The Department of Commerce (the Department) is aligning the final determination in the countervailing duty investigation of aluminum extrusions from the People's Republic of China (PRC) with the final determination in the companion antidumping duty investigation.

Based on affirmative final determinations by the Department of Commerce (the Department) and the U.S. International Trade Commission (the ITC), the Department is issuing a countervailing duty order on certain magnesia carbon bricks (MCBs) from the People's Republic of China (PRC). On September 8, 2010, the ITC notified the Department of its affirmative determinations of material injury to a U.S. industry with respect to imports of MCBs from the PRC and Mexico. The Department of Commerce (``the Department'') has determined that certain seamless carbon and alloy steel standard, line, and pressure pipe from the People's Republic of China (``PRC'') are being, or are likely to be, sold in the United States at less than fair value (``LTFV'') as provided in section 735 of the Tariff Act of 1930, as amended (``the Act''). The final dumping margins for this investigation are listed in the ``Final Determination Margins'' section below. The period covered by the investigation is January 1, 2009, through June 30, 2009 (the ``POI'').
Light-Walled Rectangular Pipe and Tube from the People's Republic of China: Final Results of the 2008-2009 Antidumping Duty Administrative Review

On May 14, 2010, the Department of Commerce (the ``Department'') published the preliminary results of the administrative review of the antidumping duty order on light-walled rectangular pipe and tube from the People's Republic of China (``PRC''), covering the period January 20, 2008, through July 31, 2009. See Light-Walled Rectangular Pipe and Tube from the People's Republic of China: Preliminary Results of the 2008-2009 Antidumping Duty Administrative Review, 75 FR 27308 (May 14, 2010) (``Preliminary Results''). We gave interested parties an opportunity to comment on the Preliminary Results. After reviewing the interested parties' comments, we made changes to our calculations for the final results of the review. The final dumping margin for this review is listed in the ``Final Results of Review'' section below.
