In accordance with the Paperwork Reduction Act of 1995, this notice announces that the Office of Personnel Management requests approval by the Office of Management and Budget (OMB) to renew a previously approved information collection, Combined Federal Campaign (CFC) Charity Applications, OMB Control No. 3206-0269, OPM Forms 1647- A, -B, and -E. OPM uses these documents to review the eligibility of national, international, and local charitable organizations and Department of Defense morale, welfare, and recreation (MWR)/Family Support and Youth Activities/Programs (FSYA/FSYP) organizations that wish to participate in the CFC. The proposed revisions reflect improvements in the form instructions and the addition of optional fields for charities to detail the kinds of volunteer opportunities Federal employees might consider for personal service hours (outside working hours). On August 11, 2022, OPM published a 60-day notice and request for comments at 87 FR 49619. OPM received no comments. There are, therefore, no recommended revisions to this ICR. We estimate 6,000 responses to this information collection annually. Each form takes approximately two hours to complete. The annual estimated burden is 12,000 hours.

Eligible individuals who submit an application for FLTCIP to the program administrator, Long Term Care Partners, LLC, prior to the date that the suspension period begins, will have their application considered. If the Carrier approves the application for coverage, the individual will receive a benefit booklet and schedule of benefits with complete coverage information.

The U.S. Office of Personnel Management (OPM) is proposing this rule to amend the CFR for purposes of ensuring these regulations reflect the provisions enacted under the Middle Class Tax Relief and Job Creation Act of 2012 (``2012 Act'') and the Bipartisan Budget Act of 2013 (``2013 Act''). The 2012 Act made significant changes to the retirement benefits of Members of Congress (Members) or congressional employees who are first covered by the Federal Employees' Retirement System (FERS) after December 31, 2012. The 2012 Act decreased the FERS benefit accrual rate used in the FERS annuity calculation for congressional employees or Members first covered by FERS (or reelected with less than five years of FERS service) after December 31, 2012. The 2012 Act also increased the FERS employee contributions by 1.8 percentage points for Members first covered by FERS (or reelected with less than five years of FERS-covered service) after December 31, 2012. Enactment of the 2013 Act, further increased the FERS employee deductions by an additional 1.3 percentage points for all FERS-covered employees first covered by FERS after December 31, 2013 (or rehired/ reelected with less than five years of FERS-covered service), including Members and congressional employees. OPM's proposed rule amends the CFR to reflect these changes.

The Office of Personnel Management (OPM) is issuing a final regulation to support enhancing stability and flexibility in FLTCIP by amending when abbreviated underwriting will be offered to prospective enrollees and finalizing rules for the suspension of applications for coverage and the requirements around any such suspension periods. OPM is also finalizing technical corrections for the sake of clarity and to remove redundancies. This final rule adopts the proposed regulations with one technical change correcting the provision related to the Federal appeals board that is delegated the authority to resolve contract disputes between the Carrier and OPM. Finally, OPM may effectuate a suspension period after publication of this final rule with a separate document in the Federal Register.

The Federal Salary Council will hold a virtual hybrid meeting on Friday, October 28, 2022, at the time shown below. There will be no in-person public gathering for this meeting. The Council is an advisory body composed of representatives of Federal employee organizations and experts in the fields of labor relations and pay policy. The Council makes recommendations to the President's Pay Agent (the Secretary of Labor and the Directors of the Office of Management and Budget and the Office of Personnel Management) about the locality pay program for General Schedule employees under the United States Code. The Council's recommendations cover the establishment or modification of locality pay areas, the coverage of salary surveys, the process of comparing Federal and non-Federal rates of pay, and the level of comparability payments that should be paid. The Council will hear public testimony about the locality pay program, review the results of pay comparisons, and formulate its recommendations to the President's Pay Agent on pay comparison methods, locality pay rates, and locality pay areas and boundaries for 2024. This meeting is open to the public through advance registration. Individuals who wish to provide testimony or present material at the meeting should contact the Office of Personnel Management using the email address provided below. In addition, please be aware that the Council may need to set limits on the time that will be provided for hearing oral testimony in the meeting.
