial Rescission of the Eleventh Administrative Review and New Shipper Reviews, 72 FR 34438 (June 22, 2007) ``(Final Results'') and accompanying Issues and Decision Memorandum. The period of review (``POR'') covered November 1, 2004, through October 31, 2005. We are amending our Final Results to correct ministerial errors made in the calculation of the antidumping duty margin for Jinxiang Shanyang Freezing Storage Co., Ltd. (``Shanyang''), pursuant to section 751(h) of the Tariff Act of 1930, as amended (``Act'').
Notice of Rescission of Antidumping Duty New Shipper Review: Certain Circular Welded Non-Alloy Steel Pipe from Mexico
On April 20, 2007, the Department of Commerce (``the Department'') published the preliminary intent to rescind the antidumping duty new shipper review of the antidumping duty order on certain circular welded non-alloy steel pipe from Mexico. See Certain Circular Welded Non-Alloy Steel Pipe and Tube from Mexico: Preliminary Intent to Rescind Antidumping Duty New Shipper Review, 72 FR 19880 (April 20, 2007) (Intent to Rescind). This new shipper review covers Conduit S.A. de C.V. (``Conduit''), a manufacturer and exporter of the subject merchandise. The period of review (``POR'') is November 1, 2005, through April 30, 2006. We did not receive any comments from parties, and are rescinding this new shipper review.
Stainless Steel Bar from Germany: Final Results of New Shipper Review
This new shipper review covers stainless steel bar from Germany manufactured by Schmiedewerke Groditz GmbH (``SWG''). The Department of Commerce (``the Department'') published the preliminary results of this new shipper review on March 19, 2007. See Stainless Steel Bar from Germany: Preliminary Results of New Shipper Review, 72 FR 12765 (March 19, 2007) (``Preliminary Results''). Based on our analysis of the comments received, these final results do not differ from the Preliminary Results.
Chlorinated Isocyanurates from the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review
The Department of Commerce (``the Department'') is conducting an administrative review of the antidumping duty order on chlorinated isocyanurates (``chlorinated isos'') from the People's Republic of China (``PRC'') covering the period December 16, 2004, through May 31, 2006. We have preliminarily determined that sales have been made below normal value (``NV'') by Hebei Jiheng Chemical Company Ltd. (``Jiheng Chemical''). If these preliminary results are adopted in our final results of this review, we will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties on all appropriate entries of subject merchandise during the period of review (``POR''). Interested parties are invited to comment on these preliminary results. We intend to issue the final results no later than 120 days from the date of publication of this notice, pursuant to section 751(a)(3)(A) of the Tariff Act of 1930, as amended (``the Act'').
Non-Malleable Cast Iron Pipe Fittings from the People's Republic of China: Final Results of Antidumping Duty Administrative Review
On April 27, 2007, the Department of Commerce (``the Department'') published in the Federal Register the preliminary results of the administrative review of the antidumping duty order on non- malleable cast iron pipe fittings from the People's Republic of China (``PRC''). This review covers two manufacturers/exporters: Myland Industrial Co., Ltd. (``Myland'') and Buxin Myland (Foundry) Ltd. (``Buxin''). We provided interested parties with an opportunity to comment on the preliminary results of review. We received no comments from interested parties. Therefore, we have made no changes to the weighted- average dumping margins determined for Myland and Buxin in the final results of this administrative review.
Notice of Final Results of Countervailing Duty Administrative Review: Certain Cut-to-Length Carbon-Quality Steel Plate from the Republic of Korea
On March 7, 2007, the Department of Commerce (``the Department'') published the preliminary results of the countervailing duty (``CVD'') administrative review of certain cut-to-length carbon- quality steel plate (``CTL Plate'') from the Republic of Korea (``Korea''). The review covers Donguk Steel Mill Co., Ltd. (``DSM''). The period of review (``POR'') is January 1, 2005, through December 31, 2005. The Department received comments concerning our preliminary results from DSM (``respondent''). The final results are listed in the section ``Final Results of Review'' below.
Fresh Garlic from the People's Republic of China: Initiation of Antidumping Duty New Shipper Reviews
The Department of Commerce (``Department'') has determined that five requests for new shipper reviews (``NSRs'') of the antidumping duty order on fresh garlic from the People's Republic of China (``PRC''), received on May 17, May 21, and May 28, 2007, respectively, meet the statutory and regulatory requirements for initiation. The period of review (``POR'') for the five NSRs which the Department is initiating is November 1, 2006, through April 30, 2007. Additionally, the Department has extended the deadline for initiating the new shipper review (``NSR'') requested submitted by Henan Weite Industrial (``Weite'') on April 30, 2007, by thirty days to July 30, 2007.
Preliminary Results of Antidumping Duty Changed-Circumstances Review: Gray Portland Cement and Clinker From Mexico
In response to a request from an interested party and pursuant to Section II. B.6 of the Agreement between the Office of the United States Trade Representative, the United States Department of Commerce, and Secretaria de Economia on Trade in Mexican Cement (the Agreement) dated March 6, 2006, the Department of Commerce is conducting a changed- circumstances review of the antidumping duty order on gray portland cement and clinker from Mexico. The changed-circumstances review covers exports of subject merchandise to the United States during the period October 1, 2006, through December 31, 2006, from one firm, Holcim Apasco, S.A. de C.V. We have preliminarily determined that sales were made below normal value during the changed-circumstances period of review. We invite interested parties to comment on these preliminary results. Parties who submit arguments in this proceeding are requested to submit with the argument (1) a statement of the issues, and (2) a brief summary of the argument.
Pure Magnesium and Alloy Magnesium from Canada: Final Results of 2005 Countervailing Duty Administrative Reviews
On April 20, 2007, the Department of Commerce published in the Federal Register the preliminary results of the administrative reviews of the countervailing duty orders on pure magnesium and alloy magnesium from Canada for the period January 1, 2005, through August 15, 2005. We gave interested parties an opportunity to comment on the preliminary results. Our analysis of the comments received on the preliminary results did not lead to any changes in the net subsidy rate. Therefore, the final results do not differ from the preliminary results. The final net subsidy rate for the reviewed company is listed below in the section entitled ``Final Results of Reviews.''
Honey from the People's Republic of China: Final Results and Final Rescission, In Part, of Antidumping Duty Administrative Review
On January 3, 2007, the U.S. Department of Commerce (the Department) published its preliminary results of the administrative review of the antidumping order on honey from the People's Republic of China (PRC). See Honey from the People's Republic of China: Preliminary Results and Partial Rescission of Antidumping Duty Administrative Review, 72 FR 102 (January 3, 2007) (Preliminary Results). This review covers five producers/exporters, Jiangsu Kanghong Natural Healthfoods Co., Ltd. (Jiangsu), Wuhan Shino-Food Trade Co., Ltd. (Shino-Food), Cheng Du Wai Yuan Bee Products Co., Ltd. (Chengdu), Kunshan Xin'an Trade Co., Ltd. (Kunshan Xin'an), and Anhui Honghui Foodstuff (Group) Co., Ltd. (Anhui Honghui) (collectively, respondents). The period of review (POR) is December 1, 2004, through November 30, 2005. We invited interested parties to comment on our Preliminary Results. Based on our analysis of the comments received, we have made changes to our calculations. The final dumping margins for this review are listed in the ``Final Results of Review'' section below.
Ball Bearings and Parts Thereof from Japan: Amended Final Results of Antidumping Duty Administrative Review
On January 27, 2005, the United States Court of International Trade (CIT) sustained the United States Department of Commerce's (the Department's) redetermination on remand of the final results of the administrative review of the antidumping duty order on ball bearings and parts thereof from Japan for the period May 1, 2000, through April 30, 2001. One party appealed a portion of the CIT's decision to the United States Court of Appeals for the Federal Circuit (CAFC). On March 7, 2007, the CAFC affirmed the CIT's decision. Because all litigation has concluded, the Department is now issuing these amended final results of review reflecting the CIT's decision.
Honey from the People's Republic of China: Final Results and Rescission, In Part, of Antidumping Duty New Shipper Reviews
On January 3, 2007, the U.S. Department of Commerce (the Department) published its preliminary results of the new shipper reviews of the antidumping order on honey from the People's Republic of China (PRC). See Honey from the People's Republic of China: Intent to Rescind and Preliminary Results of Antidumping Duty New Shipper Reviews, 72 FR 111 (January 3, 2007) (Preliminary Results). These reviews cover three producers/exporters, Inner Mongolia Altin Bee- Keeping Co., Ltd. (IMA), Qinhuangdao Municipal Dafeng Industrial Co., Ltd. (QMD), and Dongtai Peak Honey Industry Co., Ltd. (Dongtai Peak) (collectively, respondents). The period of review (POR) is December 1, 2004, through November 30, 2005. We invited interested parties to comment on our Preliminary Results. Certain Small Diameter Seamless Carbon and Alloy Steel Standard, Line and Pressure Pipe from Brazil; Preliminary Results of Antidumping Duty Administrative Review
In response to requests from V&M do Brasil, S.A. (VMB), the respondent, and United States Steel Corporation (U.S. Steel), the petitioner, the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on certain small diameter seamless carbon and alloy steel standard, line and pressure pipe (seamless pipe) from Brazil. This administrative review covers imports of subject merchandise from VMB. The period of review is August 1, 2005, through July 16, 2006. We preliminarily determine that sales of seamless pipe by VMB have not been made at less than normal value (NV). If these preliminary results are adopted in the final results of this administrative review, we will instruct U.S. Customs and Border Protection (CBP) to liquidate appropriate entries without regard to antidumping duties. Interested parties are invited to comment on these preliminary results. Parties who submit argument in this proceeding are requested to submit: 1) a statement of the issues, 2) a brief summary of the argument, and 3) a table of authorities.
Folding Metal Tables and Chairs from the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review
The Department of Commerce (``the Department'') is conducting an administrative review of the antidumping duty order on folding metal tables and chairs (``FMTCs'') from the People's Republic of China (``PRC'') covering the period June 1, 2005, through May 31, 2006. We have preliminarily determined that sales have not been made below normal value (``NV'') by Feili Furniture Development Limited Quanzhou City, Feili Furniture Development Co., Ltd., Feili Group (Fujian) Co., Ltd., and Feili (Fujian) Co., Ltd. (collectively ``Feili''), or by New-Tec Integration (Xiamen) Co. Ltd. (``New-Tec''). If these preliminary results are adopted in our final results of this review, we will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties on all appropriate entries of subject merchandise during the period of review (``POR''). Polyethylene Retail Carrier Bags from Thailand: Preliminary Results of Antidumping Duty Administrative Review and Intent to Rescind in Part

The review covers 17 exporters/producers. The period of review is August 1, 2005, through July 31, 2006. We have preliminarily determined that sales have been made at prices below normal value by various companies subject to this review. If these preliminary results are adopted in our final results of administrative review, we will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties on all appropriate entries. Solid Agricultural Grade Ammonium Nitrate from Ukraine: Continuation of Antidumping Duty Order
As a result of the determinations by the Department of Commerce (``the Department'') and the International Trade Commission (``ITC'') that revocation of the antidumping duty order on solid agricultural grade ammonium nitrate from Ukraine would likely lead to continuation or recurrence of dumping, and material injury to an industry in the United States, the Department is publishing notice of continuation of this antidumping duty order.
Automotive Replacement Glass Windshields from the People's Republic of China: Notice of Rescission of Antidumping Duty Administrative Review
On May 30, 2007, the Department of Commerce (``Department'') initiated the administrative review of the antidumping duty order on automotive replacement glass windshields from the People's Republic of China (``PRC'') covering the period of review from April 1, 2006, through March 31, 2007 (``POR''). See Initiation of Antidumping and Countervailing Duty Administrative Reviews and Request for Revocation in Part, 72 FR 29968 (May 30, 2007) (``Initiation Notice''). On June 5, 2007, the request for administrative review received by the Department was withdrawn. Therefore, the Department is rescinding this administrative review of automotive replacement glass windshields from the PRC.
Chlorinated Isocyanurates from Spain: Preliminary Results of Antidumping Duty Administrative Review
In response to timely requests by Aragonesas Industrias y Energ[iacute]a S.A. (``Aragonesas''), and Biolab, Inc., Clearon Corporation and Occidental Chemical Corporation (collectively, ``the Petitioners''), the Department of Commerce (``the Department'') is conducting an administrative review of the antidumping duty order on chlorinated isocyanurates (``chlorinated isos'') from Spain with respect to Aragonesas. The period of review (``POR'') is December 20, 2004, through May 31, 2006. The Department has preliminarily determined that Aragonesas made U.S. sales of chlorinated isos at prices less than normal value (``NV''). If these preliminary results are adopted in our final results of administrative review, the Department will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties on all appropriate entries. In addition, the Department has received information sufficient to warrant a successor-in-interest analysis in this administrative review. Based on this information, the Department preliminarily determines that Aragonesas is the successor-in-interest to Aragonesas Delsa S.A. (``Delsa'') for purposes of determining antidumping duty liability. Interested parties are invited to comment on these preliminary results. We will issue the final results of review no later than 120 days from the date of publication of this notice.

Export Trade Certificate of Review
On June 29, 2007, the U.S. Department of Commerce issued an amended Export Trade Certificate of Review to the Ferrous Scrap Export Association (``FSEA'').
Carbon and Certain Alloy Steel Wire Rod from Trinidad and Tobago; Preliminary Results of Antidumping Duty Administrative Review
On November 27, 2006, the Department of Commerce (``the Department'') initiated an administrative review of the antidumping duty order on carbon and alloy steel wire rod (``wire rod'') from Trinidad and Tobago for the period of review (``POR'') October 1, 2005, through September 30, 2006. We preliminarily determine that during the POR, Mittal Steel Point Lisas Limited (``MSPL'') and its affiliates Mittal Steel North America Inc. (``MSNA'') and Mittal Walker Wire Inc. (collectively ``Mittal'') did not make sales of subject merchandise at less than normal value (``NV'') (i.e., sales were made at de minimis dumping margins). If these preliminary results are adopted in the final results of this administrative review, we will instruct U.S. Customs and Border Protection (``CBP'') to liquidate appropriate entries without regard to antidumping duties. Interested parties are invited to comment on these preliminary results. The Department will issue the final results within 120 days after publication of the preliminary results.
