The plats of survey of the following described lands are scheduled to be officially filed in the Bureau of Land Management, Idaho State Office, Boise, Idaho, in 30 days from the date of this publication.

The Bureau of Land Management (BLM), North Dakota Field Office (NDFO) is publishing this notice to announce that an Environmental Assessment (EA) for Coyote Creek Mining Company's (CCMC) Federal Coal Lease-by-Application (LBA), serial number NDM 110277, is available for public review and comment. The BLM is also announcing that it will hold a public hearing by teleconference to receive comments on the EA, Fair Market Value (FMV), and Maximum Economic Recovery (MER) of the coal resources contained in the proposed CCMC LBA lease tracts. The Office of Surface Mining Reclamation and Enforcement (OSMRE) is also accepting comments on the National Environmental Policy Act (NEPA) analysis regarding the potential Federal mine plan decision.

In accordance with the Federal Land Policy and Management Act, the Federal Advisory Committee Act, and the Federal Lands Recreation Enhancement Act, the U.S. Department of the Interior, Bureau of Land Management's (BLM) Utah Resource Advisory Council (RAC) will meet as indicated below.

The plats of survey of the following described lands are scheduled to be officially filed in the Bureau of Land Management (BLM), Colorado State Office, Lakewood, Colorado, 30 calendar days from the date of this publication. The surveys, which were executed at the request of the U.S. Forest Service and the BLM, are necessary for the management of these lands.

As authorized in the Mineral Leasing Act of 1920, as amended, the Bureau of Land Management (BLM) received a petition for reinstatement of competitive oil and gas lease COC-77358 from Okreek Oil and Gas, LLC, for lands in Weld County, Colorado. The lessee filed the petition on time, along with all rentals due since the lease terminated. No leases affecting these lands were issued prior to receiving the petition. The BLM proposes to reinstate the lease.

The United States Department of the Air Force (USAF) and the United States Department of the Navy (USN) have filed applications to extend and expand existing Federal-land withdrawals in Maricopa, Pima, and Yuma counties, Arizona. They have requested an extension of the existing 1,743,426.42-acre withdrawal, along with the withdrawal of an additional 2,366 acres of public lands at Gila Bend airfield from all forms of appropriation under the public land laws, including the mining laws, the mineral leasing laws, and the geothermal leasing laws, subject to valid existing rights for an indefinite period. The decision about these applications will be made by Congress.

In accordance with the National Environmental Policy Act of 1969, as amended, the Federal Land Policy and Management Act of 1976, as amended, and the National Forest Management Act of 1976, as amended, the Bureau of Land Management (BLM) Royal Gorge Field Office (RGFO), Ca[ntilde]on City, Colorado, and U.S. Forest Service (USFS), Pike-San Isabel National Forests and Comanche-Cimarron National Grasslands (PSICC), Pueblo, Colorado, have prepared a Proposed Resource Management Plan (RMP) and Forest Plan (FP) amendment, supported by an Environmental Impact Statement (EIS), for the Browns Canyon National Monument, and by this notice are announcing its availability.

In accordance with the National Environmental Policy Act of 1969, as amended (NEPA), and the Federal Land Policy and Management Act of 1976, as amended (FLPMA), the Bureau of Land Management (BLM) has prepared a Final Environmental Impact Statement (EIS) for the proposed Borderlands Wind Project (Project) and proposed Socorro Field Office Resource Management Plan Amendment (RMPA) for the BLM Socorro Field Office, and by this Notice is announcing its availability.

The Bureau of Land Management (BLM) proposes to amend its off- road vehicle regulations to add a definition for electric bikes (e- bikes) and, where certain criteria are met and an authorized officer expressly determines through a formal decision that e-bikes should be treated the same as non-motorized bicycles, expressly exempt those e- bikes from the definition of off-road vehicles. This proposed change would facilitate increased recreational opportunities for all Americans, especially those with physical limitations, and would encourage the enjoyment of lands and waters managed by the BLM.

In accordance with the National Environmental Policy Act of 1969, as amended, and the Federal Land Policy and Management Act of 1976, as amended, the Bureau of Land Management (BLM) Boise District Office, Boise, Idaho, and the BLM Vale District Office, Vale, Oregon, have prepared the Tri-state Fuel Breaks Project Final Environmental Impact Statement (DOI-BLM-ID-B000-2015-0001-EIS) (Final EIS) and, by this notice, are announcing its availability.

In accordance with the National Environmental Policy Act of 1969, as amended, the Bureau of Land Management (BLM) announces the availability of the Record of Decision (ROD) for the Final Programmatic Environmental Impact Statement (EIS) for Fuel Breaks in the Great Basin.

As provided for under the Mineral Leasing Act of 1920, as amended, the Bureau of Land Management (BLM) received a petition for reinstatement of noncompetitive oil and gas lease WYW59809 from Devon Energy Production Co. LP et al. for land in Converse County, Wyoming. The lessee filed the petition on time, along with all rentals due since the lease terminated under the law. No leases affecting this land were issued before the petition was filed.

Notice is hereby given that under the authority of the Federal Land Policy and Management Act of 1976, as amended (FLPMA), the Kasha- Katuwe Tent Rocks Resource Management Plan (RMP), Presidential Proclamation 7394, and other authorities, the Kasha-Katuwe Tent Rocks National Monument (Monument) will be temporarily closed to the public for fifteen days each year, to allow for Pueblo de Cochiti cultural observances and routine BLM maintenance.

In accordance with the National Environmental Policy Act of 1969, as amended, and the Federal Land Policy and Management Act of 1976, as amended, the Bureau of Land Management (BLM) has prepared a Supplement to the Draft Environmental Impact Statement (EIS) for the Willow Master Development Plan (MDP), and by this notice is announcing the opening of the comment period. The BLM is also announcing that it will hold public meetings and a subsistence-related hearing to receive comments on the Supplement to the Draft EIS and the proposed project's potential to impact subsistence resources and activities.

The Bureau of Land Management (BLM) hereby provides constructive notice that it will issue an appealable decision approving conveyance of the surface estate in certain lands to Kootznoowoo Incorporated (Kootznoowoo), for the Native village of Angoon, pursuant to the Alaska Native Claims Settlement Act of 1971 (ANCSA) and the Alaska National Interest Lands Conservation Act of 1980 (ANILCA). As provided by ANILCA, the BLM will convey the subsurface estate in a portion of the same lands to Sealaska Corporation when the BLM conveys the surface estate to Kootznoowoo.

In accordance with the National Environmental Policy Act (NEPA), on September 9, 2009, the Bureau of Land Management (BLM) Vernal Field Office issued a Notice of Intent to prepare an Environmental Impact Statement (EIS) for the proposed Greater Chapita Wells Natural Gas Infill Project in Uintah County, Utah. The Notice of Intent announced the beginning of the scoping process for solicitation of input on the identification of issues and evaluation of the effects of the proposed development by EOG Resources, Inc. On March 9, 2018, the BLM issued a Notice of Availability of the draft EIS for Greater Chapita Wells Natural Gas Infill Project in Uintah County, Utah. On June 18, 2018, EOG Resources, Inc. withdrew their proposed action. In order to close out the record, the BLM responded to all comments on the Draft EIS and the solicitors completed their final review on November 26, 2019. The BLM is terminating the EIS process and issuing this Notice of Termination.

As provided for under the Mineral Leasing Act of 1920, as amended, the Bureau of Land Management (BLM) received a petition for reinstatement of competitive oil and gas lease WYW185481 from Allen & Kirmse Limited for land in Sweetwater County, Wyoming. The lessee filed the petition on time, along with all rentals due since the lease terminated under the law. No leases affecting this land were issued before the petition was filed.

The plats of survey of the following described lands are scheduled to be officially filed 30 days after the date of this publication in the Bureau of Land Management (BLM), New Mexico Office, Santa Fe, New Mexico. The surveys announced in this notice are necessary for the management of lands administered by the agency indicated.

Notice is hereby given that the coal resources in the lands described below in La Plata County, Colorado, will be offered for competitive sale by sealed bid, in accordance with the Mineral Leasing Act of 1920, as amended.

The plats of survey for the lands described in this notice are scheduled to be officially filed 30 calendar days after the date of this publication in the BLM Montana State Office, Billings, Montana. The surveys, which were executed at the request of the Bureau of Reclamation, Rapid City Field Office, Rapid City, South Dakota, are necessary for the management of these lands.

The Bureau of Land Management (BLM) hereby provides constructive notice that it will issue an appealable decision approving conveyance of the surface estate in certain lands to Kugkaktlik Limited, for the Native village of Kipnuk, pursuant to the Alaska Native Claims Settlement Act of 1971, as amended (ANCSA). The lands approved for conveyance lie partially within the former Clarence Rhode National Wildlife Range, now known as the Yukon Delta National Wildlife Refuge. The subsurface estate in the lands lying outside the former Clarence Rhode National Wildlife Range will be conveyed to Calista Corporation when the surface estate is conveyed to Kugkaktlik Limited.

In compliance with the National Environmental Policy Act of 1969, as amended (NEPA), and the Federal Land Policy and Management Act of 1976, as amended (FLPMA), the Bureau of Land Management (BLM) Farmington Field Office, Farmington, New Mexico, and Bureau of Indian Affairs (BIA) Navajo Regional Office, Gallup, New Mexico, have prepared a Draft Resource Management Plan Amendment (RMPA) and associated Environmental Impact Statement (EIS). This notice announces a 90-day public review period of the Draft RMPA/EIS, and that the BLM and BIA will hold public meetings to solicit comments.
