Exelon Generation Corporation, LLC; Calvert Cliffs Independent Spent Fuel Storage Installation
The U.S. Nuclear Regulatory Commission (NRC) has issued a renewed license to Exelon Generation Corporation, LLC (Exelon Generation), for its Materials License SNM-2505 for the receipt, possession, transfer, and storage of spent fuel at the Calvert Cliffs independent spent fuel storage installation (ISFSI), located in Calvert County, Maryland. The renewed license authorizes operation of the Calvert Cliffs ISFSI in accordance with the provisions of the renewed license and its Technical Specifications (TS). The renewed license expires on November 30, 2052.
Virgil C. Summer Nuclear Station, Units 2 and 3; South Carolina Electric & Gas Company; Reclassification of Portions of Human Factors Verification and Validation Planning Documents
The U.S. Nuclear Regulatory Commission (NRC) is granting an exemption to allow a departure from the certification information of Tier 2* of the generic design control document (DCD) and issuing License Amendment No. 18 to Combined Licenses (COL), NPF-93 and NPF-94. The COLs were issued to South Carolina Electric & Gas Company (SCE&G), and South Carolina Public Service Authority, (the licensee), for construction and operation of the Virgil C. Summer Nuclear Station (VCSNS), Units 2 and 3 located in Fairfield County, South Carolina. The amendment revises the updated final safety analysis report (UFSAR) by reclassifying portions of the five Tier 2* Human Factors & Validation (V&V) Technical Reports listed in the UFSAR Table 1.6-1 and Chapter 18, Subsection 18.11.2. The granting of the exemption allows the changes to Tier 2* information asked for in the amendment. Because the acceptability of the exemption was determined in part by the acceptability of the amendment, the exemption and amendment are being issued concurrently.
South Carolina Electric & Gas Company, Virgil C. Summer Nuclear Station, Unit 1; Withdrawal of License Amendment Application
The U.S. Nuclear Regulatory Commission (NRC) has granted the request of South Carolina Electric & Gas Company to withdraw its application dated March 26, 2014, supplemented on April 17, 2014, for a proposed amendment to Renewed Facility Operating License NPF-12. The proposed amendment would have revised the Virgil C. Summer Nuclear Station, Unit 1, Radiation Emergency Plan.
Physical Protection of Category 1 and Category 2 Quantities of Radioactive Material
The U.S. Nuclear Regulatory Commission (NRC) has received a petition for rulemaking from Anthony R. Pietrangelo on behalf of the Nuclear Energy Institute (NEI or the petitioner) dated June 12, 2014, requesting that the NRC amend its regulations to ``remove unnecessary and burdensome requirements on licensees with established physical security programs.'' The petition was docketed by the NRC on July 17, 2014, and has been assigned Docket No. PRM-37-1. The NRC is requesting public comments on this petition for rulemaking.
Biweekly Notice; Applications and Amendments to Facility Operating Licenses and Combined Licenses Involving No Significant Hazards Considerations
Pursuant to Section 189a. (2) of the Atomic Energy Act of 1954, as amended (the Act), the U.S. Nuclear Regulatory Commission (NRC) is publishing this regular biweekly notice. The Act requires the Commission to publish notice of any amendments issued, or proposed to be issued and grants the Commission the authority to issue and make immediately effective any amendment to an operating license or combined license, as applicable, upon a determination by the Commission that such amendment involves no significant hazards consideration, notwithstanding the pendency before the Commission of a request for a hearing from any person. This biweekly notice includes all notices of amendments issued, or proposed to be issued from October 2, 2014 to October 15, 2014. The last biweekly notice was published on October 14, 2014.
Exelon Generation Company, LLC; Limerick Generating Station, Units 1 and 2
The U.S. Nuclear Regulatory Commission (NRC) has issued renewed facility operating license Nos. NPF-39 and NPF-85 to Exelon Generation Company, LLC (the licensee), the operator of the Limerick Generating Station, Units 1 and 2 (Limerick). Renewed facility operating license Nos. NPF-39 and NPF-85 authorize operation of Limerick by the licensee at reactor core power levels not in excess of 3515 megawatts thermal for each unit, in accordance with the provisions of the Limerick renewed licenses and technical specifications. In addition, the NRC has prepared a record of decision (ROD) that supports the NRC's decision to renew facility operating license Nos. NPF-39 and NPF-85.
Northern States Power Company; Prairie Island Nuclear Generating Plant; Independent Spent Fuel Storage Installation
The U.S. Nuclear Regulatory Commission (NRC) is considering issuance of an exemption for special nuclear materials (SNM) license number SNM-2506 issued initially in July 1993 and held by Northern States Power Company, a Minnesota corporation (NSPM or the licensee) doing business as Xcel Energy, for the operation of the Prairie Island Nuclear Generating Plant (PINGP) independent spent fuel storage installation (ISFSI).

The U.S. Nuclear Regulatory Commission (NRC) is re-issuing an Environmental Assessment (EA) and Finding of No Significant Impact (FONSI) for the proposed renewal of NRC License SNM-2505 for the continued operation of the Independent Spent Fuel Storage Installation (ISFSI) at the Exelon Generation Corporation, LLC (Exelon Generation), Calvert Cliffs Nuclear Power Plant site in Calvert County, Maryland. The re-issued EA includes the NRC staff's consideration of the impacts of continued storage of spent nuclear fuel (as documented in NUREG- 2157, ``Generic Environmental Impact Statement for Continued Storage of Spent Fuel'') as an appendix to the EA. The re-issued EA also includes an update to the cumulative impacts assessment to address new information about reasonably foreseeable future actions in the vicinity of or associated with the ISFSI site.
Applicability of ASME Code CaseN-770-1, as Conditioned by Federal Regulation, to Branch Connection Butt Welds
The U.S. Nuclear Regulatory Commission (NRC) is seeking public comment on draft regulatory issue summary (RIS) 2014-XX. This draft RIS is addressed to all holders of an operating license or construction permit for a pressurized water nuclear power reactor under the NRC's regulations, except those who have permanently ceased operations and have certified that fuel has been permanently removed from the reactor vessel. This draft RIS would inform these entities about reactor coolant system Alloy 82/182 branch connection dissimilar metal nozzle weld that may be of a butt weld configuration and therefore require inspection under the NRC's regulations. This RIS also informs these entities of a licensee's recent misclassification and missed inspections to Alloy 82/182 dissimilar metal butt welds in branch connections of primary coolant loop piping.

Zion Solutions, LLC; Zion Nuclear Power Station, Units 1 and 2; Independent Spent Fuel Storage Installation
The U.S. Nuclear Regulatory Commission (NRC) is considering issuing an exemption to the spent fuel storage requirements applicable to Zion Solutions, LLC. (hereafter, ZS or the applicant), general license to operate an Independent Spent Fuel Storage Installation (ISFSI) at the Zion Nuclear Power Station (ZNPS). ZS seeks approval to load MAGNASTOR storage casks (Certificate of Compliance (CoC) No. 72- 1031) in a different manner than permitted by any amendment to the MAGNASTOR CoC, but which the NRC has previously reviewed as a proposed amendment to that CoC. The applicant is currently loading storage casks and maintains that relief from requirements provides flexibility in operations, minimizes equipment runtime and repair, and minimizes personnel dose.

Economic Simplified Boiling-Water Reactor Design Certification
The U.S. Nuclear Regulatory Commission (NRC) is adopting a new rule certifying the Economic Simplified Boiling-Water Reactor (ESBWR) standard plant design. This action is necessary so that applicants or licensees intending to construct and operate an ESBWR design may do so by referencing this design certification rule (DCR). Southern California Edison Company San Onofre Nuclear Generating Station, Units 2 and 3
On September 23, 2014, the U.S. Nuclear Regulatory Commission (NRC) received the Post-Shutdown Decommissioning Activities Report (PSDAR) and the Site Specific Decommissioning Cost Estimate (DCE), dated September 23, 2014, for the San Onofre Nuclear Generating Station (SONGS), Units 2 and 3. The PSDAR, which includes the DCE, provides an overview of Southern California Edison Company's (SCE's, or the licensee's) planned decommissioning activities, schedule, projected costs, and environmental impacts for SONGS Units 2 and 3. The NRC will hold a public meeting to discuss the PSDAR and DCE and receive comments.

Tennessee Valley Authority; Browns Ferry Nuclear Plant, Unit Nos. 1, 2, and 3
The U.S. Nuclear Regulatory Commission (NRC) has accepted the request of Tennessee Valley Authority (TVA) to withdraw its application dated June 28, 2004, for a proposed amendment to Renewed Facility Operating License (RFOL) No. DPR-33 for Browns Ferry Nuclear Plant (BFN), Unit No. 1, and its application dated June 25, 2004, for proposed amendments to RFOL Nos. DPR-52 and DPR-68 for BFN Unit Nos. 2 and 3. The proposed amendments would have increased the maximum authorized power level from the current 3458 megawatt thermal (MWt) to 3952 MWt (approximately 15 percent) for BFN Unit Nos. 1, 2, and 3.
