On March 10, 2022, the Media Bureau, Video Division (Bureau) issued a Notice of Proposed Rulemaking (NPRM) in response to a petition for rulemaking filed by Scripps Broadcasting Holdings LLC (Petitioner), the licensee of KRTV(TV) (Station), channel 7, Great Falls, Montana, requesting the substitution of channel 22 for channel 7 at Great Falls in the Table of Allotments. For the reasons set forth in the Report and Order referenced below, the Bureau amends FCC regulations to substitute channel 22 for channel 7 at Great Falls.

Notice is hereby given that a complaint was filed with the U.S. International Trade Commission on November 16, 2022, under section 337 of the Tariff Act of 1930, as amended, on behalf of Advanced Ground Information Systems, Inc. of Jupiter, Florida and AGIS Software Development LLC of Marshall, Texas. The complaint was supplemented on December 13, 2022. The complaint, as supplemented, alleges violations of section 337 based upon the importation into the United States, the sale for importation, and the sale within the United States after importation of certain location-sharing systems, related software, components thereof, and products containing same by reason of the infringement of certain claims of U.S. Patent No. 8,213,970 (``the '970 patent''); U.S. Patent No. 9,467,838 (``the '838 patent''); U.S. Patent No. 9,445,251 (``the '251 patent''); U.S. Patent No. 9,749,829 (``the '829 patent''); and U.S. Patent No. 9,820,123 (``the '123 patent''). The complaints further allege that an industry in the United States exists as required by the applicable Federal Statute. The complainants request that the Commission institute an investigation and, after the investigation, issue a limited exclusion order and cease and desist orders.

The U.S. Nuclear Regulatory Commission (NRC) is issuing a finding of no significant impact (FONSI) and accompanying environmental assessment (EA) for a requested exemption from certain NRC requirements regarding the Controlled Area Boundary (CAB) for the San Onofre Nuclear Generating Station (SONGS) located in San Diego County, California. Based on the analysis in the EA, the NRC staff has concluded that there will be no significant impacts to environmental resources from the requested exemption and, therefore, a FONSI is appropriate.

The National Science Foundation (NSF) is required to publish a notice of permit applications received to conduct activities regulated under the Antarctic Conservation Act of 1978. NSF has published regulations under the Antarctic Conservation Act in the Code of Federal Regulations. This is the required notice of permit applications received.

The Commission hereby gives notice of the scheduling of full reviews pursuant to the Tariff Act of 1930 (``the Act'') to determine whether revocation of the antidumping duty orders on emulsion styrene- butadiene rubber (ESBR) from Brazil, Mexico, Poland, and South Korea would be likely to lead to continuation or recurrence of material injury within a reasonably foreseeable time. The Commission has determined to exercise its authority to extend the review period by up to 90 days.

On November 9, 2022, the U.S. Nuclear Regulatory Commission (NRC) requested comments on a regulatory basis to support a rulemaking that would amend its regulations for nonemergency event notifications. The public comment period was originally scheduled to close on January 9, 2023. The NRC is extending the comment period to allow more time for members of the public to develop and submit their comments.
