This proceeding involves an
application by Florida Power & Light
Company for a license amendment for
Turkey Point Nuclear Generating Units
3 and 4, located in Miami-Dade County,
Florida. The requested amendment
seeks to revise the ultimate heat sink
(UHS) water temperature limit in the
Turkey Point Technical Specifications
and to revise surveillance requirements
for monitoring the UHS temperature and
component cooling water heat
exchangers. In response to a notice filed
in the Federal Register, see 79 FR
47,689 (Aug. 14, 2014), a Petition to
Intervene was filed initially via email on
October 14, 2014, and subsequently via
