Appendix), the Department of Defense gives notice that the Defense Advisory Committee on Women in the Services, which is determined to be in the public interest, is hereby renewed on April 17, 2006. This committee provides necessary and valuable independent advice to the Secretary of Defense and other senior Defense officials in their respective areas of expertise. It is a continuing DoD policy to make every effort to achieve a balanced membership on all DoD advisory committees. Each committee is evaluated in terms of the functional disciplines, levels of experience, professional diversity, public and private association, and similar characteristics required to ensure a high degree of balance is obtained.

This Notice is provided pursuant to section 2905(b)(7)(B)(ii) of the Defense Base Closure and Realignment Act of 1990. It provides a partial list of military installations closing or realigning pursuant to the 2005 Defense Base Closure and Realignment (BRAC) Report. It also provides a corresponding listing of the Local Redevelopment Authorities (LRAs) recognized by the Secretary of Defense, acting through the Department of Defense Office of Economic Adjustment (OEA), as well as the points of contact, addresses, and telephone numbers for the LRAs for those installations. Representatives of state and local governments, homeless providers, and other parties interested in the redevelopment of an installation should contact the person or organization listed. The following information will also be published simultaneously in a newspaper of general circulation in the area of each installation. There will be additional Notices providing this same information about LRAs for other closing or realigning installations where surplus government property is available as those LRAs are recognized by the OEA.

This notice announces a revision to and expansion of a previously-established Privacy Act system of records, the Global Enrollment System, to facilitate the creation of a consolidated database to collect biometric and biographic data for individuals who voluntarily exchange personally identifiable information in return for expedited transit at U.S. border entry points. The Global Enrollment System will enhance transportation security by affording United States Customs and Border Protection, the system owner, the opportunity to perform advanced screening on low-risk trusted travelers and to expedite the security screening process of these trusted travelers as their low-risk status is confirmed.

Request for Information Concerning Labor Rights in Malaysia and Its Laws Governing Exploitative Child Labor

This notice is a request for comments from the public to assist the Secretary of Labor, the United States Trade Representative, and the Secretary of State in preparing reports regarding labor rights in Malaysia and describing the extent to which it has in effect laws governing exploitative child labor. The Trade Act of 2002 requires reports on these issues and others when the President intends to use trade promotion authority procedures in connection with legislation approving and implementing a trade agreement. The President assigned the functions of preparing reports regarding labor rights and the existence of laws governing exploitative child labor to the Secretary of Labor, in consultation with the Secretary of State and the United States Trade Representative. The Secretary of Labor further assigned these functions to the Secretary of State and the United States Trade Representative, to be carried out by the Secretary of Labor, the Secretary of State and the United States Trade Representative.
Notice of Intent To Fund the Foundation for Peace and Democracy (FUNPADEM)

The free trade agreement between the United States and the CAFTA-DR countries establishes a commitment to effectively enforce domestic labor laws. This project will assist CAFTA-DR countries to develop and implement measures to improve compliance with their national labor laws. The project will build on work currently being carried out by FUNPADEM under the existing cooperative agreement number E-9-K-3-0097 with the Department of Labor, which was awarded through a competitive process in 2003 (SGA 03-20, Vol. 68, No. 139 of the Federal Register on July 21, 2003). Utilizing FUNPADEM eliminates unnecessary costs, project duplication, and inconsistencies that would occur with a new implementer. The new funds will allow FUNPADEM to develop new activities and to extend activities currently under way at the national level to additional geographic regions within each country. The activities that FUNPADEM will extend and develop include: Develop and implement inspection and mediation case management systems; Improve inspection procedures and training for labor inspectors; Implement public awareness campaigns and training for workers and employers about labor laws and standards; Strengthen mediation centers and training for labor mediators; and Provide equipment such as computers and vehicles. In addition, a specific gender component will be developed and incorporated into the work described above. The component will focus on reducing discrimination against women and sexual harassment in the maquila sector through public awareness, training for workers and employers, and the development or strengthening of gender offices within the Ministries of Labor.

The Defense Threat Reduction Agency (DTRA) and the Department of Veterans Affairs (VA) will hold the third public meeting of the Veterans' Advisory Board on Dose Reconstruction (VBDR). The VBDR was established at the recommendation of the National Research Council report, entitled ``Review of the Dose Reconstruction Program of the Defense Threat Reduction Agency.'' The report recommended the need to establish an advisory board that will provide suggestions for improvements in dose reconstruction and claim adjudication procedures. The goal of VBDR is to provide guidance and oversight of the dose reconstruction and claims compensation programs for veterans of U.S.- sponsored atmospheric nuclear weapons tests from 1945-1962; veterans of the 1945-1946 occupation of Hiroshima and Nagasaki, Japan; and veterans who were prisoners of war in those regions at the conclusion of World War II. In addition, the advisory board will assist VA and DTRA in communicating with the veterans. Radiation dose reconstruction has been carried out by the Department of Defense under the Nuclear Test Personnel Review (NTPR) program since the 1970s. DTRA is the executive agent for the NTPR program which provides participation data and actual or estimated radiation dose information to veterans and the VA. Board members were selected to fulfill the statutory requirements mandated by Congress in section 601 of Public Law 108-183. The Board was appointed on June 3, 2005, and is comprised of 16 members. Board members were selected to provide expertise in historical dose reconstruction, radiation health matters, risk communications, radiation epidemiology, medicine, quality management, decision analysis and ethics in order to appropriately enable the VBDR to represent and address veterans' concerns. The Board is governed by the provisions of the Federal Advisory Committee Act (FACA), PL 92-463, which sets forth standards for the formation and conduct of government advisory committees.
