Pure Magnesium From the People's Republic of China: Initiation of Antidumping Duty New Shipper Review
The Department of Commerce (the ``Department'') has determined that a request for a new shipper review of the antidumping duty order on pure magnesium from the People's Republic of China (``PRC''), received on May 21, 2009, meets the statutory and regulatory requirements for initiation. Non-Frozen Apple Juice Concentrate from the People's Republic of China: Preliminary Results for the Administrative Review
On June 5, 2000, the Department of Commerce (``Department'') published in the Federal Register the antidumping duty order on certain non-frozen apple juice concentrate from the People's Republic of China (``PRC''). The Department is conducting an administrative review of this Order, covering the period of review (``POR'') of June 1, 2007, through May 31, 2008. If these preliminary results are adopted in our final results of review, we will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties on entries of subject merchandise during the POR for which the importer-specific assessment rates are above de minimis.
The Manufacturing Council: Meeting

Initiation of Antidumping and Countervailing Duty Administrative Reviews and Requests for Revocation in Part
The Department of Commerce (``the Department'') has received requests to conduct administrative reviews of various antidumping and countervailing duty orders and findings with May anniversary dates. In accordance with the Department's regulations, we are initiating those administrative reviews. The Department also received requests to revoke two antidumping duty orders in part.
Certain Frozen Fish Fillets from the Socialist Republic of Vietnam: Final Results of the Third New Shipper Reviews
The Department of Commerce (``Department'') is conducting two new shipper reviews of the antidumping duty order on certain frozen fish fillets from the Socialist Republic of Vietnam (``Vietnam''). See Notice of Antidumping Duty Order: Certain Frozen Fish Fillets from the Socialist Republic of Vietnam, 68 FR 47909 (August 12, 2003) (``Order''). These new shipper reviews include Hiep Thanh Seafood Joint Stock Company (``Hiep Thanh'') and Asia Commerce Fisheries Joint Stock Company (``Acomfish'') (collectively, ``Respondents''). Based upon our analysis of the comments and information received, we made changes to the dumping margin calculations for the final results. Manufacturing and Services' Sustainable Manufacturing Initiative; Update
As part of its Sustainable Manufacturing Initiative, the International Trade Administration's Manufacturing & Services Unit is planning a second round of regional facility tours across the United States that will showcase sustainable business practices at manufacturing firms and service providers. This round of tours will use the past round of Sustainable Manufacturing American Regional Tours (SMARTs) as a template by traveling to a number of cities and regions in order to demonstrate the feasibility and viability of sustainable business practices for U.S. firms. While the previous round of tours focused on manufacturers, this round will look at supply chains in various regions and sustainability issues affecting the competitiveness of firms in those supply chains.
Notice of Partial Rescission, Intent To Rescind and Extension of Preliminary Results of Antidumping Duty Administrative Review: Hand Trucks and Certain Parts Thereof From the People's Republic of China
In response to requests from Gleason Industrial Products, Inc., and Precision Products, Inc. (collectively, petitioners), the U.S. Department of Commerce (the Department) initiated an administrative review of the antidumping duty order on hand trucks and certain parts thereof from the People's Republic of China for the companies listed below for the period December 1, 2007, through November 30, 2008. No other interested party requested a review for this period of review. For the reasons discussed below, the Department is partially rescinding this administrative review with respect to two companies and intends to rescind the review with respect to a third company.
Certain Tow-Behind Lawn Groomers and Certain Parts Thereof From the People's Republic of China: Final Affirmative Countervailing Duty Determination
The Department of Commerce (Department) has determined that countervailable subsidies are being provided to producers and exporters of certain tow-behind lawn groomers (lawn groomers) and certain parts thereof from the People's Republic of China (PRC). For information on the estimated countervailing duty rates, please see the ``Suspension of Liquidation'' section, below.
Certain Tow Behind Lawn Groomers and Certain Parts Thereof from the People's Republic of China: Final Determination of Sales at Less Than Fair Value
The Department of Commerce (``Department'') has determined that certain tow behind lawn groomers and certain parts thereof (``lawn groomers'') from the People's Republic of China (``PRC'') are being, or is likely to be, sold in the United States at less than fair value (``LTFV'') as provided in section 735 of the Tariff Act of 1930, as amended (the ``Act''). The final dumping margins for this investigation are listed in the ``Final Determination Margins'' section below. The period covered by the investigation is October 1, 2007, through March 31, 2008.

Fresh Garlic From the People's Republic of China: Final Results and Partial Rescission of the 13th Antidumping Duty Administrative Review and New Shipper Reviews
The Department of Commerce (Department) is conducting the administrative review (AR) and new shipper reviews (NSRs) of the antidumping duty order on fresh garlic from the People's Republic of China (PRC) covering the period of review (POR) of November 1, 2006 through October 31, 2007. As discussed below, we determine that sales have been made in the United States at prices below normal value (NV) with respect to certain exporters who participated fully and are entitled to a separate rate in the AR or NSRs. In addition, we are rescinding the NSRs for two companies. Finally, the Department is rescinding the antidumping duty AR of companies that timely certified that they had no shipments of subject merchandise to the United States during the POR. We intend to instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties on entries of subject merchandise during the POR for which importer-specific assessment rates are above de minimis.
Purified Carboxymethylcellulose from Finland; Notice of Final Results of Antidumping Duty Administrative Review
On April 9, 2009, the Department of Commerce (the Department) published in the Federal Register the preliminary results of the administrative review of the antidumping duty order on purified carboxymethylcellulose from Finland. See Purified Carboxymethylcellulose from Finland; Preliminary Results of Antidumping Duty Administrative Review, 74 FR 16180 (April 9, 2009) (Preliminary Results). We gave interested parties an opportunity to comment on the Preliminary Results, and received no comments.
Preliminary Results of Antidumping Duty Changed Circumstances Review: Light-Walled Rectangular Pipe and Tube From Mexico
On October 27, 2008, the Department of Commerce (the Department) published in the Federal Register a notice of initiation of a changed circumstances review of the antidumping duty order on light- walled rectangular pipe and tube (LWRPT) from Mexico in order to determine whether Ternium Mexico, S.A. de C.V. (Ternium) is the successor-in-interest to Hylsa S.A. de C.V. (Hylsa) for purposes of determining antidumping duty liability. See Notice of Initiation of Antidumping Duty Changed Circumstances Review: Light-Walled Rectangular Pipe and Tube from Mexico, 73 FR 63686 (October 27, 2008) (Notice of Initiation). We have preliminarily determined that Ternium is the successor-in-interest to Hylsa for purposes of determining antidumping duty liability in this proceeding. Interested parties are invited to comment on these preliminary results.
Preliminary Results of Antidumping Duty Changed Circumstances Review: Certain Circular Welded Non-Alloy Steel Pipe and Tube From Mexico
On October 27, 2008, the Department of Commerce (the Department) published in the Federal Register a notice of initiation of a changed circumstances review of the antidumping duty order on certain circular welded non-alloy steel pipe and tube (standard pipe and tube) from Mexico in order to determine whether Ternium Mexico, S.A. de C.V. (Ternium) is the successor-in-interest to Hylsa S.A. de C.V. (Hylsa) for purposes of determining antidumping duty liability. Certain Preserved Mushrooms from the People's Republic of China: Final Results of Antidumping Duty New Shipper Reviews
On April 1, 2009, the Department of Commerce (the Department) published in the Federal Register the preliminary results of these new shipper reviews of the antidumping duty order on certain preserved mushrooms from the People's Republic of China (PRC) for Zhangzhou Gangchang Canned Foods Co., Ltd., Fujian (Zhangzhou Gangchang) and Zhejiang Iceman Group Co., Ltd. (Zhejiang Iceman). See Certain Preserved Mushrooms From the People's Republic of China: Preliminary Results of Antidumping Duty New Shipper Reviews, 74 FR 14772 (April 1, 2009) (Preliminary Results). We gave interested parties an opportunity to comment on the Preliminary Results, and received no comments. We also made no changes to the Preliminary Results. Therefore, the final results do not differ from the Preliminary Results.
Certain Corrosion-Resistant Carbon Steel Flat Products from the Republic of Korea: Notice of Rescission of Antidumping Duty Administrative Review, In Part
On September 30, 2008, the Department of Commerce (the Department) published the notice of initiation of this antidumping duty administrative review with respect to seven companies, including Dongkuk Industries Co., Ltd. (Dongkuk). Dongkuk submitted a letter to the Department stating that it had no shipments of subject merchandise to the U.S. during the period of review (POR), which was corroborated by the Department. On April 14, 2009, we published the notice of preliminary rescission of this antidumping duty administrative review with respect to Dongkuk, and invited interested parties to comment. See Certain Corrosion-Resistant Carbon Steel Flat Products from the Republic of Korea: Notice of Intent to Rescind Antidumping Duty Administrative Review, In Part, 74 FR 17159 (April 14, 2009) (Preliminary Rescision). We received no comments, and have determined that the review of Dongkuk should be rescinded. This review will remain in effect for all other companies initiated upon.
Certain Hot-Rolled Flat-Rolled Carbon-Quality Steel Products From Japan: Final Results of Antidumping Duty Administrative Review
On March 9, 2009, the Department of Commerce (the Department) published in the Federal Register the preliminary results of the administrative review of the antidumping duty order on Certain Hot- Rolled Flat-Rolled Carbon-Quality Steel Products (hot-rolled steel) from Japan. See Certain Hot-Rolled Flat-Rolled Carbon-Quality Steel Products from Japan: Preliminary Results of Antidumping Duty, 74 FR 10019 (March 9, 2009) (Preliminary Results). The administrative review covered JFE Steel Corporation (JFE), Nippon Steel Corporation (Nippon), and Kobe Steel, Ltd. (Kobe) for the period of review (POR) June 1, 2007 through May 31, 2008. We provided interested parties the opportunity to comment on the preliminary results of the review. Because no interested parties provided comments on the preliminary results, we have made no changes to the dumping margins set forth in the preliminary results of this administrative review. For the margins applicable to each respondent, see the ``Final Results of Review'' section of this notice.
Certain Polyester Staple Fiber from the Republic of Korea: Preliminary Results of the 2007/2008 Antidumping Duty Administrative Review
The Department of Commerce is conducting an administrative review of the antidumping duty order on certain polyester staple fiber from the Republic of Korea. The period of review is May 1, 2007, through April 30, 2008. This review covers imports of certain polyester staple fiber from one producer/exporter. We preliminarily find that sales of the subject merchandise have been made below normal value. If these preliminary results are adopted in our final results, we will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties. Interested parties are invited to comment on these preliminary results. We will issue the final results not later than 120 days from the date of publication of this notice.
Ball Bearings and Parts Thereof from France: Preliminary Results of Changed-Circumstances Review
The Department of Commerce is conducting a changed- circumstances review of the antidumping duty order on ball bearings and parts thereof from France pursuant to section 751(b) of the Tariff Act of 1930, as amended. We preliminarily determine that SKF Aeroengine France S.A.S.U. is the successor-in-interest to SNFA France S.A.S.U. Interested parties are invited to comment on these preliminary results.
Continuation of Antidumping Duty Order on Saccharin from the People's Republic of China
As a result of the determinations by the Department of Commerce (``Department'') and the International Trade Commission (``ITC'') that revocation of the antidumping duty order on saccharin from the People's Republic of China (``PRC'') would likely lead to a continuation or recurrence of dumping and material injury to an industry in the United States, the Department is publishing a notice of continuation of the antidumping duty order.

Stainless Steel Plate in Coils from Belgium: Preliminary Results of Antidumping Duty Administrative Review
The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on stainless steel plate in coils (SSPC) from Belgium. For the period of review (POR) May 1, 2007, through April 30, 2008, we have preliminarily determined that U.S. sales have been made below normal value (NV). If these preliminary results are adopted in our final results, we will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties based on the difference between the constructed export price (CEP) and NV. The Department of Commerce (``Department'') is rescinding an administrative review of the antidumping duty order on heavy forged hand tools, with or without handles from the People's Republic of China (``PRC''), with respect to axes and adzes, for the period of review (``POR'') February 1, 2008 through January 31, 2009. This rescission is based on the timely withdrawal of request for review by the party that requested the review, Fiskars Brands Inc. (``Fiskars'').
Chlorinated Isocyanurates from the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review
In response to requests from interested parties, the Department of Commerce (``the Department'') is conducting an administrative review of the antidumping duty order on chlorinated isocyanurates (``chlorinated isos'') from the People's Republic of China (``PRC''). The period of review (``POR'') for this administrative review is June 1, 2007, through May 31, 2008. This administrative review covers one producer/exporter of the subject merchandise, i.e., Hebei Jiheng Chemical Co., Ltd. (``Jiheng'').
