These special conditions are issued for the Bombardier Aerospace Models BD-500-1A10 and BD-500-1A11 series airplanes. These airplanes will have a novel or unusual design feature associated with a new control architecture and a full digital flight control system that provides flight envelope protections. The applicable airworthiness regulations do not contain adequate or appropriate safety standards for this design feature. These special conditions contain the additional safety standards that the Administrator considers necessary to establish a level of safety equivalent to that established by the existing airworthiness standards.

These special conditions are issued for the Bombardier Aerospace Models BD-500-1A10 and BD-500-1A11 series airplanes. These airplanes will have a novel or unusual design feature associated with control surface awareness and mode annunciation of the electronic flight control system. The applicable airworthiness regulations do not contain adequate or appropriate safety standards for this design feature. These special conditions contain the additional safety standards that the Administrator considers necessary to establish a level of safety equivalent to that established by the existing airworthiness standards.

This notice contains a summary of a petition seeking relief from specified requirements of 14 CFR. The purpose of this notice is to improve the public's awareness of, and participation in, this aspect of FAA's regulatory activities. Neither publication of this notice nor the inclusion or omission of information in the summary is intended to affect the legal status of the petition or its final disposition.

In accordance with the National Environmental Policy Act of 1969, as amended (NEPA; 42 United States Code [U.S.C.] 4321 et seq.), Council on Environmental Quality NEPA implementing regulations (40 Code of Federal Regulations parts 1500 to 1508), and FAA Order 1050.1E, Change 1, the FAA, Office of Commercial Space Transportation is announcing the availability of the Final Environmental Impact Statement for the SpaceX Texas Launch Site (Final EIS). This Final EIS is also submitted pursuant to the following public law requirements: Section 4(f) of the Department of Transportation Act (49 U.S.C. Section 303); Section 106 of the National Historic Preservation Act (16 U.S.C. 470); Executive Order 11988, Floodplain Management; DOT Order 5650.2, Floodplain Management and Protection; Executive Order 11990, Protection of Wetlands; and DOT Order 5660.1A, Preservation of the Nation's Wetlands. This Final EIS includes the FAA's determination of de minimis impacts to Section 4(f) property under 23 CFR 771.135. The Proposed Action would include a significant encroachment on floodplains per DOT Order 5650.2, Floodplain Management and Protection. The FAA submitted the Final EIS to the U.S. Environmental Protection Agency (EPA). The EPA will post a separate notification in the Federal Register announcing the availability of the Final EIS. The FAA will issue a Record of Decision no sooner than 30 days following EPA's notice in the Federal Register. The Record of Decision will be published in the Federal Register. This action amends Class E Airspace at Elkin, NC, to accommodate a new Area Navigation (RNAV) Global Positioning System (GPS) Standard Instrument Approach Procedure (SIAP) serving Elkin Municipal Airport. This enhances the safety and management of aircraft operations at the airport. This action also updates the geographic coordinates of airport.

On November 13, 2013, the FAA sought comment on a proposed legal interpretation intended to clarify the qualification requirements for the pilot assigned as second in command on a flight in part 121 operations that require three or more pilots and the pilot who provides relief to the assigned second in command during the en route cruise portion of the flight. On April 29, 2014, the FAA issued a legal interpretation on these issues. This legal interpretation is available on the agency's Web site and in the docket for the proposed legal interpretation.

We propose to supersede airworthiness directive (AD) 2013-15- 09, which applies to all Pratt & Whitney Division (PW) PW4074, PW4074D, PW4077, PW4077D, PW4084D, PW4090, and PW4090-3 turbofan engine models with certain second-stage high-pressure turbine (HPT) air seals, installed. AD 2013-15-09 currently requires initial and repetitive inspections for cracks in second-stage HPT air seals. Since we issued AD 2013-15-09, we received reports of cracking in the original location on two additional part numbers (P/Ns) as well as reports of through- cracks in a new location in the second-stage HPT air seal. PW has developed a redesigned second-stage HPT air seal that addresses the cracking condition in both locations. This proposed AD would expand the applicability of AD 2013-15-09 to include additional P/Ns, require replacement of the mating hardware if the second-stage HPT air seal is found with a through-crack, and add mandatory terminating action to the repetitive inspections. We are proposing this AD to prevent failure of the second-stage HPT air seal, which could lead to uncontained engine failure and damage to the airplane.

We propose to adopt a new airworthiness directive (AD) for certain Piper Aircraft, Inc. Model PA-31-350 airplanes. This proposed AD was prompted by a report of an engine fire caused by a leak in the fuel pump inlet hose. This proposed AD would require inspecting the fuel hose assembly and the turbocharger support assembly for proper clearance between them, inspecting each assembly for any sign of damage, and making any necessary repairs or replacements. We are proposing this AD to correct the unsafe condition on these products.

We are adopting a new airworthiness directive (AD) for Airbus Helicopters Model EC225LP helicopters to require measuring the operating load of the cockpit fuel shut-off controls and replacing the tangential gearbox if the operating load threshold is exceeded. This AD was prompted by the jamming of the left-hand (LH) side of the fuel shut-off and general cut-off controls (controls). The actions of this AD are intended to prevent the jamming of the controls so that a pilot can shut down an engine during an engine fire or during an emergency landing.

We are adopting a new airworthiness directive (AD) for certain The Boeing Company Model 777-200 and -300 series airplanes. This AD was prompted by reports of smoke or flames in the passenger cabin of various transport category airplanes related to the wiring for the passenger cabin in-flight entertainment (IFE) system, cabin lighting, and passenger seats. This AD requires installing wiring and making changes to certain electrical load management system (ELMS) panels and other concurrent requirements to ensure the flightcrew is able to turn off electrical power to the IFE systems and other non-essential electrical systems through one or two switches in the flight deck in the event of smoke or flames. In the event of smoke or flames in the airplane flight deck or passenger cabin, the flightcrew's inability to turn off electrical power to the IFE system and other non-essential electrical systems could result in the inability to control smoke or flames in the airplane flight deck or passenger cabin during a non- normal or emergency situation, and consequent loss of control of the airplane.

We propose to adopt a new airworthiness directive (AD) for Airbus Helicopters Model EC225LP, AS332C, AS332L, AS332L1, and AS332L2 helicopters. This proposed AD would require inspecting each TECALEMIT flexible hydraulic hose (hose) installed in the main gearbox (MGB) compartment and replacing the hose if a crack, cut, or other damage exists. This proposed AD is prompted by reports about the loss of in- flight hydraulic pressure on Eurocopter helicopters. The proposed actions are intended to prevent loss of the hydraulic system and consequently, loss of helicopter control.

We propose to supersede airworthiness directive (AD) 2012-14- 11 for Arrow Falcon Exporters, Inc. (AFE), Rotorcraft Development Corporation (RDC), and San Joaquin Helicopters (SJH) Model OH-58A, OH- 58A+, and OH-58C helicopters. AD 2012-14-11 currently requires inspecting the main rotor mast (mast) for a crack. Since we issued AD 2012-14-11, we have determined that the area of the mast requiring inspection should be expanded and repetitive inspections of the mast should be accomplished. This proposed AD would expand the area of the mast that requires an inspection for a crack and would require repetitive inspections of the mast. The proposed actions are intended to prevent failure of the mast and subsequent loss of control of the helicopter.

Under the provisions of Title 49, U.S.C. Section 47151(d), notice is being given that the Federal Aviation Administration (FAA) is considering a request from the Richland-Lexington Airport District to waive the requirement that two parcels (3.51 acres and 3.68 acres) of surplus property, located at the Columbia Metropolitan Airport be used for aeronautical purposes. Currently, ownership of the property provides for protection of FAR Part 77 surfaces and compatible land use which would continue to be protected with deed restrictions required in the transfer of land ownership.

The FAA publishes a monthly notice, as appropriate, of PFC approvals and disapprovals under the provisions of the Aviation Safety and Capacity Expansion Act of 1990 (Title IX of the Omnibus Budget Reconciliation Act of 1990) (Pub. L. 101-508) and Part 158 of the Federal Aviation Regulations (14 CFR Part 158). This notice is published pursuant to paragraph d of Sec. 158.29.

The FAA is considering a proposal to change approximately 126.12 acres of airport land from aeronautical use to non-aeronautical use at Alpena County Regional Airport, Alpena, MI. The aforementioned land is not needed for aeronautical use and will be used for revenue producing, non-aeronautical purposes. The property is located west of Airport Road and north of Highway M-32. The property is currently vacant. The airport intends to market this property for lease to non-aeronautical businesses.

We propose to supersede Airworthiness Directive (AD) 2004-03- 19, which applies to certain Airbus Model A320-111, -211, and -231 series airplanes. AD 2004-03-19 requires repetitive inspections for cracking in the transition and pick-up angles in the lower part of the center fuselage area, and corrective action if necessary. AD 2004-03-19 also provides for an optional terminating modification for the repetitive inspection requirements. Since we issued AD 2004-03-19, we have determined that the modification must be accomplished in order to address the unsafe condition. This proposed AD would also require that modification by installing washers between the transition pick-up angle and the pin nuts, and doing related investigative and corrective actions if necessary. This proposed AD would also add airplanes to the applicability. We are proposing this AD to prevent fatigue cracking in the transition and pick-up angles of the lower part of the center fuselage, which could result in reduced structural integrity of the wing-fuselage support and fuselage pressure vessel.

The FAA is issuing this notice to advise the public of a meeting of RTCA Special Committee 217Aeronautical Databases being held jointly with EUROCAE WG-44Aeronautical Databases.

We propose to adopt a new airworthiness directive (AD) for certain The Boeing Company Model DC-9-10, DC-9-20, and DC-9-30 series airplanes. This proposed AD was prompted by an evaluation by the design approval holder (DAH) indicating that the improved (shot-peened) aft fuselage non-ventral pressure bulkhead tee is subject to widespread fatigue damage (WFD). This proposed AD would require repetitive inspections for cracking of the improved (shot-peened) non-ventral aft pressure bulkhead tees, and replacement if necessary. We are proposing this AD to detect and correct fatigue cracking of the improved (shot- peened) non-ventral aft pressure bulkhead dome tees connecting the bulkhead web to the fuselage, which could result in reduced structural integrity and rapid decompression of the airplane.

We propose to adopt a new airworthiness directive (AD) for certain Lockheed Martin Corporation/Lockheed Martin Aeronautics Company Model L-1011 series airplanes. This proposed AD was prompted by reports of cracked rib cap castellations. This proposed AD would require repetitive inspections for castellation and skin clips cracked or damaged between stringers and cracked stringer clips of the wing box pylon back-up structure, and front spar to rear spar, repetitive inspections for cracking, damage, or failure of the pylon back-up torque box structure; repetitive inspections for cracking or damage of the wing box external areas at the drag brace aft wing fitting; and repetitive inspections of the outer surface of the wing upper and lower skins for cracks or damage along the rib attachment at the fastener holes and between the two rows of attachment; and corrective actions if necessary. We are proposing this AD to detect and correct cracked or damaged rib cap castellations, which could degrade the structural capabilities of the airplane.

We propose to supersede Airworthiness Directive (AD) 2010-03- 05, which applies to all The Boeing Company Model 747-200C and -200F series airplanes. AD 2010-03-05 currently requires, for section 41 upper deck floor beam upper chords, an inspection for cracks of certain fastener holes, and corrective action if necessary; and repetitive replacements of the upper chords, straps (or angles), and radius fillers of certain upper deck floor beams and, for any replacement that is done, inspections for cracks, and corrective actions if necessary. Since we issued AD 2010-03-05, we have determined that the upper deck floor beams are subject to widespread fatigue damage (WFD), the existing inspection program is not sufficient to maintain an acceptable level of safety, and section 42 upper deck floor beam upper chords are subject to the unsafe condition. This proposed AD would add post- replacement inspections for section 41 and reduce certain compliance times. This proposed AD would also require repetitive inspections of section 42 upper deck floor beam upper chords, repetitive replacements of the upper chords, post-replacement inspections, and corrective action if necessary. We are proposing this AD to detect and correct cracking of the upper chords and straps (or angles) of the floor beams, which could lead to failure of the floor beams and consequent loss of controllability, rapid decompression, and loss of structural integrity of the airplane.

We propose to rescind airworthiness directive (AD) 2012-26-15, which applies to certain Honeywell International Inc. air data pressure transducers as installed on various aircraft. AD 2012-26-15 requires doing various tests or checks of equipment having certain air data pressure transducers, removing equipment if necessary, and reporting the results of the tests or checks. As an option to the tests or checks, AD 2012-26-15 allows removal of affected equipment having certain air data pressure transducers. We issued AD 2012-26-15 to detect and correct inaccuracies of the pressure sensors, which could result in altitude, computed airspeed, true airspeed, and Mach computation errors. AD 2012-26-15 reported that these errors could reduce the ability of the flightcrew to maintain the safe flight of the aircraft and could result in consequent loss of control of the aircraft. Since we issued AD 2012-26-15, we have received new data indicating that the safety risk is lower than originally estimated.

We are revising an earlier proposed airworthiness directive (AD) for all Airbus Model A318, A319, A320, and A321 series airplanes. The NPRM proposed to supersede AD 2011-14-06 and proposed revising the maintenance program. The NPRM was prompted by the determination that more restrictive limitations are necessary. This action revises the NPRM by revising the maintenance program to incorporate new limitations. We are proposing this AD to prevent fatigue cracking, accidental damage, or corrosion in principal structural elements, and possible failure of certain life limited parts, which could result in reduced structural integrity of the airplane. Since these actions impose an additional burden over that proposed in the NPRM, we are reopening the comment period to allow the public the chance to comment on these proposed changes.

This action proposes to amend Class D airspace at Wichita, McConnell AFB, KS. The closure of nearby Derby, Hamilton Field has necessitated the need to amend Class D airspace at McConnell AFB. This action would enhance the safety and management of aircraft operations at the airport.

This action modifies three Jet Routes (J-45, J-151, and J-233) and a high altitude area navigation (RNAV) route (Q-19). The FAA is taking this action due to a service restriction of the Des Moines, IA (DSM), VHF Omnidirectional Range (VOR)/Tactical Air Navigation (VORTAC) facility that provides navigation guidance for a portion of the ATS routes identified.
