Removal of Affirmative Defense Provisions From the National Emission Standards for Hazardous Air Pollutants for the Oil and Natural Gas Production Facility and Natural Gas Transmission and Storage Facility Source Categories
The EPA is finalizing amendments to the National Emission Standards for Hazardous Air Pollutants for the oil and gas industry issued under the Clean Air Act (CAA). Specifically, the EPA is finalizing removal of the affirmative defense provisions in the National Emission Standards for Hazardous Air Pollutants for both the Oil and Natural Gas Production source category and the Natural Gas Transmission and Storage source category.
Receipt of Application for Renewal of Incidental Take Permit for Morro Shoulderband Snail; Kellaway Habitat Conservation Plan; Community of Los Osos, San Luis Obispo County, California
We, the U.S. Fish and Wildlife Service (Service), have received an application from Thomas R. Kellaway and Doris J. Redmond (permittees), for a renewal of incidental take permit TE48316A (ITP) under the Endangered Species Act. The requested renewal would extend the ITP by 5 years from the date of reissuance. The existing ITP authorizes take of the federally endangered Morro shoulderband snail (Helminthoglypta walkeriana) incidental to otherwise lawful activities associated with the construction of one residence on each of two separate but contiguous parcels in Los Osos, an unincorporated community of San Luis Obispo County. If renewed, the ITP would not authorize any additional take of the species. We request public comment on the application, which includes the permittee's habitat conservation plan (HCP), and on the Service's preliminary determination that the proposed permitting action may be eligible for a categorical exclusion pursuant to the Council on Environmental Quality's National Environmental Policy Act (NEPA) regulations, the Department of the Interior's (DOI) NEPA regulations, and the DOI Departmental Manual. We invite comment from the public and local, State, Tribal, and Federal agencies.

This action proposes to amend the Class E airspace at Giddings, TX. The FAA is proposing this action as the result of an airspace review conducted due to the decommissioning of the Industry very high frequency omnidirectional range (VOR) as part of the VOR Minimum Operational Network (MON) Program. The geographic coordinates of the airport would also be updated to coincide with the FAA's aeronautical database. This action will bring the airspace into compliance with FAA orders and support instrument flight rule (IFR) procedures and operations.

Buy America Waiver Notification
This notice provides information regarding FHWA's finding that it is appropriate to grant a non-availability Buy America waiver to the Utah Department of Transportation (UDOT) for procurement and installation of 16 suspended explosive charge remote avalanche control systems (RACS), which contain non-domestic iron and steel components, along Mount Superior overlooking SR-210 in Little Cottonwood Canyon, Utah. The waiver relates specifically to iron and steel components that are part of the tower, deployment box, and charges of the RACS.

The United States-Mexico-Canada Agreement (USMCA) provides for the establishment of a roster of individuals to serve on binational panels convened to review final determinations in antidumping or countervailing duty (AD/CVD) proceedings and amendments to AD/CVD statutes of a USMCA Party. The United States annually renews its selections for the roster. USTR invites applications from eligible individuals wishing to be included on the roster for the period April 1, 2025, through March 31, 2026.

Withholding on Certain Distributions Under Section 3405(a) and (b)
This document contains a final regulation regarding income tax withholding on certain periodic payments and nonperiodic distributions from employer deferred compensation plans, individual retirement plans, and commercial annuities that are not eligible rollover distributions. The regulation addresses a payor's obligation to withhold income taxes in the circumstances in which those payments or distributions are made to payees outside of the United States and affects payors and payees of those periodic payments and nonperiodic distributions.
Air Quality Plans; California; San Diego County Air Pollution Control District; Permit Program
The Environmental Protection Agency (EPA) is taking final action to approve a revision to the San Diego County Air Pollution Control District (SDAPCD or "District") portion of the California State Implementation Plan (SIP). The revision expands an existing provision that exempts tub grinders and trommel screens that process green material from permit requirements to include horizontal grinders and the processing of mixtures of green material and food material. The revision also adds a definition for "food material." This action is being taken pursuant to the Clean Air Act (CAA or "Act") and its implementing regulations.

The Environmental Protection Agency (EPA) is taking final action to approve revisions to the South Coast Air Quality Management District (SCAQMD) portion of the California State Implementation Plan (SIP). These revisions concern emissions of volatile organic compounds (VOCs) and oxides of nitrogen (NOX) from refinery flares. We are approving a local rule that regulates these emission sources under the Clean Air Act (CAA or the Act).

We are notifying the public that we are removing three Acer spp. (Acer buergerianum, A. palmatum, and A. pseudosieboldianum) dwarf plants from the Republic of Korea from our lists of taxa of plants for planting whose importation into the United States is not authorized pending pest risk analysis, thereby allowing the importation of such Acer spp. into the continental United States, subject to certain conditions. We are taking this action in response to a request from this country and after determining that the plants can be imported, under certain conditions, without resulting in the introduction into, or the dissemination within, the United States of a plant pest.

This Public Land Order (PLO) withdraws 12,121 acres of public lands from settlement, sale, location, and entry under the general land laws, including from location and entry under the United States mining laws, and 939.56 acres of reserved Federal mineral interest from location and entry under the United States mining laws, for a period of 20 years to protect scenic and recreation values in the Upper Colorado River Special Recreation Management Area, subject to valid existing rights.

Decommissioning and Disposition of the National Historic Landmark Nuclear Ship Savannah; Notice of Site Visit
The Maritime Administration (MARAD) announces a site visit for the National Historic Landmark Nuclear Ship Savannah (NSS). MARAD is decommissioning the nuclear power plant of the NSS, which will result in the termination of the ship's Nuclear Regulatory Commission license, making the ship available for disposition, including potential conveyance for preservation. The site visit will provide interested parties an opportunity to learn more about the NSS to assist in determining if they may wish to consider acquiring the ship for preservation purposes, as prescribed in the Programmatic Agreement (PA) covering the decommissioning and disposition of the ship.

Energy Conservation Program: Energy Conservation Standards for Consumer Conventional Cooking Products
The Energy Policy and Conservation Act of 1975 (EPCA), as amended, requires that the U.S. Department of Justice (DOJ) make a determination on the impact, if any, of any lessening of competition likely to result from an energy conservation standard and that the U.S. Department of Energy (DOE) publish such determination in the Federal Register. DOE published a direct final rule and accompanying notice of proposed rulemaking for consumer conventional cooking products on February 14, 2024. In accordance with EPCA, DOE is publishing DOJ's determination of the impact, if any, the energy conservation standards for consumer conventional cooking products will have on competition.
Energy Conservation Program: Energy Conservation Standards for Residential Clothes Washers
The U.S. Department of Energy ("DOE") published a direct final rule to establish amended energy conservation standards for residential clothes washers in the Federal Register on March 15, 2024. DOE has determined that the comments received in response to the direct final rule do not provide a reasonable basis for withdrawing the direct final rule. Therefore, DOE provides this document confirming the effective and compliance dates of those standards. This document also clarifies the introductory notes to the appendices for the residential clothes washer test procedure to conform with the amended standards promulgated by direct final rule published on March 15, 2024.

Rules for FM Terrestrial Digital Audio Broadcasting Systems
In this document, the Federal Communications Commission (Commission) adopts rules to allow digital FM broadcast radio stations to operate with different power levels on the upper and lower digital sidebands, by notification to the Commission. The rule changes will facilitate greater digital FM radio coverage without interfering with adjacent-channel FM broadcast stations. The intended effect is to advance the broader adoption of digital FM broadcasting by authorizing digital FM broadcasters to implement such asymmetric sideband operation by simple notification to the Commission, rather than by requesting experimental authorization as is the current practice.

Public Safety and Homeland Security Bureau Announces 15-Business Day Filing Window for Cybersecurity Labeling Administrator and Lead Administrator Applications
In this document, the Federal Communications Commission's (FCC or Commission) Public Safety and Homeland Security Bureau (PSHSB or Bureau) announces a 15-business day filing window for applications from entities seeking designation as a Cybersecurity Labeling Administrator (CLA) and Lead Administrator and also adopt additional requirements for CLA and Lead Administrator applications as well as responsibilities that must be met by the selected Lead Administrator and CLAs. These requirements will provide additional guidance to administrator applicants and further implements the Commission's IoT labeling program.
Airworthiness Directives; Airbus SAS Airplanes
The FAA is adopting a new airworthiness directive (AD) for certain Airbus SAS Model A330-800 and A330-900 series airplanes. This AD was prompted by a report of a protective cap found still in place on the drain hole of a fire extinguishing pipe, and by further investigations indicating these caps may have remained on other airplanes. This AD requires a one-time general visual inspection (GVI) of the engine fire extinguishing pipe drain hole and, depending on findings, removal of the protective cap, as specified in a European Union Aviation Safety Agency (EASA) AD, which is incorporated by reference. The FAA is issuing this AD to address the unsafe condition on these products.
