At the request of the United States Fish and Wildlife Service (USFWS) and subject to valid existing rights, the Secretary of the Interior proposes to withdraw 158.72 acres of public lands managed by the Bureau of Land Management (BLM) from settlement, sale, location, or entry under the public land laws, from location and entry under the United States mining laws, and from leasing under the mineral and geothermal leasing laws for an indefinite period and transfer administrative jurisdiction over these acres to USFWS for management as part of the National Wildlife Refuge System to support conservation of the aquatic and riparian habitats in the Grays Lake National Wildlife Refuge (NWR), Idaho. Publication of this notice temporarily segregates the lands from settlement, sale, location, or entry under the public land laws, from location and entry under the United States mining laws, and from leasing under the mineral and geothermal leasing laws, subject to valid existing rights, for up to 2 years, while the application is being processed. This notice initiates a 90-day comment period and announces an opportunity for the public to request a public meeting on the proposed withdrawal.

The plats of survey of the following described lands are scheduled to be officially filed in the Bureau of Land Management (BLM), Idaho State Office (ISO), Boise, Idaho, 30 days from the date of this publication. The plats were prepared to meet administrative needs of various Federal agencies.

The Bureau of Land Management (BLM) proposes to issue a non- competitive commercial lease across 17.39 acres of public land in accordance with Section 302 of the Federal Land Policy and Management Act (FLPMA) and applicable BLM leasing regulations. The Arizona State Parks Board (ASPB) proposes to lease the land for continued long term use of an existing marina, which is located along Lake Havasu, in Mohave County, AZ. The lease, if issued, would require the ASPB to pay fair market value rent as established by a federally approved appraisal.

The Bureau of Land Management (BLM), Hassayampa Field Office, examined two parcels consisting of approximately 640 acres of public land and determined that the parcels are suitable for classification for lease and/or conveyance under the provisions of the Recreation and Public Purpose Act, as amended (R&PP). The R&PP allows local governments to lease, develop, and subsequently acquire public lands for recreational uses when the proposed use complies with local government and BLM land use planning. The City of Buckeye (Applicant) filed an application to develop the land as a local park that will help meet future expanding recreational needs in Buckeye, Arizona. The BLM is seeking public comments as to the suitability of the lands for lease and/or conveyance under the R&PP Act.

Through this notice the Bureau of Land Management (BLM) is segregating public lands for the Samantha Solar project right-of-way application from appropriation under the public land laws, including the Mining Law, but not the Mineral Leasing or Material Sales Acts, for a period of 2 years from the date of publication of this notice, subject to valid existing rights. This segregation is to allow for the orderly administration of the public lands to facilitate consideration of development of renewable energy resources. The public lands segregated by this notice total 4,810.00 acres.

In compliance with the National Environmental Policy Act of 1969, as amended (NEPA), and the Federal Land Policy and Management Act of 1976, as amended (FLPMA), the Bureau of Land Management (BLM) announces the availability of the Alaska Native Claims Settlement Act (ANCSA) 17(d)(1) Withdrawals Final Environmental Impact Statement (EIS). The BLM held public meetings on the Draft EIS and subsistence- related hearings to receive comments on the Draft EIS and the project's potential to impact subsistence resources and activities. The Final EIS considers those comments.

The Bureau of Land Management (BLM) proposes a non-competitive (direct) sale of a parcel of BLM-managed public lands in Idaho to permanently resolve the inadvertent and unauthorized use of the land. The parcel, located in Custer County, contains 2.07 acres and, if approved, would be sold to Mr. Raymond M. Simon. The sale would be subject to the applicable provisions of the Federal Land Policy and Management Act of 1976 (FLPMA), as amended, and BLM land sale regulations. The surface and mineral estate would be sold for no less than the appraised fair market value of $30,000.

The Bureau of Land Management (BLM) hereby provides constructive notice that it will issue an appealable decision approving conveyance of the surface estate in certain lands to Oscarville Native Corporation for the Native village of Oscarville, pursuant to the Alaska Native Claims Settlement Act of 1971 (ANCSA). The subsurface estate in the same lands will be conveyed to Calista Corporation when the surface estate is conveyed to Oscarville Native Corporation.

The Bureau of Land Management (BLM) will temporarily close some north Idaho campgrounds, boat ramps, and trailheads to improve the parking lots and access roads to enhance public access and the outdoor experience. These closures are necessary to protect the public from construction work and heavy equipment. Some of the recreation areas, along with Crater Lake, Crater Peak, Gamlin Lake, Mica Bay, Orphan Point, Sheep Springs, Tingley Springs, and Windy Bay recreation sites, will also be updated with fire rings, picnic tables, kiosks, and pedestal grills.
