In accordance with the Federal Land Policy and Management Act of 1976, as amended, the Federal Advisory Committee Act of 1972, and the Federal Lands Recreation Enhancement Act, the U.S. Department of the Interior, Bureau of Land Management's (BLM) Grand Staircase- Escalante National Monument Advisory Committee will meet as indicated below.

In compliance with the National Environmental Policy Act of 1969, as amended (NEPA), and the Federal Land Policy and Management Act of 1976, as amended, the Bureau of Land Management (BLM) Alaska State Director intends to prepare a resource management plan (RMP) amendment with an associated environmental assessment (EA) for the Campbell Tract Off Highway Vehicle (OHV) Designation Amendment. This notice announces the beginning of the scoping process to solicit public comments and seek input on issues and planning criteria.

The United States Forest Service (USFS) has filed an application with the Bureau of Land Management (BLM) requesting that the Secretary of the Interior withdraw 20,574 acres of National Forest System (NFS) lands in Pennington County, South Dakota, from settlement, sale, location, or entry under the public land laws; location and entry under the United States mining laws; and leasing under the mineral and geothermal leasing laws for 20 years, subject to valid existing rights, to protect the cultural and natural resources of the Pactola ReservoirRapid Creek Watershed, including municipal water for Rapid City and Ellsworth Air Force Base, from the adverse impacts of minerals exploration and development. Publication of this notice segregates the lands from the laws specified for up to 2 years, subject to valid existing rights. This notice initiates a 90-day public comment period and announces a public meeting regarding the USFS application.

In accordance with the Federal Land Policy and Management Act and the Federal Advisory Committee Act, the U.S. Department of the Interior, Bureau of Land Management's (BLM) Alaska Resource Advisory Council (RAC) will meet as follows.

The Department of the Army (Army) has filed an application with the Bureau of Land Management (BLM) for the extension of the current withdrawal in the Fairbanks North Star Borough and the Southeast Fairbanks Census Area, Alaska. The Army requested an extension of the existing approximately 869,862-acre withdrawal for the Yukon Training Area (formerly Fort Wainwright Yukon Training Range) and the Donnelly Training Areas East and West (formerly Fort Greely East and West Training Ranges) from all forms of appropriation under the public land laws, including the mining laws and the mineral leasing and geothermal leasing laws, for 25 years or more, subject to valid existing rights. The existing withdrawal will expire on November 6, 2026. The decision about this application will be made by Congress. This notice advises the public of an opportunity to comment on this application for a withdrawal extension and to attend a public meeting.

In accordance with the Federal Land Policy and Management Act of 1976 and the Federal Advisory Committee Act of 1972, the U.S. Department of the Interior, Bureau of Land Management's (BLM) Idaho Resource Advisory Council (RAC) will meet as indicated below.

This final rule adjusts the level of civil monetary penalties contained in the Bureau of Land Management's (BLM) regulations governing onshore oil and gas operations and coal trespass as required by the Federal Civil Penalties Inflation Adjustment Act Improvements Act of 2015. This final rule is consistent with applicable Office of Management and Budget (OMB) guidance. The penalty adjustments made by this final rule constitute the 2023 annual inflation adjustments, accounting for one year of inflation spanning the period from October 2021 through October 2022.

This Public Land Order (PLO) extends the duration of the withdrawal created by PLO No. 6958, which would otherwise expire March 1, 2023, for an additional 30-year period. PLO No. 6958 withdrew 220 acres of National Forest System land from location and entry under the United States mining laws, but not from leasing under the mineral leasing laws, subject to valid existing rights, to protect and preserve the United States Forest Service (USFS)-managed Crystal Park Recreation Area.

In accordance with the Paperwork Reduction Act of 1995, the Bureau of Land Management (BLM) proposes to renew an information collection.

This Public Land Order (PLO) extends the duration of the withdrawal created by PLO No. 7555, which would otherwise expire on February 12, 2023, for an additional 20-year term. PLO No. 7555 withdrew approximately 2,998 acres of National Forest System lands from location and entry under the United States mining laws, subject to valid existing rights, for the protection of the Russian River and Upper Russian Lake Recreation Corridor near Cooper Landing, Alaska.

In accordance with the Federal Land Policy and Management Act of 1976 and the Federal Advisory Committee Act of 1972, the U.S. Department of the Interior, Bureau of Land Management (BLM) Colorado's Northwest Resource Advisory Council (RAC), Southwest RAC, and Rocky Mountain RAC will meet as follows.

The Las Vegas Field Office announces the temporary closure of certain public lands under its administration. The off-highway vehicle (OHV) race area in the Jean/Roach Dry Lakes Special Recreation Management Area is used by OHV recreationists, and the temporary closure is needed to limit their access to the race area and to minimize the risk of collisions with spectators and racers during the 2023 Southern Nevada Off Road Enthusiasts (SNORE) 250 and Mint 400 OHV Races.

The United States Department of Agriculture, United States Forest Service (USFS), has filed an application with the Bureau of Land Management (BLM) requesting that the Secretary of the Interior extend Public Land Order (PLO) No. 6476, as extended by PLO No. 7572, for an additional 20 years. PLO No. 6476 as extended withdrew 334 acres of National Forest System land from location and entry under the United States mining laws for 20 years, subject to valid existing rights, for protection of the Wheeler Creek Research Natural Area. This notice advises the public of a 90-day opportunity to comment on this application for a withdrawal extension and to request a public meeting.

The Bureau of Land Management (BLM) hereby provides constructive notice that it will issue an appealable decision approving conveyance of the surface estate in certain lands to Ahtna, Incorporated, Successor in Interest to Tazlina, Incorporated for the Native village of Tazlina, pursuant to the Alaska Native Claims Settlement Act of 1971 (ANCSA). The subsurface estate in the same lands will be conveyed to Ahtna, Incorporated when the surface estate is conveyed to Ahtna, Incorporated, Successor in Interest to Tazlina, Incorporated.

The Bureau of Land Management (BLM) announces the availability of the Record of Decision (ROD) for the approved Resource Management Plan (RMP) for the San Juan Islands National Monument (SJINM), located in San Juan County in Washington State. The BLM Oregon/Washington State Director signed the ROD on January 26, 2023, which constitutes the decision of the BLM and makes the approved RMP effective immediately.

The BLM proposes to establish a supplementary rule prohibiting non-permitted roped and aerial activities, and the construction or installation of temporary structures in and along the walls and rims of Mineral and Hell Roaring canyons, as well as on the canyon walls and rims along the Green River corridor connecting these two canyons. The rule would also prohibit climbing in this area without a permit. The permit system for climbing in the special area and the proposed supplementary rule would protect vital wildlife habitat from increasing encroachment of recreational uses.

This notice also announces the comment period on the BLM's proposed area of critical environmental concern (ACEC) within the RMP area.

The Bureau of Land Management (BLM) proposes to sell a 5-acre parcel of public land located in the southern portion of the Las Vegas Valley, Nevada, under the authorities of section 203 of the Federal Land Policy and Management Act of 1976, as amended (FLPMA), BLM land sale regulations, and the Southern Nevada Public Land Management Act of 1998, as amended (SNPLMA). The BLM proposes that the parcel be sold by direct sale to the Clark County Department of Social Services (Clark County), a division of the State of Nevada, at less than the appraised fair market value, for affordable housing purposes pursuant to section 7(b) of SNPLMA and applicable BLM policy.
