Notice for Opportunity To Comment on Model Safety Evaluation on Technical Specification Improvement To Revise Diesel Fuel Oil Testing Program Using the Consolidated Line Item Improvement Process
Notice is hereby given that the staff of the Nuclear Regulatory Commission (NRC) has prepared a model safety evaluation (SE) relating to changes to Diesel Fuel Oil Testing Programs. The changes relocate references to specific American Society for Testing and Materials (ASTM) standards for fuel oil testing to licensee-controlled documents and adds alternate criteria to the ``clear and bright'' acceptance test for new fuel oil. The NRC staff has also prepared a model no significant hazards consideration (NSHC) determination relating to this matter. The purpose of these models is to permit the NRC to efficiently process amendments that propose to adopt the associated changes into plant-specific technical specifications (TS). Licensees of nuclear power reactors to which the models apply could request amendments confirming the applicability of the SE and NSHC determination to their reactors. The NRC staff is requesting comments on the model SE and model NSHC determination prior to announcing their availability for referencing in license amendment applications.

The NRC is preparing a submittal to OMB for approval of information collections under the provisions of the Paperwork Reduction Act of 1995 (44 U.S.C. Chapter 35). Information pertaining to the requirement to be submitted: 1. The title of the information collection: NRC Form 770, Application for the NRC Graduate Fellowship Program. 2. Current OMB approval number: 3150-XXXX. 3. How often the collection is required: On occasion. NRC Form 770 must be submitted by an applicant to the NRC Graduate Fellowship Program so that their qualifications and credentials can be assessed. 4. Who is required or asked to report: Any applicant for the NRC Graduate Fellowship Program. 5. The estimated number of annual respondents: 30 respondents. 6. The number of hours needed annually to complete the requirement or request: 240 hours (8 hours per response). 7. Abstract: Information requested on NRC Form 770 and in the application package is used to determine the qualifications of applicants for participation in the Graduate Fellowship Program which results in employment with the U.S. Nuclear Regulatory Commission. The information requested on the form includes social security number, education, employment history, and references. In addition to the form, the application package also requests the candidate's official Graduate Record Examination scores (sent by the Educational Testing Service to ORISE), official transcripts, and three references. The completed package may be used to examine, rate and/or assess the prospective employee's qualifications. The information regarding the qualifications of applicants for employment is reviewed by professional personnel acting under contract to the NRC and/or by NRC staff. Grid Reliability and the Impact on Plant Risk and the Operability of Offsite Power
The U.S. Nuclear Regulatory Commission (NRC) has issued Generic Letter (GL) 2006-02 to all holders of operating licenses for nuclear power reactors, except those who have permanently ceased operation and have certified that fuel has been removed from the reactor vessel. The NRC is issuing this generic letter to determine if compliance is being maintained with NRC regulatory requirements governing electric power sources and associated personnel training for your plant, the NRC is issuing this GL to obtain information from its licensees regarding: 1. Use of protocols between the nuclear power plant (NPP) and the transmission system operator (TSO), independent system operator (ISO), or reliability coordinator/authority (RC/RA) and the use of transmission load flow analysis tools (analysis tools) by TSOs to assist NPPs in monitoring grid conditions to determine the operability of offsite power systems under plant technical specifications. (The TSO, ISO, or RA/RC is responsible for preserving the reliability of the local transmission system. In this GL the term TSO is used to denote these entities); 2. Use of NPP/TSO protocols and analysis tools by TSOs to assist NPPs in monitoring grid conditions for consideration in maintenance risk assessments; 3. Offsite power restoration procedures in accordance with Section 2 of NRC Regulatory Guide (RG) 1.155, ``Station Blackout''; 4. Losses of offsite power caused by grid failures at a frequency equal to or greater than once in 20 site-years in accordance with RG 1.155, and 5. Require addressees to provide a written response to the NRC in accordance with 10 CFR 50.54(f). Revision of Fee Schedules; Fee Recovery for FY 2006
The Nuclear Regulatory Commission (NRC) is proposing to amend the licensing, inspection, and annual fees charged to its applicants and licensees. The proposed amendments are necessary to implement the Omnibus Budget Reconciliation Act of 1990 (OBRA-90), as amended, which requires that the NRC recover approximately 90 percent of its budget authority in fiscal year (FY) 2006, less the amounts appropriated from the Nuclear Waste Fund (NWF) and for Waste Incidental to Reprocessing (WIR) activities. The required fee recovery amount for the FY 2006 budget is approximately $624 million, which is increased by approximately $0.9 million to account for billing adjustments, resulting in a total of approximately $625 million that must be recovered through fees in FY 2006.

The number of annual respondents: 1,770. 6. The number of hours needed annually to complete the requirement or request: 393 hours. 7. Abstract: Voluntary customer satisfaction surveys will be used to contact users of NRC services and products to determine their needs, and how the Commission can improve its services and products to better meet those needs. In addition, focus groups will be contacted to discuss questions concerning those services and products. Results from the surveys will give insight into how NRC can make its services and products cost effective, efficient, and responsive to its customer needs. The number of annual respondents: 240. 6. The number of hours needed annually to complete the requirement or request: 67,060. 7. Abstract: 10 CFR Part 55, ``Operators' Licenses,'' of the NRC's regulations, specifies information and data to be provided by applicants and facility licenses so that the NRC may make determinations concerning the licensing and requalification of operators for nuclear reactors, as necessary to promote public health and safety. The reporting and recordkeeping requirements contained in 10 CFR Part 55 are mandatory for the licensees and applicants affected. Steam Generator Tube Integrity and Associated Technical Specifications
The U.S. Nuclear Regulatory Commission (NRC) has issued Generic Letter (GL) 2006-01 to all holders of operating licenses for pressurized water reactors, except those who have permanently ceased operation and have certified that fuel has been removed from the reactor vessel. A response to this GL is not needed for the following units since they have revised their technical specifications (TS) to be conceptually similar to the TS discussed in this GL: Arkansas Nuclear One Unit 1, Callaway, Catawba Units 1 and 2, Farley Units 1 and 2, Salem Unit 1, and South Texas Project Units 1 and 2. The NRC is issuing this generic letter to: 1. Request that addressees either submit a description of their program for ensuring steam generator (SG) tube integrity for the interval between inspections or adopt alternative TS requirements for ensuring SG tube integrity, and 2. Require addressees to provide a written response to the NRC in accordance with Title 10 of the Code of Federal Regulations, Section 50.54(f).
