The Federal Communications Commission published a document in the Federal Register of November 16, 2021 (86 FR 56713), concerning a request for comments for the information collection Payment Instructions from the Eligible Entity Seeking Reimbursement from the TV Broadcaster Relocation Fund. The document omitted the dates, addresses and for further information sections from this notice.

The U.S. Nuclear Regulatory Commission (NRC) received and is considering issuing an export license amendment (XW008/06) requested by Diversified Scientific Services, Inc. (DSSI). On January 31, 2022, DSSI filed an application with the NRC for a license authorizing the renewal and amendment of an existing license to export low-level radioactive material to Canada. The NRC is providing notice of the opportunity to comment, request a hearing, and petition to intervene on DSSI's application.

The Commission hereby gives notice of the scheduling of expedited reviews pursuant to the Tariff Act of 1930 (``the Act'') to determine whether revocation of the antidumping and countervailing duty orders on welded stainless steel pressure pipe from India would be likely to lead to continuation or recurrence of material injury within a reasonably foreseeable time.

The U.S. Nuclear Regulatory Commission (NRC) has recently submitted a request for renewal of an existing collection of information to the Office of Management and Budget (OMB) for review. The information collection is entitled, ``Nuclear Material Events Database (NMED) for the Collection of Event Report, Response, Analyses, and Follow-Up Data on Events Involving the Use of Atomic Energy Act (AEA) Radioactive Byproduct Material.''

The Commission is noticing recent Postal Service filings for the Commission's consideration concerning negotiated service agreements. This notice informs the public of the filings, invites public comment, and takes other administrative steps.

In this document, the Federal Communications Commission (Commission or FCC) adopts final rules to improve competition for communications services in multi-tenant environments. The rules prohibit telecommunications carriers and covered multichannel video programming distributors (MVPDs) from entering into certain revenue sharing agreements with a building owner that keep competitive providers out of buildings. The rules also require providers to inform tenants about the existence of exclusive marketing arrangements in simple, easy-to-understand language that is readily accessible. The Commission adopted the Report and Order in conjunction with a Declaratory Ruling in GN Docket No. 17-142 in which the Commission clarifies that existing Commission rules regarding cable inside wiring prohibit so-called sale-and-leaseback arrangements that block competitive access to alternative providers.

The National Science Foundation (NSF) is announcing plans to establish this collection. In accordance with the requirements of the Paperwork Reduction Act of 1995, we are providing opportunity for public comment on this action. After obtaining and considering public comment, NSF will prepare the submission requesting Office of Management and Budget (OMB) clearance of this collection for no longer than 3 years.

The consent agreement in this matter settles alleged violations of federal law prohibiting unfair or deceptive acts or practices. The attached Analysis of Proposed Consent Order to Aid Public Comment describes both the allegations in the complaint and the terms of the consent orderembodied in the consent agreementthat would settle these allegations.

Following receipt on February 22, 2022, of a request from the Committee on Ways and Means of the U.S. House of Representatives (Committee), under section 332(g) of the Tariff Act of 1930, the U.S. International Trade Commission (Commission) instituted Investigation No. 332-590, U.S.-Haiti Trade: Impact of U.S. Preference Programs on Haiti's Economy and Workers. The Committee requested that the Commission conduct an investigation and provide a report on the Haitian economy and U.S.-Haiti preference programs, and also provide several case studies showing the impact of these preference programs on industries of importance to Haiti's economy.

On February 4, 2022, the Board of Governors of the Federal Reserve System (Board), published in the Federal Register a proposed supervisory framework for depository institution holding companies that are significantly engaged in insurance activities, or supervised insurance organizations. The Board has determined that an extension of the comment period until May 5, 2022, is appropriate, and is therefore making that extension.

The Securities and Exchange Commission (the ``Commission'' or the ``SEC'') is proposing new rules under the Investment Advisers Act of 1940 (the ``Advisers Act'' or the ``Act''). We propose to require registered investment advisers to private funds to provide transparency to their investors regarding the full cost of investing in private funds and the performance of such private funds. We also are proposing rules that would require a registered private fund adviser to obtain an annual financial statement audit of each private fund it advises and, in connection with an adviser-led secondary transaction, a fairness opinion from an independent opinion provider. In addition, we are proposing rules that would prohibit all private fund advisers, including those that are not registered with the Commission, from engaging in certain sales practices, conflicts of interest, and compensation schemes that are contrary to the public interest and the protection of investors. All private fund advisers would also be prohibited from providing preferential treatment to certain investors in a private fund, unless the adviser discloses such treatment to other current and prospective investors. We are proposing corresponding amendments to the Advisers Act books and records rule to facilitate compliance with these proposed new rules and assist our examination staff. Finally, we are proposing amendments to the Advisers Act compliance rule, which would affect all registered investment advisers, to better enable our staff to conduct examinations.

The Postal Service proposes to amend Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM[supreg]) to revise verification requirements for authorized audit bureaus.
