SUPPLEMENTARY INFORMATION: I. Background On January 19, 2024, Tennessee Valley Authority, submitted to the NRC an application for subsequent license renewal of Renewed Facility Operating License Nos. DPR–33, DPR–52, and DPR–68, for Units 1, 2, and 3, for an additional 20 years of operation (ADAMS Accession No. ML24019A010). This submission initiated the NRC’s proposed action of determining whether to grant the SLR application. The Browns Ferry Units are boiling water reactors designed by General Electric and are located on the north shore of Wheeler Reservoir in Limestone County, Alabama, at Tennessee River Mile 294. The current renewed facility operating licenses for Units 1, 2, and 3, expire at midnight on December 20, 2033, June 28, 2034, and July 2, 2036, respectively. The SLR application was submitted pursuant to part 54 of title 10 of the Code of Federal Regulations (10 CFR), ‘‘Requirements for Renewal of Operating Licenses for Nuclear Power Plants,’’ and seeks to extend the renewed facility operating licenses for Units 1, 2, and 3, to midnight on December 20, 2053, June 28, 2054, and July 2, 2056, respectively. On April 3, 2024, the NRC published in the Federal Register, a notice of intent to conduct a scoping process and prepare a site-specific environmental impact statement (EIS) (89 FR 23056). Consistent with Commission Legal Issuance (CLI–22–03), the SLR application contained an ER in which the impacts of all environmental issues were evaluated on a site-specific basis, and the NRC staff initiated a review to address the impacts for all such issues during the SLR period in a site-specific EIS. The NRC staff stated in the original notice of intent that it would first conduct a scoping process for the sitespecific EIS and then prepare a draft site-specific EIS for public comment. During the 30-day scoping period, the NRC received comments through E:\FR\FM\22OCN1.SGM 22OCN1
