The purpose of this draft RIS is to inform addressees about reactor coolant system Alloy 82/182 branch connection dissimilar metal nozzle welds that may be of a butt weld configuration and therefore require inspection under the NRC's regulations. The public comment period was originally scheduled to close on December 8, 2014. The NRC has decided to extend the public comment period to allow more time for members of the public to develop and submit their comments.

The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment draft regulatory guide (DG), DG-1309, ``Guidelines for Evaluating the Effects of Light-Water Reactor Coolant Environments in Fatigue Analyses of Metal Components.'' This guide, Revision 1 of Regulatory Guide 1.207 has been revised to consolidate, update, and replace previous NRC staff guidance on the effects of light-water reactor coolant environments on the fatigue lives of nuclear power plant components. This proposed revision provides an alternative to previous guidance provided for new reactors in Revision 0 of this guide, as well as to previous guidance provided for license renewal of operating reactors in the Generic Aging Lessons Learned (GALL) Report and the Standard Review Plan for License Renewal (SRP-LR). This guide supports reviews of applications for new nuclear reactor construction that are licensed under the NRC's regulations.

On July 25, 2014, the U.S. Nuclear Regulatory Commission (NRC) published for comment an advance notice of proposed rulemaking (ANPR) to obtain input from stakeholders on the development of a draft regulatory basis. The draft regulatory basis would identify potential changes to the NRC's current radiation protection regulations. The potential changes, if implemented, would achieve a closer alignment between the NRC's radiation protection regulations and the recommendations of the International Commission on Radiological Protection (ICRP) contained in ICRP Publication 103 (2007). The public comment period was originally scheduled to close on November 24, 2014. The NRC has decided to extend the public comment period on the ANPR to provide additional time for members of the public and other stakeholders to develop and submit their comments.

The U.S. Nuclear Regulatory Commission (NRC) invites public comment about our intention to request the OMB's approval for renewal of an existing information collection that is summarized below. We are required to publish this notice in the Federal Register under the provisions of the Paperwork Reduction Act of 1995 (44 U.S.C. Chapter 35). Information pertaining to the requirement to be submitted: 1. The title of the information collection: 10 CFR Part 31, General Domestic Licenses for Byproduct Material. 2. Current OMB approval number: 3150-0016. 3. How often the collection is required: Reports are submitted as events occur. General license registration requests may be submitted at any time. Changes to the information on the registration may be submitted as they occur. 4. Who is required or asked to report: Persons receiving, possessing, using, or transferring devices containing byproduct material. 5. The number of annual respondents: 10,929 (971 NRC respondents, 9,958 Agreement State respondents). 6. The number of hours needed annually to complete the requirement or request: 36,186 hours (4,843 hours for NRC licensees + 31,343 hours for Agreement State licensees). 7. Abstract: Part 31 of Title 10 of the Code of Federal Regulations (10 CFR), establishes general licenses for the possession and use of byproduct material in certain devices. General licensees are required to keep testing records and submit event reports identified in Part 31, which assist the NRC in determining with reasonable assurance that devices are operated safely and without radiological hazard to users or the public. Submit, by January 20, 2015, comments that address the following questions: 1. Is the proposed collection of information necessary for the NRC to properly perform its functions? Does the information have practical utility? 2. Is the burden estimate accurate? 3. Is there a way to enhance the quality, utility, and clarity of the information to be collected? 4. These changes include updating the address for the NRC's Public Document Room (PDR), updating a footnote, correcting mathematical errors, correcting references, correcting typographical and grammatical errors, and revising language for clarity and consistency. This final rule also makes changes to the time period by which a Federal agency must refer a debt for collection through offset, and makes conforming changes to the regulations to reflect the transfer of Mississippi to NRC Region IV.

The U.S. Nuclear Regulatory Commission (NRC) is issuing Regulatory Issue Summary (RIS) 2014-11, ``Information on Licensing Applications for Fracture Toughness Requirements for Ferritic Reactor Coolant Pressure Boundary Components.'' This RIS provides guidance to applicants for, and holders of, nuclear power reactor licenses, construction permits, standard design approvals, and manufacturing licenses, and applicants for standard design certifications, on the scope and detail of information that should be provided in licensing applications regarding reactor vessel fracture toughness and associated pressure-temperature limits. The RIS explains that these entities should ensure that pressure-temperature limits developed in accordance with NRC requirements sufficiently address all ferritic materials of the reactor vessel, including the impact of structural discontinuities and neutron fluence accumulation.

The U.S. Nuclear Regulatory Commission (NRC) is issuing a confirmatory order to Kruger Technologies, Inc., (KTI) confirming agreements reached in an Alternative Dispute Resolution Session held on September 3, 2014. As part of the agreement, KTI will take a number of actions, including: Revising the company-wide policy to describe implementation of NRC safety and security requirements for portable gauges; ensuring all authorized gauge users are trained initially and annually on the revised company-wide policy; increasing management oversight by establishing a process to periodically conduct field inspections; and providing Radiation Safety Officer training for an additional authorized gauge user. KTI is also required to notify the NRC periodically of the status of its efforts.

The 2009 Order exempted WCS from the NRC's regulations concerning special nuclear material (SNM). The current action is in response to a request by WCS dated July 18, 2014, to temporarily store containers of transuranic waste, originated at the Los Alamos National Laboratory (LANL), in its Federal Facility Waste Disposal Facility (FWF).

Dominion Energy Kewaunee, Inc.; Kewaunee Power Station

Kewaunee Power Station (KPS) is a decommissioning nuclear power reactor that permanently shut down on May 7, 2013, and permanently defueled on May 14, 2013. In response to a request from Dominion Energy Kewaunee, Inc. (DEK or the licensee), the U.S. Nuclear Regulatory Commission (NRC) is granting exemptions from certain emergency planning (EP) requirements. The exemptions will eliminate the requirements to maintain offsite radiological emergency plans and reduce the scope of the onsite emergency planning activities at the Kewaunee Power Station (KPS) based on the reduced risks of accidents that could result in an offsite radiological release when compared to operating power reactors. The exemptions will continue to maintain requirements for onsite radiological emergency planning and include provisions for capabilities to communicate and coordinate with offsite response authorities. The NRC staff has concluded that the exemptions being granted by this action will maintain an acceptable level of emergency preparedness at KPS given its permanently shutdown and defueled status, and that there is reasonable assurance that adequate offsite protective measures can and will be taken by State and local government agencies, if needed, in the event of a radiological emergency at the KPS facility.

The U.S. Nuclear Regulatory Commission (NRC) is amending its regulations to incorporate by reference the latest revisions of three NRC Regulatory Guides (RGs) approving new and revised Code Cases published by the American Society of Mechanical Engineers. This action allows nuclear power plant licensees, and applicants for construction permits, operating licenses, combined licenses, standard design certifications, standard design approvals, and manufacturing licenses, to use the Code Cases listed in these RGs, as alternatives to engineering standards for the construction, inservice inspection, and inservice testing of nuclear power plant components. This final rule changes NRC's regulations to address a petition for rulemaking (PRM), PRM-50-89, submitted by Mr. Raymond West. The U.S. Nuclear Regulatory Commission (NRC) is granting an exemption to allow a departure from the certification information of Tier 1 of the generic design control document (DCD) and issuing License Amendment No. 15 to Combined Licenses (COL), NPF-93 and NPF-94. The COLs were issued to South Carolina Electric & Gas Company (SCE&G), and South Carolina Public Service Authority (the licensee), for construction and operation of the Virgil C. Summer Nuclear Station (VCSNS), Units 2 and 3 located in Fairfield County, South Carolina. The amendment consists of changes to Figure 2.2.5-1, Tables; 2.6.3-4, 3.5- 3, 3.5-7, 2.2.3-1, 3.5-1, 3.3-6, 2.7.1-4, 2.6.6-1, 2.2.3-4, 2.3.10-2, and 2.1.1-1, and Section 3.2, Item 1.e) of Appendix C to the COLs. The granting of the exemption allows the changes to Tier 1 information asked for in the amendment. Because the acceptability of the exemption was determined in part by the acceptability of the amendment, the exemption and amendment are being issued concurrently.
Jefferson Proving Ground License Amendment Application for Source Materials License

The U.S. Army (Army) submitted a license amendment application, dated August 28, 2013, to the U.S. Nuclear Regulatory Commission (NRC), which included a Decommissioning Plan (DP) and an Environmental Report (ER). The Army submitted the DP and ER in support of its request that the NRC terminate Materials License SUB-1435 for the Depleted Uranium Impact Area at the Jefferson Proving Ground in Madison, Indiana, under restricted conditions. The NRC, in accordance with the National Environmental Policy Act of 1969, as amended (NEPA), and the NRC's regulations, announces its intent to prepare an Environmental Impact Statement (EIS) to evaluate the potential environmental impacts of the proposed license termination and to conduct a scoping process for the EIS. The NRC invites and encourages members of the public to submit comments on the appropriate scope of issues to be considered in, and the content of the EIS.
