On May 13, 2024, the U.S. Department of Commerce (Commerce) published the preliminary results of the changed circumstances review (CCR) of the antidumping duty (AD) order on certain frozen warmwater shrimp from India. For these final results, Commerce continues to find that Varma Marine Private Limited (Varma) is the successor-in-interest to Varma Marine.

In accordance with the Tariff Act of 1930, as amended (the Act), the U.S. Department of Commerce (Commerce) is automatically initiating the five-year reviews (Sunset Reviews) of the antidumping duty (AD) and countervailing duty (CVD) order(s) and suspended investigation(s) listed below. The U.S. International Trade Commission (the ITC) is publishing concurrently with this notice its notice of Institution of Five-Year Reviews which covers the same order(s) and suspended investigation(s).

The U.S. Department of Commerce (Commerce) preliminarily determines that countervailable subsidies are being provided to producers and exporters of certain paper plates (paper plates) from the Socialist Republic of Vietnam (Vietnam) during the period of investigation, January 1, 2023, through December 31, 2023. Interested parties are invited to comment on this preliminary determination.

The U.S. Department of Commerce (Commerce) preliminarily determines that countervailable subsidies are being provided to producers and exporters of ferrosilicon from the Russian Federation (Russia). The period of investigation is January 1, 2023, through December 31, 2023. Interested parties are invited to comment on this preliminary determination.

The U.S. Department of Commerce (Commerce) determines that the Agreement Suspending the Antidumping Duty Investigation on Sugar from Mexico, as amended (AD Agreement) met the statutory requirements during the period of review (POR) from December 1, 2021, through November 30, 2022. Commerce also determines that the respondents selected for individual examination, Compa[ntilde][iacute]a Industrial Azucarera S.A. de C.V. and its affiliates (collectively, Santos Group) and Ingenio Presidente Benito Juarez S.A. de C.V. (collectively, the respondents), were in compliance with the terms of the AD Agreement during the POR.

The Department of Commerce (Department) is currently seeking applications from travel and tourism leaders from specific industry sectors for membership on the Board of Directors (Board) of the Corporation (doing business as Brand USA). The purpose of the Board is to guide the Corporation on matters relating to the promotion of the United States as a travel destination and communication of travel facilitation issues, among other tasks.

On May 28, 2024, the U.S. Court of International Trade (CIT) issued its final judgment in Archroma U.S., Inc., v. United States et al., Court No. 22-00354, finding that the regulatory provision upon which the U.S. Department of Commerce relied to revoke the antidumping duty orders on stilbenic optical brightening agents (OBAs) from Taiwan and the People's Republic of China (China) violates section 751(c) of the Tariff Act of 1930, as amended (the Act) and ordering the U.S. Department of Commerce (Commerce) to: accept the domestic interested party Archroma U.S., Inc.'s (Archroma) substantive response; and conduct a full sunset reviews of these orders. Commerce is notifying the public that the CIT's final judgment is not in harmony with Commerce's final results of the sunset reviews, and that Commerce intends to: reinstate the antidumping duty orders on OBAs from Taiwan and China; accept Archroma's substantive response; and conduct full sunset reviews of these orders under section 751(c)(1) and (d)(2) of the Act. Commerce will begin reconducting the sunset reviews on July 1, 2024.

On March 21, 2024, the U.S. Court of International Trade (the Court) issued its final judgment in Trina Solar (Changzhou) Science & Technology Co., Ltd., et al. v. United States, Court No. 23-00219 (CIT March 21, 2024), sustaining the U.S. Department of Commerce's (Commerce) final remand results pertaining to the countervailing duty administrative review on certain crystalline silicon photovoltaic products (solar products) from the People's Republic of China (China), covering the period of review (POR) January 1, 2021, through December 31, 2021. Commerce is notifying the public that the Court's final judgment is not in harmony with the final results of the administrative review, and that Commerce is amending its final results.

The U.S. Department of Commerce (Commerce) determines that Ningbo Dongxin High-Strength Nut Co., Ltd. (Ningbo Dongxin), the sole mandatory respondent in this review and an exporter of alloy and certain carbon steel threaded rod (steel threaded rod) from the People's Republic of China (China), sold subject merchandise in the United States at prices below normal value during the period of review April 1, 2022, through March 31, 2023.

The U.S. Department of Commerce (Commerce) determines that countervailable subsidies are being provided to producers/exporters of crystalline silicon photovoltaic cells, whether or not assembled into modules (solar cells), from the People's Republic of China (China) during the period of review (POR) January 1, 2021, through December 31, 2021.

The U.S. Department of Commerce (Commerce) determines that small and large garlic chunks produced in the People's Republic of China (China) and exported to the United States constitute merchandise altered in form or appearance in such minor respects that they should be included within the scope of the antidumping duty (AD) order on fresh garlic from China. As a result, small and large garlic chunks will be subject to suspension of liquidation effective June 8, 2023.

Based on affirmative final determinations by the U.S. Department of Commerce (Commerce) and the U.S. International Trade Commission (ITC), Commerce is issuing antidumping duty (AD) and countervailing duty (CVD) orders on certain non-refillable steel cylinders (steel cylinders) from India.

On May 16, 2024, the U.S. Court of International Trade (CIT) issued its final judgment in Best Mattresses International Company Limited and Rose Lion Furniture International Company Limited v. United States, Consol. Court No. 21-00281, sustaining the U.S. Department of Commerce's (Commerce) remand redetermination pertaining to the less- than-fair-value (LTFV) investigation of mattresses from Cambodia covering the period of investigation January 1, 2019, through December 31, 2019. Commerce is notifying the public that the CIT's final judgment is not in harmony with Commerce's amended final determination, and Commerce is amending the amended final determination with respect to the dumping margins assigned to Best Mattresses International Company Limited (Best Mattresses) and Rose Lion Furniture International Company Limited (Rose Lion) (Best Mattresses/Rose Lion) and all other producers and exporters of subject merchandise.

The U.S. Department of Commerce (Commerce) has received requests to conduct administrative reviews of various antidumping duty (AD) and countervailing duty (CVD) orders with April anniversary dates. In accordance with Commerce's regulations, we are initiating those administrative reviews.

The U.S. Department of Commerce (Commerce) preliminarily determines that silicomanganese from India was sold in the United States at less than normal value during the period of review (POR) May 1, 2022, through April 30, 2023. Interested parties are invited to comment on these preliminary results.
