The Bureau of Land Management (BLM) is publishing this notice to explain why the Department of the Interior denied the Governor of Utah's recommendations regarding the Grand Staircase-Escalante National Monument (GSENM) Proposed Resource Management Plan (RMP) and Final Environmental Impact Statement (EIS).

The Bureau of Land Management (BLM) hereby provides constructive notice that it will issue an appealable decision approving conveyance of the surface estate in certain lands to Cook Inlet Region, Inc., an Alaska Native regional corporation, pursuant to the Alaska Native Claims Settlement Act of 1971 (ANCSA), as amended. Ownership of the subsurface estate will be retained by the United States.

The Bureau of Land Management (BLM), and U.S. Department of Agriculture, Forest Service (USDA Forest Service) (jointly "the Agencies") announce the availability of the Records of Decision (ROD) for the Approved Resource Management Plan (RMP) for BLM-administered portions of the Bears Ears National Monument (BENM) and a ROD for the Approval of the Amendment to the 1986 Manti-La Sal National Forest Land and Resource Management Plan (LRMP) that adopts the Approved RMP for USDA Forest Service-administered portions of BENM located in southeastern Utah. The Department of the Interior Principal Deputy Assistant Secretary for Land and Minerals Management signed the BLM ROD, which constitutes the final decision of the BLM and makes the Approved RMP effective immediately on BLM-administered lands. The Manti-La Sal National Forest Supervisor signed the USDA Forest Service ROD approving an amendment to the LRMP to adopt the Approved RMP. The amendment to the LRMP will become effective 30 days after the publication of this notice in the Federal Register.

The Bureau of Land Management (BLM) is publishing this notice of the reasons for the BLM Principal Deputy Director's determination to reject the recommendations of the Governors of California and Utah regarding the Utility-Scale Solar Energy Development Resource Management Plan Amendments (RMPAs).

The Secretary of the Interior proposes to withdraw 308,890 acres of Federal lands located in Nye County, Nevada, from location and entry under the United States mining laws, and from leasing under the mineral and geothermal leasing laws, for 20 years, subject to valid existing rights. The area also includes approximately 40,000 acres, more or less, of non-Federal lands that would be subject to the withdrawal if they are subsequently acquired by the United States. The purpose of the proposed withdrawal is to protect the cultural, recreational, and biological resources of these lands. Publication of this notice temporarily segregates the lands for up to 2 years from location and entry under the United States mining laws and leasing under the mineral and geothermal leasing laws, subject to valid existing rights. The lands will remain open to disposal under the mineral materials laws. This notice initiates a 90-day public comment period and announces a public meeting on the proposed withdrawal, including input related to ongoing mining activities for sepiolite, saponite, and bentonite within the study area related to projected development of valid existing rights.

The Secretary of the Interior proposes to withdraw approximately 1,805 acres of public lands in the Las Vegas Valley from settlement, sale, location, or entry under the public land laws, including from location and entry under the United States mining laws, but not from disposal of mineral materials under the mineral materials disposal laws or leasing under the mineral and geothermal leasing laws, for a period of up to 20 years, subject to valid existing rights. The purpose of the withdrawal would be to protect the natural and cultural resources in the lands adjacent to the Las Vegas Tribe of Paiute Indians of the Las Vegas Indian Colony, Clark County, Nevada. The lands would remain under the management of the Bureau of Land Management (BLM). Publication of this notice temporarily segregates the land for up to 2 years from settlement, sale, location, or entry under the public land laws, including from location and entry under the United States mining laws, subject to valid existing rights, while the application is being processed. The notice initiates a 90-day public comment period and announces an opportunity to request a public meeting regarding the withdrawal proposal.

In compliance with the National Environmental Policy Act of 1969, as amended (NEPA), and the Federal Land Policy and Management Act of 1976, as amended (FLPMA), the Bureau of Land Management (BLM) announces the availability of the Draft Environmental Impact Statement (EIS) for the Ranegras Plains Energy Center, La Paz County, Arizona.

The Bureau of Land Management (BLM) announces the availability of the Record of Decision (ROD) for the Approved Resource Management Plan (RMP) for the Grand Staircase-Escalante National Monument (GSENM) in Utah. Pursuant to the Federal Lands Recreation Enhancement Act (FLREA), the Bureau of Land Management (BLM) Coeur d'Alene Field Office will establish day-use fees at Mica Bay Boater Park and Killarney Lake Campground and Access, located in Kootenai County; and at the Huckleberry Campground in Shoshone County.

Through this notice the Bureau of Land Management (BLM) is segregating public lands for the Bonanza Solar Project right-of-way application from appropriation under the public land laws, including the Mining Law, but not the Mineral Leasing or Material Sales Acts, for a period of 2 years from the date of publication of this notice, subject to valid existing rights. This segregation is to allow for the orderly administration of the public lands to facilitate the consideration of development of renewable energy resources. The public lands segregated by this notice total 6,239 acres.

This Public Land Order (Order) partially revokes two withdrawals created by Secretary's orders dated December 10 and 22, 1928, issued pursuant to the Reclamation Act of June 17, 1902, section 3, to support the Bureau of Reclamation's (BOR) Avalon Reservoir Carlsbad Project. The BOR has determined that 335.25 acres of withdrawn lands are no longer needed for reclamation purposes and has requested that the withdrawals be partially revoked. This Order opens the lands to appropriation under the public land laws, subject to valid existing rights.

On behalf of the United States Department of Agriculture, the United States Forest Service (USFS) has filed an application with the Bureau of Land Management (BLM) requesting that the Secretary of the Interior extend the withdrawal created by Public Land Order (PLO) No. 7664, for an additional 20-year term. PLO No. 7664, which will currently expire on Jun 11, 2026, withdrew 990 acres of National Forest System (NFS) lands located within the Tonto National Forest from location and entry under the U.S. mining laws, subject to valid existing rights, to protect the Diamond Rim Quartz Crystal Interpretative Area, located in Gila County, Arizona, from potential adverse impacts from mining. This notice provides for the public to comment and request a public meeting for the 20-year withdrawal extension application.

The Bureau of Land Management (BLM) announces the availability of the Record of Decision (ROD) for the Approved Resource Management Plan (RMP) for the Rio Puerco Field Office located in central and northwestern New Mexico. The BLM Director signed the ROD on December 23, 2024, which constitutes the decision of the BLM and makes the Approved RMP effective immediately.

The United States Forest Service (USFS) has filed an application requesting that the Secretary of the Interior withdraw approximately 264,441.79 acres of Federal lands in the Ruby Mountains from leasing under the mineral and geothermal laws, for 20 years, subject to valid existing rights. The application also includes approximately 44,670.87 acres of non- Federal lands that would be subject to the withdrawal if they are subsequently acquired by the United States. The purpose of the withdrawal would be to preserve the scenic values, recreational opportunities, outdoor economy, rare wildlife and plant habitat, and cultural resources that the Ruby Mountains and neighboring spaces support. The lands would remain open to location and entry under the U.S. mining laws, and subject to mineral material disposal under the Materials Act of 1947. Publication of this notice temporarily segregates the lands for up to 2 years, initiates a 90-day public comment period, and announces to the public an opportunity to comment and participate in a virtual public meeting on the USFS' withdrawal application.
