The Manufacturing Council: Meeting of the Manufacturing Council
The Manufacturing Council will hold a meeting to discuss and identify the priority issues affecting the U.S. manufacturing industry, which may include increasing exports, supply chain and access to credit, among others. The Council was re-chartered on April 8, 2010, to advise the Secretary of Commerce on matters relating to the U.S. manufacturing industry.
Diamond Sawblades and Parts Thereof From the People's Republic of China: Initiation of Antidumping Duty Changed Circumstances Review
The Department of Commerce (``Department'') has received information sufficient to warrant the initiation of a changed circumstances review ``CCR'' of the antidumping duty order on diamond sawblades and parts thereof from the People's Republic of China (``PRC''). Specifically, based on requests filed by the Diamond Sawblade Manufacturers Coalition (``DSMC'') and Hebei Jikai,\1\ the Department is initiating a CCR to determine whether Hebei Husqvarna- Jikai Diamond Tools Co., Ltd. is the successor-in-interest to (1) Hebei Jikai Industrial Group Co., Ltd. or (2) Electrolux Construction Products (Xiamen) Co., Ltd. (``Electrolux Xiamen'').
Government Programs To Assist Businesses Protect Their Intellectual Property Rights (IPR) in Foreign Markets: Request of the International Trade Administration's Office of Intellectual Property Rights, Department of Commerce
The Department of Commerce invites public input and participation in shaping government programs for protecting the intellectual property rights of U.S. businesses, including Small- and Medium-Sized Enterprises (SMEs), in foreign markets. As evidenced by the launch of the President's National Export Initiative, improving U.S. Government support for U.S. business in overseas markets is an Administration priority. Unfortunately, American exporters face various barriers to entry in overseas markets including barriers related to intellectual property rights. In coordination with the Intellectual Property Enforcement Coordinator (``IPEC'') and to implement certain action items in the 2010 Joint Strategic Plan on Intellectual Property Enforcement submitted to Congress by the IPEC, the Department of Commerce is conducting a comprehensive review of existing U.S. Government efforts to educate, guide, and provide resources to U.S. businesses that are: 1. Acquiring intellectual property rights in foreign markets; 2. Contemplating exporting intellectual property-based products or choosing markets for export; 3. Actively entering foreign markets or facing difficulties entering foreign markets; or 4. Encountering difficulties enforcing their intellectual property rights in foreign markets. The goal of the review is to improve efforts to support U.S. businesses facing barriers related to intellectual property rights protection and enforcement in overseas markets.
Initiation of Antidumping and Countervailing Duty Administrative Reviews and Requests for Revocation in Part
The Department of Commerce (``the Department'') has received requests to conduct administrative reviews of various antidumping and countervailing duty orders and findings with August anniversary dates. In accordance with the Department's regulations, we are initiating those administrative reviews. The Department also received requests to revoke one antidumping duty order and one countervailing duty order in part.
Purified Carboxymethylcellulose from Mexico: Preliminary Results of the First Five-year (“Sunset”) Review of Antidumping Duty Order
On June 2, 2010, the Department of Commerce (the Department) initiated sunset reviews of the antidumping duty orders on purified carboxymethylcellulose (CMC) from Finland, Mexico, the Netherlands, and Sweden, pursuant to section 751(c) of the Tariff Act of 1930, as amended (the Act). On the basis of the notice of intent to participate, and adequate substantive responses filed on behalf of the domestic and respondent interested parties, the Department is conducting a full sunset review of the antidumping duty order on CMC from Mexico, pursuant to section 751(e)(3)(B) of the Act and 19 CFR 351.218(e)(2)(i). As a result of this sunset review, the Department preliminarily finds that revocation of the antidumping duty order with respect to CMC from Mexico would likely lead to continuation or recurrence of dumping at the levels listed below in the section entitled ``Preliminary Results of Review.''
Certain Hot-Rolled Carbon Steel Flat Products From India: Notice of Court Decision Not in Harmony with Final Results of Administrative Review
On September 13, 2010, the United States Court of International Trade (CIT) sustained the Department of Commerce's (the Department's) results of redetermination pursuant to the CIT's remand in United States Steel Corporation, et al. v. United States et al. and Essar Steel Limited v. United States et al., Slip Op. 09-152, Remand Order (December 30, 2009)(Essar). See Final Results of Redetermination Pursuant to Court Remand, dated July 15, 2010 (found at https:// ia.ita.doc.gov/remands); and United States Steel Corporation, et al. v. United States et al. and Essar Steel Limited v. United States et al., Slip Op. 10-104 (September 13, 2010) (Essar). Consistent with the decision of the United States Court of Appeals for the Federal Circuit (CAFC) in Timken Co. v. United States, 893 F.2d 337 (Fed. Cir. 1990) (Timken), the Department is notifying the public that the final judgment in this case is not in harmony with the Department's final results of the administrative review of the countervailing duty order on certain hot-rolled carbon steel flat products (HRCS) from India covering the period of review (POR) of January 1, 2006, through December 31, 2006. Wooden Bedroom Furniture From the People's Republic of China: Notice of Court Decision Not in Harmony With Final Results of Administrative Review
On September 17, 2010, the United States Court of International Trade (``Court'' or ``CIT'') sustained the U.S. Department of Commerce's (``Department'') final results of redetermination pursuant to the Court's remand.\1\ Consistent with the decision of the United States Court of Appeals for the Federal Circuit (``CAFC'') in Timken Co. v. United States, 893 F.2d 337 (Fed. Cir. 1990) (``Timken''), the Department is notifying the public that the final judgment in this case is not in harmony with the Department's final results of the administrative review (``AR'') of the antidumping duty order on wooden bedroom furniture (``WBF'') from the People's Republic of China (``PRC'') covering the period of review (``POR'') of January 1, 2007, through December 31, 2007.\2\

Certain Coated Paper Suitable for High-Quality Print Graphics Using Sheet-Fed Presses From Indonesia: Final Determination of Sales at Less Than Fair Value
The Department of Commerce determines that certain coated paper suitable for high-quality print graphics using sheet-fed presses (certain coated paper) from Indonesia is being, or is likely to be, sold in the United States at less-than-fair-value (LTFV), as provided in section 735 of the Tariff Act of 1930, as amended (the Act). The estimated margins of sales at LTFV are shown in the ``Final Determination Margins'' section of this notice.
Certain Coated Paper Suitable for High-Quality Print Graphics Using Sheet-Fed Presses From the People's Republic of China: Final Determination of Sales at Less Than Fair Value
On May 6, 2010, the Department of Commerce (``Department'') published its preliminary determination of sales at less than fair value (``LTFV'') in the antidumping investigation of certain coated paper suitable for high-quality print graphics using sheet-fed presses (``coated paper'') from the People's Republic of China (``PRC''). We invited interested parties to comment on our preliminary determination of sales at LTFV. Based on our analysis of the comments we received, we have made changes to our margin calculations for the mandatory respondents. The final dumping margins for this investigation are listed in the ``Final Determination Margins'' section below.
U.S. Travel and Tourism Advisory Board
The Department of Commerce is currently seeking applications to fill three vacant positions on the U.S. Travel and Tourism Advisory Board (Board). The purpose of the Board is to advise the Secretary of Commerce on matters relating to the travel and tourism industry.
Aluminum Extrusions From the People's Republic of China: Alignment of Final Countervailing Duty Determination With Final Antidumping Duty Determination
The Department of Commerce (the Department) is aligning the final determination in the countervailing duty investigation of aluminum extrusions from the People's Republic of China (PRC) with the final determination in the companion antidumping duty investigation.
Certain Magnesia Carbon Bricks from the People's Republic of China: Countervailing Duty Order
Based on affirmative final determinations by the Department of Commerce (the Department) and the U.S. International Trade Commission (the ITC), the Department is issuing a countervailing duty order on certain magnesia carbon bricks (MCBs) from the People's Republic of China (PRC). On September 8, 2010, the ITC notified the Department of its affirmative determinations of material injury to a U.S. industry with respect to imports of MCBs from the PRC and Mexico. See Certain Magnesia Carbon Bricks from China and Mexico (Investigation Nos. 701- TA-468 and 731-TA-1166-1167 (Final), USITC Publication 4076, September 2010).
Certain Seamless Carbon and Alloy Steel Standard, Line, and Pressure Pipe from the People's Republic of China: Final Determination of Sales at Less Than Fair Value and Critical Circumstances, in Part
The Department of Commerce (``the Department'') has determined that certain seamless carbon and alloy steel standard, line, and pressure pipe from the People's Republic of China (``PRC'') are being, or are likely to be, sold in the United States at less than fair value (``LTFV'') as provided in section 735 of the Tariff Act of 1930, as amended (``the Act''). The final dumping margins for this investigation are listed in the ``Final Determination Margins'' section below. The period covered by the investigation is January 1, 2009, through June 30, 2009 (the ``POI'').
Light-Walled Rectangular Pipe and Tube from the People's Republic of China: Final Results of the 2008-2009 Antidumping Duty Administrative Review
On May 14, 2010, the Department of Commerce (the ``Department'') published the preliminary results of the administrative review of the antidumping duty order on light-walled rectangular pipe and tube from the People's Republic of China (``PRC''), covering the period January 20, 2008, through July 31, 2009. See Light-Walled Rectangular Pipe and Tube from the People's Republic of China: Preliminary Results of the 2008-2009 Antidumping Duty Administrative Review, 75 FR 27308 (May 14, 2010) (``Preliminary Results''). We gave interested parties an opportunity to comment on the Preliminary Results. After reviewing the interested parties' comments, we made changes to our calculations for the final results of the review. The final dumping margin for this review is listed in the ``Final Results of Review'' section below.

Based on affirmative final determinations by the Department of Commerce (the Department) and the International Trade Commission (the ITC), the Department is issuing antidumping duty orders on certain magnesia carbon bricks (MCB) from Mexico and the People's Republic of China (PRC). On September 8, 2010, the ITC notified the Department of its affirmative determinations of material injury to a U.S. industry. Solicitation of Nominations for Membership on the Civil Nuclear Trade Advisory Committee
The Department of Commerce is currently seeking nominations for membership on the Civil Nuclear Trade Advisory Committee (CINTAC). The purpose of the CINTAC is to advise the Secretary regarding the development and administration of programs to expand United States exports of civil nuclear goods and services in accordance with applicable United States regulations.
Magnesium Metal From the Russian Federation: Final Results of Antidumping Duty Administrative Review
On May 13, 2010, the Department of Commerce published the preliminary results of the administrative review of the antidumping duty order on magnesium metal from the Russian Federation. The review covers two manufacturers/exporters, PSC VSMPO-AVISMA Corporation (AVISMA) and Solikamsk Magnesium Works (SMW). The period of review (POR) is April 1, 2008, through March 31, 2009. Based on our analysis of the comments received we have made no changes in the margin for AVISMA. Therefore, the final results do not differ from the preliminary results. The final margin for AVISMA is listed below in the section entitled ``Final Results of the Review.''
Certain Pasta From Italy: Notice of Initiation of Changed Circumstances Review and Consideration of Revocation of Order, in Part
On July 29, 2010, the Department of Commerce (``Department'') received a request from H.J. Heinz Company (``Heinz''), an importer of subject merchandise, for a changed circumstances review and a request to revoke, in part, the countervailing duty order on certain pasta from Italy with respect to gluten-free pasta. Based on sufficient evidence submitted by Heinz, and in accordance with sections 751(b)(1) and (d)(1) of the Tariff Act of 1930, as amended (``the Act''), and 19 CFR 351.216, the Department has determined that changed circumstances sufficient to warrant a review exist. Interested parties are invited to submit comments, as provided below.

The Department of Commerce (``Department'') is extending the time limit for the preliminary results of the administrative review of certain frozen warmwater shrimp from the People's Republic of China (``PRC''). The review covers the period February 1, 2009, through January 31, 2010.
Certain Steel Nails From the People's Republic of China: Notice of Preliminary Results and Preliminary Rescission, in Part, of the Antidumping Duty Administrative Review
The Department of Commerce (``Department'') is conducting the first administrative review of the antidumping duty order on certain steel nails (``nails'') from the People's Republic of China (``PRC'') for the period of review (``POR'') January 23, 2008, through July 31, 2009. The Department has preliminarily determined that sales have been made below normal value (``NV'') with respect to certain exporters who participated fully and are entitled to a separate rate in this administrative review. If these preliminary results are adopted in our final results of this review, the Department will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties on all appropriate entries of subject merchandise during the POR. Interested parties are invited to comment on these preliminary results.
Certain Frozen Fish Fillets From the Socialist Republic of Vietnam: Notice of Preliminary Results and Partial Rescission of the Sixth Antidumping Duty Administrative Review and Sixth New Shipper Review
The Department of Commerce (``Department'') is conducting an administrative review and new shipper review of the antidumping duty order on certain frozen fish fillets from the Socialist Republic of Vietnam (``Vietnam''). The Department has preliminarily determined that Vinh Hoan Corporation (``Vinh Hoan''),\1\ Vinh Quang Fisheries Corporation (``Vinh Quang'') and CUU Long Fish Joint Stock Company (``CL-Fish'') sold subject merchandise at less than normal value (``NV'') during the period of review (``POR''), August 1, 2008, through July 31, 2009.
Corrosion-Resistant Carbon Steel Flat Products From the Republic of Korea: Preliminary Results and Partial Rescission of Countervailing Duty Administrative Review
The Department of Commerce (the Department) is conducting an administrative review of the countervailing duty (CVD) order on corrosion-resistant carbon steel flat products (CORE) from the Republic of Korea (Korea) for the period of review (POR) January 1, 2008, through December 31, 2008. As a result of withdrawals of request for review, we are rescinding this review, in part, with respect to Dongbu Steel Co., Ltd. (Dongbu) and Pohang Iron and Steel Co., Ltd. (POSCO). Honey From Argentina: Notice of Extension of Time Limit for Preliminary Results and Partial Rescission of Antidumping Duty Administrative Review
The U.S. Department of Commerce (the Department) is rescinding in part the administrative review of the antidumping duty order on honey from Argentina for the period December 1, 2008, to November 30, 2009 with respect to fifteen companies. This rescission, in part, is based on the timely withdrawal of the request for review by the interested parties that requested the review. A complete list of the companies for which the administrative review is being rescinded is provided in the background section below. Additionally, the Department is extending the preliminary results of this administrative review to no later than January 7, 2011.

Dynamic Random Access Memory Semiconductors From the Republic of Korea: Preliminary Results of Countervailing Duty Administrative Review
The Department of Commerce is conducting an administrative review of the countervailing duty order on dynamic random access memory semiconductors from the Republic of Korea for the period January 1, 2008, through August 10, 2008. We preliminarily find that Hynix Semiconductor, Inc. received countervailable subsidies during the period of review. If these preliminary results are adopted in our final results of this review, we will instruct U.S. Customs and Border Protection to assess countervailing duties as detailed in the ``Preliminary Results of Review'' section of this notice. Interested parties are invited to comment on these preliminary results. See the ``Public Comment'' section of this notice.
Certain Corrosion-Resistant Carbon Steel Flat Products From the Republic of Korea: Notice of Preliminary Results of the Sixteenth Antidumping Duty Administrative Review
In response to timely requests, the Department of Commerce (the Department) is conducting the sixteenth administrative review of the antidumping order on corrosion-resistant carbon steel flat products (CORE) from the Republic of Korea (Korea).\1\ This review covers eight manufacturers and/or exporters (collectively, the respondents) of the subject merchandise: LG Chem., Ltd. (LG Chem); Haewon MSC Co. Ltd. (Haewon); Dongbu Steel Co., Ltd., (Dongbu); Hyundai HYSCO (HYSCO); Pohang Iron & Steel Co., Ltd. (POSCO) and Pohang Coated Steel Co., Ltd. (POCOS) (collectively, POSCO); Dongkuk Industries Co., Ltd. (Dongkuk); LG Hausys, Ltd. (Hausys); and Union Steel Manufacturing Co., Ltd. (Union). The period of review (POR) is August 1, 2008, through July 31, 2009. We preliminarily determine that Union and Dongbu made sales of subject merchandise at less than normal value (NV). We preliminarily determine that HYSCO and POSCO have not made sales below NV.
