Notice is hereby given that a temporary closure will be in effect on public lands administered by the Bureau of Land Management (BLM) Roswell Field Office during the American Endurance Ride Conference's official permitted endurance horseback riding events.

This Public Land Order (PLO) withdraws approximately 4,560 acres of National Forest System lands near Juneau, Alaska, from location and entry under the United States mining laws, and from leasing under the mineral leasing laws, for a 20-year period, subject to valid existing rights, to protect the recreational and natural resource values of the lands adjacent to the Mendenhall Glacier Recreation Area as the Mendenhall Glacier recedes.

The BLM Nevada State Office is the lead agency for purposes of the NEPA analysis with the U.S. National Park Service (NPS), Bureau of Indian Affairs (BIA), and other agencies serving as cooperating agencies.

In accordance with the Federal Land Policy and Management Act of 1976 and the Federal Advisory Committee Act of 1972, the U.S. Department of the Interior, Bureau of Land Management (BLM) Colorado's Rocky Mountain Resource Advisory Council (RAC) is announcing its 2023 summer meeting.

At the request of the Bureau of Land Management (BLM), the Secretary of the Interior proposes to withdraw approximately 170,429 acres of public lands and interests in lands from all forms of entry, appropriation, and disposal under the public land laws; location and entry under the U.S. mining laws; operation of the mineral and geothermal leasing laws; and disposal under the mineral materials laws, subject to valid existing rights. The withdrawal is proposed for a period of five years to maintain the status quo while the Department of the Interior, the State of Utah, and the State of Utah School and Institutional Trust Lands Administration (SITLA) consider a potential land exchange. Subject to valid existing rights, publication of this notice in the Federal Register segregates the lands for two years from the date of publication unless the segregative effect is terminated sooner. This notice also initiates a 90-day public comment period on the proposed withdrawal. A notice for public meeting(s) regarding the proposed withdrawal will be announced separately in the Federal Register, in at least one newspaper having general circulation, and on the agency website at least 30 days before the meeting(s).

In accordance with the Federal Land Policy and Management Act of 1976 and the Federal Advisory Committee Act of 1972, the U.S. Department of the Interior, Bureau of Land Management's (BLM) John Day- Snake Resource Advisory Council (RAC) will meet as follows.

The Bureau of Land Management (BLM) hereby provides constructive notice that it will issue an appealable decision approving conveyance of the surface and subsurface estates in certain lands to Bristol Bay Native Corporation, an Alaska Native regional corporation, pursuant to the Alaska Native Claims Settlement Act of 1971 (ANCSA), as amended.

The Bureau of Land Management (BLM) is soliciting comments on clarifications and significant changes (collectively `changes') to the Proposed Four Rivers Field Office Resource Management Plan (RMP) and Final Environmental Impact Statement (EIS) released in February 2020. The environmental consequences of the proposed changes and clarifications have been analyzed as part of the RMP/EIS process. In compliance with the National Environmental Policy Act of 1969, as amended (NEPA), and the Federal Land Policy and Management Act of 1976, as amended (FLPMA), the Bureau of Land Management (BLM) California State Director intends to prepare a management plan for the Mojave Trails National Monument (MTNM), through an amendment to the approved California Desert Conservation Area (CDCA) land use plan, and an environmental assessment (EA). By this notice, the BLM is announcing the beginning of the scoping period to solicit public comments and Identify issues, providing the planning criteria for public review, and issuing a call for nominations for areas of critical environmental concern (ACECs).

The preparation of an Environmental Impact Statement (EIS) for Hiawatha Regional Energy Development Project is no longer required, and the process is hereby terminated.

The plats of survey of the following described land were officially filed in the Bureau of Land Management (BLM), Arizona State Office, Phoenix, Arizona on the dates indicated. The surveys announced in this notice are necessary for the management of lands administered by the agency indicated.

Pursuant to applicable provisions of the Federal Lands Recreation Enhancement Act (FLREA), the Bureau of Land Management (BLM), Anchorage District Office, intends to establish recreation fees for expanded amenities at the Campbell Creek Science Center located in the Campbell Tract Facility in Anchorage, Alaska.

In compliance with the National Environmental Policy Act of 1969, as amended, and the Federal Land Policy and Management Act of 1976, as amended, the Bureau of Land Management (BLM) announces the availability of the Draft Programmatic Environmental Impact Statement (EIS) for the Approval of Herbicide Active Ingredients for Use on Public Lands.

The Bureau of Land Management (BLM), Pahrump Field Office will accept competitive bids on four parcels of public lands in Nye County, Nevada, for photovoltaic solar energy development: two parcels located within the Amargosa Valley Solar Energy Zone offered for lease, and two parcels to determine preferred right-of-way applicants. The BLM also announces the segregation of the two parcels of public lands outside the Amargosa Valley Solar Energy Zone from appropriation under the public land laws, including the Mining Law, but not the Mineral Leasing or Material Sales Acts, for a period of 2 years from the date of publication of this notice, subject to valid existing rights. This segregation will facilitate the orderly administration of the public lands while the BLM considers potential solar development on the two described parcels.

For orderly management of the public lands subject to Public Land Order 7899, published on January 19, 2021, extended by 60 days on February 18, 2021, and extended for two years on April 16, 2021, the lands described therein shall not be opened until August 31, 2024. This notice also clarifies that the BLM has not published opening orders for PLOs 7900, 7901, 7902, and 7903, and therefore they continue to have no effective date.
