Under the provisions of the Federal Advisory Committee Act of 1972 (5 U.S.C., Appendix, as amended) and the Sunshine Act of 1976 (5 U.S.C. 552b, as amended) the Department of Defense announces a meeting of the Threat Reduction Advisory Committee (hereafter referred to as ``the Committee'' or ``TRAC'') on October 21, 2010, in Chantilly, VA.

The Department of Defense is publishing the unclassified text of two section 36(b)(1) arms sales notifications to fulfill the requirements of section 155 of Public Law 104-164, dated 21 July 1996.

The Department of Defense is proposing to update current policies and procedures to reflect the DoD FOIA Program as prescribed by Executive Order 13392. The changes will ensure appropriate agency disclosure of information and offer consistency with the goals of section 552 of title 5, United States Code.

The Department of Defense has submitted to OMB for clearance, the following proposal for collection of information under the provisions of the Paperwork Reduction Act (44 U.S.C. Chapter 35).

In compliance with Section 3506(c)(2)(A) of the Paperwork Reduction Act of 1995, the Office of the Assistant Secretary of Defense for Health Affairs announces the proposed extension of a public information collection and seeks public comment on the provisions thereof. Comments are invited on: (a) Whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; (b) the accuracy of the agency's estimate of the burden of the proposed information collection; (c) ways to enhance the quality, utility, and clarity of the information to be collected; and (d) ways to minimize the burden of the information collection on respondents, including through the use of automated collection techniques or other forms of information technology.

The Department of Defense (DoD) announces the availability of the Final Environmental Impact Statement (EIS) as part of the environmental planning process for a Campus Development Project at Fort George G. Meade, Maryland (hereafter referred to as Fort Meade). The DoD proposes the development of a portion of Fort Meade (referred to as ``Site M'') as an operational complex and to construct and operate consolidated facilities to meet the National Security Agency's (NSA) and Intelligence Community's continually evolving requirements. The purpose of the Proposed Action is to provide facilities that fully support the Intelligence Community's mission. The need for the action is to consolidate multiple agencies' efforts to ensure capabilities for current and future missions as directed by Congress and the President. The EIS considered three alternative development options, in which total build-out could reach 5.8 million square feet, and the No Action Alternative. The Final EIS is available for a 30-day period following publication of this Notice of Availability (NOA). Comments received on the Draft EIS (per the Draft EIS NOA published in the Federal Register on June 25, 2010 and July 2, 2010) have been considered during preparation of the Final EIS and are included in Appendix C of the EIS. Following this 30-day waiting period, the DOD intends to issue a Record of Decision (ROD) for the EIS.

Under the provisions of section 724 of Public Law 111-84, the Federal Advisory Committee Act of 1972, (5 U.S.C. Appendix), the Government in the Sunshine Act of 1976 (5 U.S.C. 552b), and 41 CFR 102- 3.50, the Department of Defense gives notice that it is establishing the charter for the Department of Defense Task Force on the Care, Management, and Transition of Recovering Wounded, Ill, and Injured Member of the Armed Forces (hereafter referred to as ``the Task Force'').

Appendix), the Government in the Sunshine Act of 1976 (5 U.S.C. 552b), and 41 CFR 102-3.50, the Department of Defense gives notice that it is establishing the charter for the Army National Cemeteries Advisory Commission (hereafter referred to as ``the Commission'').

This proposed rule implements Section 711 of the Duncan Hunter National Defense Authorization Act (NDAA) for Fiscal Year 2009 (FY 2009). Section 711 eliminates copayments for authorized preventive services for TRICARE Standard beneficiaries other than Medicare- eligible beneficiaries. This proposed rule also realigns the covered preventive services listed in the Exclusions section of the TRICARE regulation to the Special Benefits section in the regulation.

The Department of Labor (DOL) hereby announces the submission of the information collection request (ICR) sponsored by the Employee Benefits Security Administration (EBSA) titled, ``Annual Information Return/Report of Employee Benefit Plan,'' to the Office of Management and Budget (OMB) for review and approval for continued use in accordance with the Paperwork Reduction Act of 1995 (Pub. L. 104-13, 44 U.S.C. chapter 35).

The Defense Commissary Agency proposes to add a system of records to its inventory of records systems subject to the Privacy Act of 1974 (5 U.S.C. 552a), as amended.

On September 13, 2010 (75 FR 55576), DoD published a notice announcing its intent to delete a Privacy Act system of records. Within that notice an incorrect Air Force system ID number and title was cited under the reasons for deleting a system of records. Also, in one instance, an incorrect system ID number was cited for the proposed deletion. This notice corrects those errors.

This notice announces the appointment of members to the Defense Contract Audit Agency (DCAA) Performance Review Boards. The Performance Review Boards provide fair and impartial review of Senior Executive Service (SES) performance appraisals and make recommendations to the Director, DCAA, regarding final performance ratings and performance awards for DCAA SES members.
