The United States Department of Commerce, International Trade Administration, is establishing new procedures for Expedited Trade Missions. When the Secretary approves a Decision Memo justifying the use of expedited procedures, the Department of Commerce will endeavor to conduct recruitment and selection for the mission within 2-3 weeks. Applicants should be aware that mission statements for Expedited Trade Missions will NOT be notified in the Federal Register. Instead, they will be posted online at: https://www.export.gov/trademissions/ eg_main_023185.asp. Applicants should also be aware that deadlines for applying for Expedited Trade Missions will be extremely short. The procedures for selecting participants for Expedited Trade Missions will be compressed. All interested parties that meet the conditions of participation are encouraged to apply, and all applicants will be evaluated on an equal basis with respect to the participation criteria.

United States Travel and Tourism Advisory Board: Meeting of the United States Travel and Tourism Advisory Board

The period of review (POR) is July 1, 2013, through June 30, 2014. The review covers one producer/exporter of the subject merchandise, MCC EuroChem (EuroChem). We preliminarily find that EuroChem has not sold subject merchandise at less than normal value during the POR. Interested parties are invited to comment on these preliminary results.

The review covers one producer/exporter of subject merchandise that the Department selected for individual examination: the Borusan Group, Borusan Holding, A.S. (Borusan Holding), Borusan Mannesmann Boru Sanayi ve Ticaret A.S. (Borusan), Borusan Istikbal Ticaret T.A.S. (Istikbal), and Borusan Lojistik Dagitim Pepolama Tasimacilik ve Tic A.S. (Borusan Lojistik) (collectively, the Borusan Companies). Additionally, this review covers three firms that were not individually examined: Toscelik Profil ve Sac Endustrisi A.S. (Toscelik Profil), Toscelik Metal Ticaret AS., and Tosyali Dis Ticaret AS. (Tosyali) (collectively, the Toscelik Companies),\1\ Umran Celik Born Sanayii A.S. (also known as Umran Steel Pipe Inc.) For purposes of these preliminary results, we assigned the Toscelik Companies, Umran and Guven, the non-selected respondents, the same net subsidy rate calculated for the Borusan Companies. Additionally, we preliminarily determine to rescind the administrative reviews on Erbosan Erciyas Boru Sanayi ve Ticaret A.S. (Erbosan AS) and Erbosan Erciyas Pipe Industry and Trade Co. The administrative review covers two mandatory respondents, Baoding Mantong Fine Chemistry Co. Ltd. (Baoding Mantong) and Evonik Rexim (Nanning) Pharmaceutical Co., Ltd. (Evonik). The Department preliminarily finds that Baoding Mantong sold subject merchandise in the United States at prices below the normal value (NV) during the POR. The Department preliminarily determines that Evonik's sales to the United States were not bona fide and is preliminarily rescinding the review with respect to Evonik. On December 1, 2014, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on lightweight thermal paper (LWTP) from Germany.\1\ The period of review (POR) is November 1, 2012, through October 31, 2013. We invited interested parties to comment on the preliminary results. After reviewing the comments received and making corrections to the margin calculation program, we continue to find that Papierfabrik August Koehler SE (Koehler) did not make sales of subject merchandise at less than normal value. The final dumping margin for Koehler, listed below in the section entitled ``Final Results of the Review,'' is unchanged from the preliminary results.
