The lessee filed the petition on time, along with all rentals due since the lease terminated under the law. No leases affecting this land were issued before the petition was filed. The BLM proposes to reinstate the lease.

The Bureau of Land Management (BLM) proposes to offer 20 parcels of public land totaling 87.5 acres in the Las Vegas Valley (Valley) by competitive sale, at not less than the appraised Fair Market Values (FMV) pursuant to the Southern Nevada Public Land Management Act of 1998 (SNPLMA), as amended. The sale will be subject to the applicable provisions of Section 203 of the Federal Land Policy and Management Act of 1976 (FLPMA) and BLM land sale regulations. The BLM is also terminating portions of the Recreation and Public Purposes (R&PP) Classification and Segregation of three parcels of land in Clark County.

The BLM will incorporate the analysis for the RMP amendment into a Federal Energy Regulatory Commission (FERC) Environmental Impact Statement (EIS) for the Lake Powell Pipeline Project. FERC is the lead agency and the BLM is a cooperating agency. FERC's EIS will analyze the proposed Lake Powell Pipeline Project and the proposed RMP amendment to consider allowing development of the Lake Powell Pipeline within the Kanab Creek ACEC. By this notice the BLM is announcing the beginning of the scoping process to solicit public comments and identify issues pursuant to BLM's land use planning regulations.

The State of Alaska has filed an application with the Bureau of Land Management (BLM) for a Recordable Disclaimer of Interest (RDI) from the United States in those lands underlying the Taku River located in southeast Alaska. The State of Alaska asserts that the Taku River was navigable and unreserved at the time of Alaska Statehood in 1959.

As requested by Yellow Pine Solar, LLC, and in compliance with the National Environmental Policy Act of 1969, as amended (NEPA), the BLM Las Vegas Field Office will prepare an Environmental Impact Statement (EIS) for a proposed solar project located approximately 10 miles southeast of Pahrump, Nevada, and approximately 32 miles west of Las Vegas, Nevada. Publication of this Notice initiates the scoping process and opens a 90-day public comment period. Publication of this Notice also serves to segregate the public lands from appropriation under the public land laws, including location and entry under the Mining Law, but not disposal under the Mineral Leasing Act or the Materials Act, subject to valid existing rights. This Notice initiates the public scoping process and the segregation.

The Bureau of Land Management (BLM) has examined and found suitable for lease to the City of Mesquite, Nevada, for airport purposes under the Act of May 24, 1928, as amended, a parcel of public land located in Mohave County, Arizona, totaling approximately 6.005 acres. The City of Mesquite has applied for a renewal lease and to amend its lease to bring it into Federal Aviation Administration (FAA) safety compliance standards.

This Order revokes in part a Secretarial Order dated December 12, 1917, which established Water Power Designation No. 14, insofar as it affects 350 acres of Revested Oregon and California Railroad Grant Lands administered by the United States Forest Service. Subject to valid existing rights, Section 24 of the Federal Power Act, the provisions of existing withdrawals, other segregations of record, and the requirements of applicable law, this Order opens the lands to a Federal land exchange.

As provided for under the Mineral Leasing Act of 1920, as amended, the Bureau of Land Management (BLM) received a petition for reinstatement of competitive oil and gas lease WYW180625 from Kirkwood Oil & Gas LLC for land in Converse County, Wyoming. The lessee filed the petition on time, along with all rentals due since the lease terminated under the law. No leases affecting this land were issued before the petition was filed. The BLM proposes to reinstate the lease.

In accordance with the National Environmental Policy Act of 1969, as amended (NEPA), and the Federal Land Policy and Management Act of 1976, as amended (FLPMA), the Bureau of Land Management (BLM) has prepared a Final Supplemental Environmental Impact Statement (EIS) and Proposed Land Use Plan Amendment to the California Desert Conservation Area (CDCA) Plan for the Palen Solar Project, and by this notice is announcing its availability. This document is also an Environmental Impact Report (EIR) prepared by Riverside County under the California Environmental Quality Act (CEQA).

In accordance with Section 204 of the Federal Land Policy and Management Act of 1976, as amended (FLPMA), the Secretary of the Interior proposes to withdraw approximately 769,724 acres of Federal land in Churchill, Lyon, Mineral, Nye, and Pershing Counties, Nevada, for up to 4 years from all forms of appropriation under the public land laws, including the mining laws, the mineral leasing laws, and the geothermal leasing laws, subject to valid existing rights. The petition/application also requests withdrawal of 68,804 acres of Federal land in the Dixie Valley Training Area from the mineral leasing laws (not currently withdrawn from these laws under Section 3016 of the National Defense Authorization Act (NDAA) for Fiscal Year 2000 (NDAA 2000), subject to valid existing rights. In accordance with the National Environmental Policy Act of 1969, as amended, and the Federal Land Policy and Management Act of 1976, as amended (FLPMA), the Bureau of Land Management (BLM) has prepared the Utah Draft Resource Management Plan (RMP) Amendment and Draft Environmental Impact Statement (EIS) for the Utah Greater Sage- Grouse (GRSG) Planning Area and by this notice is announcing the opening of the comment period. BLM Utah is soliciting comments on the entire Draft EIS, as well as the specific planning issues mentioned in this NOA, and the cumulative effects analysis.
