Notice of Application for Withdrawal and Opportunity for Public Meeting; California
The United States Forest Service (USFS) has filed an application with the Bureau of Land Management (BLM) requesting that the Secretary of the Interior withdraw approximately 82.5 acres of National Forest System land from location and entry under the United States mining laws, but not leasing under the mineral leasing laws for a 20-year term to protect the recreational resources at the Spanish Creek Campground located in the Plumas National Forest, California. Publication of this notice temporarily segregates the land for up to 2 years from location and entry under the United States mining laws while the withdrawal application is being processed. This notice also gives the public an opportunity to comment on the withdrawal application and to request a public meeting. The land has been and will remain open to such forms of disposition allowed by law on National Forest System land and to mineral leasing, except for location and entry under the mining laws.

The preparation of an Environmental Impact Statement (EIS) for the proposed Uinkaret Mountains Landscape Restoration Project is no longer required and the process is hereby terminated. Pursuant to the National Environmental Policy Act of 1969, as implemented by the Council on Environmental Quality (CEQ) regulations, the Bureau of Land Management (BLM) on October 21, 2014, published a notice of intent (NOI) to prepare an EIS. The EIS would have analyzed proposed vegetation treatments in the Uinkaret Mountains Landscape Restoration Project area.

Notice of Intent To Prepare a Supplemental Environmental Impact Statement for the Alpine Satellite Development Plan for the Proposed Greater Mooses Tooth 2 Development Project, Alaska
In accordance with the National Environmental Policy Act of 1969, as amended (NEPA), the Federal Land Policy and Management Act of 1976, as amended (FLPMA), and the Alaska National Interest Lands Conservation Act of 1980, as amended (ANILCA), the Bureau of Land Management (BLM) Arctic Field Office, Fairbanks, Alaska, intends to prepare a Supplemental Environmental Impact Statement (EIS) for the proposed continuing development of petroleum resources in the Greater Mooses Tooth (GMT) Unit. The development would occur at the proposed Greater Mooses Tooth Two (GMT2) drilling and production pad located within the National Petroleum Reserve in Alaska (NPR-A), a 22.8 million-acre area of BLM-managed land located 200 miles north of the Arctic Circle. The GMT2 development would be connected by road and pipeline to the approved Greater Mooses Tooth One (GMT1) development. The Supplemental EIS is being prepared for the purpose of supplementing the Alpine Satellite Development Plan (ASDP) Final EIS, dated September 2004, regarding the establishment of satellite oil production pads and associated infrastructure within the Alpine field.

The Bureau of Land Management (BLM) is proposing to amend its existing Onshore Oil and Gas Order Number 1 (Onshore Order 1) to require the electronic filing (or e-filing) of all Applications for Permit to Drill (APD) and Notices of Staking (NOS). Currently, Onshore Order 1 states that an ``operator must file an APD or any other required documents in the BLM Field Office having jurisdiction over the lands described in the application,'' but allows for e-filing of such documents in the alternative. This proposal would change that structure to make e-filing the required method of submission, subject to limited exceptions. The BLM is making this change to improve the efficiency and transparency of the APD and NOS processes.

Public Land Order No. 7854; Revocation of Secretarial Order Dated October 13, 1908; Montana
This order revokes the withdrawal created by a Secretarial Order insofar as it affects the remaining 100 acres of land in the Gallatin National Forest reserved for use by the United States Forest Service for the Mill Ranger Station. The Forest Service determined the land is no longer needed for administrative site purposes and the revocation is needed to accommodate a pending land exchange.

Final Supplementary Rules for the Cove Recreation Site, Owyhee County, Idaho
The Bureau of Land Management (BLM) is finalizing supplementary rules for public use of the campground and day use areas at Cove Recreation Site, located along C.J. Strike Reservoir in the Morley Nelson Snake River Birds of Prey National Conservation Area (NCA) in Owyhee County, Idaho. These final supplementary rules are compatible and consistent with the September 2008 Record of Decision (ROD) for the NCA's resource management plan (RMP).
Notice of Crude Helium Auction and Sale for Fiscal Year 2017 Delivery
The Secretary of the Interior (Secretary), through the Bureau of Land Management (BLM) New Mexico State Office, is issuing this Notice to conduct an auction and sale from the Federal Helium Program, administered by the BLM New Mexico Amarillo Field Office. The Helium Stewardship Act of 2013 (HSA) (Pub. L. 113-40) requires the BLM to conduct an annual auction and sale of crude helium. Accordingly, the BLM will use the auction and sale process established in 79 FR 42808, dated July 23, 2014, and further refined in 80 FR 51304, dated August 24, 2015.

Public Land Order No. 7853; Extension of Public Land Order No. 7209, Cape Johnson; Washington
This order extends the duration of the withdrawal created by Public Land Order No. 7209 for an additional 20-year period, which would otherwise expire on July 24, 2016. This extension is necessary to continue to protect the fragile, unique, and endangered natural and cultural resources at Cape Johnson, which is located adjacent to the Olympic National Park in Clallam County, Washington.
Onshore Oil and Gas Operations-Civil Penalties Inflation Adjustments
This rule adjusts the level of civil monetary penalties contained in the Bureau of Land Management's regulations governing onshore oil and gas operations as required by the Federal Civil Penalties Inflation Adjustment Act Improvements Act of 2015 (the ``Act''). The land was conveyed out of Federal ownership in 1966 subject to a reversionary interest which is now proposed for sale under the authority of the Federal Land Policy and Management Act (FLPMA) of 1976, as amended.
