Fire Protection for Nuclear Power Plants
The U.S. Nuclear Regulatory Commission (NRC) is issuing Revision 4 to Regulatory Guide (RG), 1.189, ``Fire Protection for Nuclear Power Plants.'' This RG describes an approach that is acceptable to the NRC staff to meet the regulatory requirements in the NRC's regulations governing a civilian nuclear power generating plant's fire protection program.
Risk-Informed, Performance-Based Fire Protection for Existing Light-Water Nuclear Power Plants
The U.S. Nuclear Regulatory Commission (NRC) is issuing Revision 2 to Regulatory Guide (RG), RG 1.205, ``Risk-Informed, Performance-Based Fire Protection for Existing Light-Water Nuclear Power Plants''. This RG describes an approach that is acceptable to the NRC staff to meet the regulatory requirements in the NRC's regulations and the National Fire Protection Association (NFPA) Standard 805, ``Performance-Based Standard for Fire Protection for Light Water Reactor Electric Generating Plants,'' 2001 Edition, which is incorporated by reference in the NRC's regulations.
List of Approved Spent Fuel Storage Casks: Holtec International HI-STORM 100 Cask System Certificate of Compliance No. 1014, Amendment No. 15
The U.S. Nuclear Regulatory Commission (NRC) is confirming the effective date of June 14, 2021, for the direct final rule that was published in the Federal Register on March 29, 2021. The direct final rule amends the NRC's spent fuel storage regulations by revising the Holtec International HI-STORM 100 Cask System listing within the ``List of approved spent fuel storage cask'' to include Amendment No. 15 to Certificate of Compliance No. 1014.
Control of Heavy Loads at Nuclear Facilities
On May 4, 2021, the U.S. Nuclear Regulatory Commission (NRC) solicited comments on draft regulatory guide (DG), DG-1381, ``Control of Heavy Loads at Nuclear Facilities.'' The public comment period was originally scheduled to close on June 3, 2021. The NRC has decided to extend the public comment period to allow more time for members of the public to develop and submit their comments.
Issuance of Multiple Exemptions in Response to COVID-19 Public Health Emergency
The U.S. Nuclear Regulatory Commission (NRC) issued four exemptions in response to requests from three licensees. The exemptions afford these licensees temporary relief from certain requirements under NRC regulations. The exemptions are in response to the licensees' requests for relief due to the coronavirus 2019 disease (COVID-19) public health emergency (PHE). The NRC is issuing a single notice to announce the issuance of the exemptions.
Supplemental Guidance for Radiological Consequence Analyses Using Alternative Source Terms
The U.S. Nuclear Regulatory Commission (NRC) is soliciting public comment on its draft Interim Staff Guidance (ISG) Supplemental Guidance for Radiological Consequence Analyses Using Alternative Source Terms. This draft ISG proposes changes to the NRC's license amendment request (LAR) review guidance document. This ISG is not intended as standalone guidance but instead supplements NUREG-0800, ``Standard Review Plan for the Review of Safety Analysis Reports for Nuclear Power Plants: LWR [Light-Water Reactor] Edition'' Section 15.0.1, ``Radiological Consequence Analyses Using Alternative Source Terms.'' NUREG-0800, Section 15.0.1 was published in July 2000 and is not scheduled to be updated for several years. This ISG provides additional guidance for the NRC staff reviewing LARs that request to increase the main steam isolation valve (MSIV) leakage allowed by technical specifications (TS) for boiling water reactors (BWRs).

Monthly Notice; Applications and Amendments to Facility Operating Licenses and Combined Licenses Involving No Significant Hazards Considerations
Pursuant to section 189.a.(2) of the Atomic Energy Act of 1954, as amended (the Act), the U.S. Nuclear Regulatory Commission (NRC) is publishing this regular monthly notice. The Act requires the Commission to publish notice of any amendments issued, or proposed to be issued, and grants the Commission the authority to issue and make immediately effective any amendment to an operating license or combined license, as applicable, upon a determination by the Commission that such amendment involves no significant hazards consideration (NSHC), notwithstanding the pendency before the Commission of a request for a hearing from any person. This monthly notice includes all amendments issued, or proposed to be issued, from April 2, 2021, to April 29, 2021. The last monthly notice was published on April 20, 2021.
List of Approved Spent Fuel Storage Casks: TN Americas LLC Standardized NUHOMS® Horizontal Modular Storage System, Certificate of Compliance No. 1004, Renewed Amendment No. 17
The U.S. Nuclear Regulatory Commission (NRC) is confirming the effective date of June 7, 2021, for the direct final rule that was published in the Federal Register on March 24, 2021. This direct final rule amended the TN Americas LLC Standardized NUHOMS[supreg] Horizontal Modular Storage System listing in the ``List of approved spent fuel storage casks'' to include Renewed Amendment No. 17 to Certificate of Compliance No. 1004. Renewed Amendment No. 17 revises the certificate of compliance technical specifications to add Heat Load Zoning Configurations 11-13 for the 61BTH Type 2 dry shielded canister and change the maximum assembly heat load from 1.2kW to 1.7kW.
Southern Nuclear Operating Company Inc; Vogtle Electric Generating Plant Unit 4
The U.S. Nuclear Regulatory Commission (NRC) has issued an exemption in response to a March 6, 2020, request from Southern Nuclear Operating Company, Inc. (SNC), as applicable to Vogtle Electric Generating Plant (VEGP) Unit 4. Specifically, the NRC has exempted SNC from the requirement for VEGP Unit 4 to conduct an emergency preparedness exercise prior to its initial fuel load.

The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment draft regulatory guide (DG), DG-1371, ``Quality Group Classifications and Standards for Water-, Steam-, and Radioactive- Waste-Containing Components of Nuclear Power Plants.'' This proposed Revision 6 of Regulatory Guide (RG) 1.26, incorporates additional information that provides guidance for alternative quality classification systems for components in light-water reactor (LWR) nuclear power plants and updates the staff position regarding classification of Quality Group C components to reflect the latest guidance on systems that contain radioactive material since Revision 5 (02/2017), of RG 1.26 was issued. The appendices to this RG provide guidance for alternative quality classification systems for components in LWR nuclear power plants.
Vermont Yankee and US Ecology Idaho Alternate Disposal Request
The U.S. Nuclear Regulatory Commission (NRC) is considering issuing an approval to NorthStar Nuclear Decommissioning Co., LLC (NorthStar, or the licensee) for alternate disposal of low-activity radioactive wastewater containing byproduct material from the Vermont Yankee Nuclear Power Station (VY) located in Vernon, Vermont. Additionally, the NRC is considering the related action of approving an exemption to US Ecology Idaho (USEI) from licensing to allow USEI to receive and possess the byproduct radioactive materials from VY without an NRC license. The NRC staff is issuing an environmental assessment (EA) and finding of no significant impact (FONSI) associated with the proposed approvals.
Virginia Electric and Power Company; Surry Power Station, Units 1 and 2
The U.S. Nuclear Regulatory Commission (NRC) has issued Subsequent Renewed Facility Operating License Nos. DPR-32 and DPR-37 to Virginia Electric and Power Company (Dominion Energy Virginia, Dominion, or the licensee), for Surry Power Station, Units 1 and 2, respectively. In addition, the NRC has prepared a record of decision (ROD) that supports the NRC's decision to issue Subsequent Renewed Facility Operating License Nos. DPR-32 and DPR-37.
Categorical Exclusions From Environmental Review
The U.S. Nuclear Regulatory Commission (NRC) is publishing an advance notice of proposed rulemaking to obtain input from stakeholders on its plan to amend NRC regulations on categorical exclusions for licensing, regulatory, and administrative actions that individually or cumulatively do not have a significant effect on the human environment. The NRC will consider public comments received on its potential changes and on questions related to categorical exclusions to inform a rulemaking that is planned for publication in fiscal year 2022. The NRC will hold a public meeting during the comment period to facilitate public participation.
Criteria To Return Retired Nuclear Power Reactors to Operations
The U.S. Nuclear Regulatory Commission (NRC) is denying a petition for rulemaking (PRM), dated December 26, 2018, submitted by George Berka (petitioner). The petition was docketed by the NRC on February 19, 2019, and was assigned Docket No. PRM-50-117. The petitioner requested that the NRC allow the owner or operator of a nuclear power reactor an opportunity to return a retired facility to full operational status, even if the operating license for the facility had previously been surrendered. The NRC is denying the petition because the issue does not involve a significant safety or security concern and the existing regulatory framework may be used to address the issue raised by the petitioner. In addition, the nuclear industry has not expressed a strong interest in returning retired plants to operational status and proceeding with rulemaking to develop a new regulatory framework that may not be used is not a prudent use of resources.
Southern Nuclear Operating Company, Inc; Vogtle Electric Generating Plant, Units 3 and 4; Inspections, Tests, Analyses, and Acceptance Criteria

Palo Verde Nuclear Generating Station, Units 1, 2, and 3, and Independent Spent Fuel Storage Installation; Consideration of Approval of Transfer of Licenses
The U.S. Nuclear Regulatory Commission (NRC, the Commission) received and is considering approval of an indirect license transfer application filed by El Paso Electric Company (EPE) on March 18, 2021. The application seeks NRC approval of the indirect transfer of EPE's possession-only non-operating interests in Renewed Facility Operating License Nos. NPF-41, NPF-51, and NPF-74 for Palo Verde Nuclear Generating Station (Palo Verde), Units 1, 2, and 3, respectively, and the general license for the Palo Verde Independent Spent Fuel Storage Installation (ISFSI) as a result of the acquisition of an approximately 33.3 percent membership interest in IIF US Holding 2 GP, LLC (IIF US 2 GP)the general partner of IIF US Holding 2 LP (IIF US 2)by a private individual, Anne Cleary, subsequent to the retirement and relinquishment of an approximately 33.3 percent IIF US 2 GP membership interest held by Dennis Clarke.
Control of Heavy Loads at Nuclear Facilities
The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment draft regulatory guide (DG), DG-1381, ``Control of Heavy Loads at Nuclear Facilities.'' This DG is a proposed new regulatory guide to endorse selected national consensus standards related to heavy load handling that replace NRC technical reports. The national consensus standards provide greater flexibility in the selection of lifting equipment and have incorporated recent operating experience to provide a more accurate risk-informed perspective of heavy load handling activities.

For the amendment request, the NRC proposes to determine that it involves no significant hazards consideration (NSHC). Because the amendment request contains sensitive unclassified non-safeguards information (SUNSI), an order imposes procedures to obtain access to SUNSI for contention preparation.

The U.S. Nuclear Regulatory Commission (NRC, the Commission) received and is considering approval of an application filed by Exelon Generation Company, LLC (EGC), on behalf of itself and Exelon Corporation; Exelon FitzPatrick, LLC; Nine Mile Point Nuclear Station, LLC (NMP LLC); R. E. Ginna Nuclear Power Plant, LLC (Ginna LLC); and Calvert Cliffs Nuclear Power Plant, LLC (Calvert LLC) (collectively, the applicants), on February 25, 2021. The applicants seek NRC approval of the indirect transfer of their facility operating licenses, materials license, and general licenses. The NRC is also considering amending the licenses for administrative purposes to reflect the proposed transfer. The application contains sensitive unclassified non- safeguards information (SUNSI).
