Holtec Decommissioning International, LLC; Oyster Creek Nuclear Generating Station
The U.S. Nuclear Regulatory Commission (NRC) has issued an exemption in response to an August 2, 2022 request from Holtec Decommissioning International, LLC (HDI) that would permit HDI to investigate and report to the NRC when the Oyster Creek Nuclear Generating Station does not receive notification of receipt of a shipment, or part of a shipment, of low-level radioactive waste within 90 days after transfer, instead of the 20-day investigation requirement currently delineated in the NRC's regulations.

Agency Information Collection Activities: Notice of Intent To Renew Collection 3038-0107, Generic Clearance for the Collection of Qualitative Feedback on Agency Service Delivery
The Commodity Futures Trading Commission (``Commission'' or ``CFTC'') is announcing an opportunity for public comment on the renewal of collection of certain information by the Commission's Office of Customer Education and Outreach (``OCEO''). Under the Paperwork Reduction Act (``PRA''), Federal agencies are required to publish notice in the Federal Register concerning each proposed or renewal of a collection of information and to allow 60 days for public comment. The Commission is soliciting comments for the renewal of its generic information collection that will help the CFTC satisfy responsibilities under the Dodd-Frank Wall Street Reform and Consumer Protection Act (``Dodd-Frank Act''), found in Section 748 of the Dodd-Frank Act. The generic information collection will provide the OCEO a means to gather qualitative consumer and stakeholder feedback in an efficient, timely manner to facilitate service delivery.

Monthly Notice; Applications and Amendments to Facility Operating Licenses and Combined Licenses Involving No Significant Hazards Considerations
Pursuant to section 189.a.(2) of the Atomic Energy Act of 1954, as amended (the Act), the U.S. Nuclear Regulatory Commission (NRC) is publishing this regular monthly notice. The Act requires the Commission to publish notice of any amendments issued, or proposed to be issued, and grants the Commission the authority to issue and make immediately effective any amendment to an operating license or combined license, as applicable, upon a determination by the Commission that such amendment involves no significant hazards consideration (NSHC), notwithstanding the pendency before the Commission of a request for a hearing from any person. This monthly notice includes all amendments issued, or proposed to be issued, from November 4, 2022, to December 8, 2022. The last monthly notice was published on November 29, 2022.
In the Matter of Cabell Huntington Hospital
The U.S. Nuclear Regulatory Commission (NRC) is issuing a Confirmatory Order to Cabell Huntington Hospital (CHH) to memorialize the agreement reached during an alternative dispute resolution mediation session held on August 24, 2022. The Confirmatory Order contains commitments made to resolve 14 apparent violations of NRC requirements related to the development and implementation of CHH's radiation protection program, CHH's compliance with occupational dose limits, and CHH's possession of licensed material at an unauthorized location. These violations were identified during NRC inspections and an investigation conducted by the NRC Office of Investigations. The Confirmatory Order is effective upon issuance.

Notice of New System of Records; Response to Comments
The United States Postal Service[supreg] (USPS) is responding to public comments regarding the creation of a new Customer Privacy Act System of Records (SOR) 845.000, Commercial Mail Receiving Agency (CMRA) Records. This new SOR was created to consolidate all CMRA paper and electronic records under one new and dedicated SOR in support of a future planned initiative to centralize CMRA records into an electronic database and improve the security of the In-Person enrollment process. There will be no changes to the new system of records or to the effective date of September 30, 2022, in light of public comments received.
GE-Hitachi Nuclear Energy Americas, LLC; Vallecitos Boiling Water Reactor and the Empire State Atomic Development Agency Vallecitos Experimental Superheat Reactor; Limited Post-Shutdown Decommissioning Activities Report
By letter dated September 21, 2022, as supplemented by letter dated November 22, 2022, GE-Hitachi Nuclear Energy Americas, LLC (GEH, the licensee) submitted to the U.S. Nuclear Regulatory Commission (NRC) a ``limited'' post-shutdown decommissioning activities report (LPSDAR) for the Vallecitos Boiling Water Reactor (VBWR) and the Empire State Atomic Development Agency Vallecitos Experimental Superheat Reactor (EVESR). The LPSDAR provides an overview of GEH's planned activities, schedule, projected costs, and environmental impacts for the decommissioning of the VBWR and EVESR. Accordingly, the NRC is noticing receipt of the LPSDAR and making it available for public comment.

Community Reinvestment Act Regulations Asset-Size Thresholds
The Board and the FDIC (collectively, the Agencies) are amending their Community Reinvestment Act (CRA) regulations to adjust the asset-size thresholds used to define ``small bank'' and ``intermediate small bank.'' As required by the CRA regulations, the adjustment to the threshold amount is based on the annual percentage change in the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W).

Federal Acquisition Regulation: Disclosure of Greenhouse Gas Emissions and Climate-Related Financial Risk
DoD, GSA, and NASA issued a proposed rule on November 14, 2022, proposing to amend the Federal Acquisition Regulation (FAR) to implement a requirement to ensure certain Federal contractors disclose their greenhouse gas emissions and climate-related financial risk and set science-based targets to reduce their greenhouse gas emissions. The deadline for submitting comments is being extended from January 13, 2023, to February 13, 2023, to provide additional time for interested parties to provide comments on the proposed rule.
