The United States Forest Service (USFS) has filed an application with the Bureau of Land Management (BLM) requesting that the Secretary of the Interior withdraw approximately 82.5 acres of National Forest System land from location and entry under the United States mining laws, but not leasing under the mineral leasing laws for a 20-year term to protect the recreational resources at the Spanish Creek Campground located in the Plumas National Forest, California. Publication of this notice temporarily segregates the land for up to 2 years from location and entry under the United States mining laws while the withdrawal application is being processed. This notice also gives the public an opportunity to comment on the withdrawal application and to request a public meeting. The land has been and will remain open to such forms of disposition allowed by law on National Forest System land and to mineral leasing, except for location and entry under the mining laws.

The Bureau of Land Management (BLM) Colorado State Office is publishing this notice to inform the public of the intent to officially file the survey plats listed below and afford a proper period of time to protest this action prior to the plat filing. During this time, the plats will be available for review in the BLM Colorado State Office.

The Bureau of Land Management (BLM) announces that the Wild Horse and Burro Advisory Board will conduct a meeting on matters pertaining to management and protection of wild, free-roaming horses and burros on the Nation's public lands.

The GMT2 development would be connected by road and pipeline to the approved Greater Mooses Tooth One (GMT1) development. The Supplemental EIS is being prepared for the purpose of supplementing the Alpine Satellite Development Plan (ASDP) Final EIS, dated September 2004, regarding the establishment of satellite oil production pads and associated infrastructure within the Alpine field.

The petition was filed on time and consistent with the Mineral Leasing Act of 1920. The lessee has paid the required rentals accruing from the date of termination. No leases that affect these lands were issued before the petition was filed.

In compliance with the Paperwork Reduction Act, the Bureau of Land Management (BLM) invites public comments on, and plans to request approval to continue, the collection of information from those who wish to participate in the exploration, development, production, and utilization of geothermal resources on BLM-managed public lands, and on lands managed by other Federal agencies. The Office of Management and Budget (OMB) has assigned control number 1004-0132 to this information collection.

Linn Energy Holdings LLC, MBI Oil and Gas LLC, Montana Oil Properties Inc., Slawson Exploration Company Inc. and Stewart Geological Inc. have timely filed a petition for reinstatement of competitive oil and gas lease NDM 98943, which is located in Mountrail County, North Dakota. The petition was filed on time and consistent with the Mineral Leasing Act of 1920. The lessee has paid the required rentals accruing from the date of termination. No leases were issued that affect these lands.

In compliance with the Paperwork Reduction Act (PRA), the Bureau of Land Management (BLM) invites public comments on, and plans to request approval to continue, the collection of information from private landowners in western Oregon who are authorized to transport timber over roads controlled by the BLM. The Office of Management and Budget (OMB) has assigned control number 1004-0168 to this information collection.

On behalf of the Bureau of Land Management (BLM), the Assistant Secretary of the Interior for Land and Minerals Management proposes to withdraw, subject to valid existing rights, 747.10 acres of public land from settlement, sale, location and entry under the public land laws, including the United States mining laws, the mineral and geothermal leasing laws, and disposal under the Materials Act of 1947, for a period of 20 years. The proposed withdrawal is needed to protect the unique recreational, historical, and visual resources, and the Federal financial investment at the Simpson Springs Recreation Management Area (SSRMA) and Historic Site in Tooele County, Utah. This notice temporarily segregates the land for up to 2 years from settlement, sale, location and entry under the public land laws, including the United States mining laws, the mineral and geothermal leasing laws, and disposal under the Material Act of 1947, while the application is processed. This notice also gives an opportunity to comment on or request a public meeting in connection with the proposed withdrawal.

The Bureau of Land Management (BLM) is finalizing supplementary rules for public use of the campground and day use areas at Cove Recreation Site, located along C.J. Strike Reservoir in the Morley Nelson Snake River Birds of Prey National Conservation Area (NCA) in Owyhee County, Idaho. These final supplementary rules are compatible and consistent with the September 2008 Record of Decision (ROD) for the NCA's resource management plan (RMP).

This order extends the duration of the withdrawal created by Public Land Order No. 7209 for an additional 20-year period, which would otherwise expire on July 24, 2016. This extension is necessary to continue to protect the fragile, unique, and endangered natural and cultural resources at Cape Johnson, which is located adjacent to the Olympic National Park in Clallam County, Washington.

In accordance with the National Environmental Policy Act of 1969, as amended (NEPA), and the Federal Land Policy and Management Act of 1976, as amended, the Bureau of Land Management (BLM) has prepared a Final Environmental Impact Statement (EIS) for the Monument Butte Area Oil and Gas Development Project and is announcing its availability.

This notice also gives an opportunity for the public to comment on the application and to request a public meeting.

Notice is hereby given that the Skinny Dipper Hot Springs, which is located on public lands administered by the Four Rivers Field Office, Bureau of Land Management (BLM), is closed to all uses.

The Assistant Secretary of the Interior for Land and Minerals Management proposes to extend the duration of Public Land Order (PLO) No. 7246 for an additional 20-year term. PLO No. 7246 withdrew 44.48 acres of public land from settlement, sale, location, or entry under the general land laws, including the United States mining laws, but not from the mineral leasing laws, to protect the Edson Creek Park recreation site in Curry County, Oregon. Public Land Order No. 7246 will expire on February 19, 2017, unless extended. This notice gives the public an opportunity to comment on the proposed action and to request a public meeting.
